By announcing an increase in retirement age, Dmitry Medvedev instructed the government to think about employment guarantees for the elderly. The government thought and proposed to introduce criminal liability for the dismissal of employees of pre -retirement age.
To strengthen the responsibility of employers for the dismissal of people who have almost waiting for a legal pension, the Ministry of Labor is proposed, who is developing a special plan for pension reform, writes Vedomosti.
If the idea is supported, the punishment, up to the criminal, will threaten employers for the dismissal of employees who did not reach the pension for two years. Now the Ministry of Labor is considered a pre-retirement age (in connection with the reform, this concept will be introduced into the legislation) of 53-54 years for women and 58-59 years-for men. After the completion of the reform by people in pre-retirement age, women of 61-62 years and men 63-64 years old will be considered.
The order on labor will follow the order - the entire transition period of pension reform, that is, until 2034, they will conduct targeted inspections on compliance with the rights of such employees.
And the Ministry of Labor proposes to legislatively oblige the business to inform employment services on the dismissal of a person of pre -retirement age on the initiative of the employer or by agreement of the parties.
The business is not enthusiastic: “Articles for entrepreneurs are already in abundance,” comments the top manager of one of the largest Russian industrial holdings. “It is wrong to mix criminal and labor law, economic issues should not fall under criminal liability,” says Maxim Basov, general director of Rusagro. At the same time, in general, the business will rather benefit from raising the retirement age, he believes: the proposal in the labor market will grow - this is a plus, especially for rural areas where labor is traditionally in shortcom.
But economists believe that problems will be: due to reform in the labor market, 1.1 million people will remain next year, but only 800 thousand will retain work from them, the vice-rector of the Academy of Labor and Social Relations Alexander Safonov predicted. Alfa-Bank wrote that only 7% of employers are willingly employed by people over 45-in the case of social problems, the government may begin to force companies to hire older people. The tightening of the responsibility of employers is unlikely to help - in the end, you can dismiss an employee without waiting for pre -retirement age.
Pension reform, which officials were recommended not to be called reform, will continue until the fall - while the bill has passed only the first reading. Over the remaining time, the government can offer many new initiatives to calm the population. The softening of the parameters of the reform itself on the agenda is not yet worth it, the interlocutors of The Bell said in the government.
