The Ministry of Finance begins the reform of compulsory motor liability insurance

Vedomosti studied the updated amendments of the Ministry of Finance to the law “On Compulsory Motor Liability Insurance”, which the interested departments received for approval on Tuesday (the authenticity of the document was confirmed by one of the recipients). They contain almost all of the department’s proposals for market liberalization, the goal of which is the transition to individual tariff setting.

Now the price of compulsory motor insurance is determined based on the base tariff (this is 3,432–4,118 rubles) adjusted for the length and age of the driver, the number of insured events (bonus-malus coefficient - discounts for accident-free driving and surcharges for accidents caused by him), region (determined by location) vehicle owner registration) and engine power. The document cancels the two most controversial coefficients – capacity and regional. Instead, the Ministry of Finance proposed new ones. The cost of the policy will be influenced by driving style - violation of rules, severity of braking and changing lanes, frequency and duration of use of the car, speed of movement, etc. They will be recorded, including using telematics devices installed on the car, as follows from the amendments. Violation of traffic rules during the year before concluding a contract for a new term can also increase the cost of an MTPL policy - except for those recorded by cameras. These include driving under the influence of alcohol or drugs, exceeding the speed limit by more than 60 km per hour, driving through a red light, driving into the oncoming lane, etc.

In this case, the cost of the policy in any case should not exceed the upper limit of the base tariff established by the Central Bank by more than three times. The Central Bank will develop requirements for the tariff structure and maximum coefficient values.

When insurers can apply insurance rate coefficients

1. Driving characteristics (skills): acceleration, braking severity, speed, etc.
2. Repeated offenses during the year preceding the conclusion of an agreement for a new term, resulting in administrative liability:
driving a vehicle while intoxicated (alcohol, drugs or other);
driving through a prohibiting traffic light signal or a prohibiting gesture from a traffic controller;
exceeding the vehicle speed by more than 60 km/h;
driving into oncoming traffic.

Another innovation is the transition to different types of policies with different payment limits. The amendments contain three options: the current 400,000 rubles. for damage to property and 500,000 rubles. – life and health or 1 million or 2 million rubles. But you can take out a policy with large payments only with the consent of the insurer.

Motorists will be able to purchase MTPL for three years at once (currently no more than a year) - the insurer will not be able to refuse this, it follows from the amendments of the Ministry of Finance.

The place of registration of the car and its owner does not affect the risk of harm when using it, says a representative of the Ministry of Finance.

Additional protection under compulsory motor liability insurance has become a shortage

Insurers do not like the amendments. Policies with increased payments will be used by fraudsters, to whom insurers currently do not sell DSAGO, fears Sergei Mkrtychan, head of the auto insurance product department at Ingosstrakh. Territory and capacity coefficients are fundamental, their exclusion will be a “critical step” for compulsory motor liability insurance and will only aggravate the crisis in it, says Sergei Pechnikov, director of insurance development at MAX. He believes that as a result, insurers may withdraw from the most unprofitable regions. Residents of less emergency regions “will pay for clients from emergency ones,” adds Mkrtychan.

The power of the car does not affect the loss ratio under compulsory motor liability insurance, says the head of the public movement “Federation of Car Owners of Russia” Sergei Kanaev. This is an additional financial burden for owners of expensive cars, agrees the organizer of the Blue Buckets movement, Pyotr Shkumatov. He also supports the abolition of the territory coefficient: for residents of one region, the cost of compulsory motor insurance should not be higher than for others. The policy sales system should be uniform across the country, Kanaev agrees. At the same time, the coefficient of offenses proposed by the Ministry of Finance will reduce the cost of compulsory motor insurance for law-abiding motorists, while unscrupulous ones, on the contrary, will face a rise in price, Shkumatov believes.

A representative of the Russian Union of Auto Insurers on Tuesday evening found it difficult to assess the amendments of the Ministry of Finance. The Central Bank will formulate its position after studying the document, its representative said.
