MP Zheleznyak left a high post in United Russia, but retained the mandate and political prospects

On the morning of July 26, several media at once, citing its sources in United Russia, reported that Sergey Zheleznyak was leaving the post of deputy secretary of the general council of the ruling party. Zheleznyak was among those United Russia who did not come to a meeting under the bill on raising the retirement age. The party was an official reason called the sick leave.

The Mandate Zheleznyak did not lose, but the post of deputy secretary of the general council lost.

Experts believe that his resignation was brewing for a long time and that disagreement with the “pension reform” is just an occasion to leave the “winner” in the eyes of the public.

Zheleznyak himself does not respond to calls and does not yet comment on either his absence at the meeting, nor the resignation itself, which is reported, formed "of his own free will." RBC, referring to sources in the party, reports that shortly before the first reading, Zheleznyak met with the secretary of the United Russia General Council Andrei Turchak and informed him that he would resign. The situation allegedly became unexpected for the leadership of the party. Political scientist Nikolai Petrov, on the contrary, believes that “pension reform” is just a convenient reason, and the ambulance was obvious to everyone:

- The departure of Zheleznyak really was brewing. There is a reconfiguration of the leadership of United Russia due to the substitutions that occurred in the Kremlin and in the leadership of the party. It is unlikely that Zheleznyak could not force himself to vote, like everyone else, for “pension reform”. We saw how faithful and loyal soldier the party.

The head of the St. Petersburg Politics Foundation, Mikhail Vinogradov, told Novye that Zheleznyak recently "was not at the peak of his career." But the actions of the deputy were nevertheless agreed with the leadership:

“It was required to re -engage in the signal - at the leading posts to the party, there should be loyal (at least outwardly)“ pension reform ”.

Political scientist Abbas Gallimov is convinced that such stories usually appear at the junction of personal and socio-political reasons, when, due to spoiled relations with the authorities, a person understands that he needs to leave, he begins to look for a reason:

- Now this reason is not necessary to look. Disagreement with an unpopular “anti -people” reform is an excellent option that allows you to leave with a high -raised head and a sense of own rightness. Whatever the real reasons because of which Zheleznyak decided to leave, he politically looks like a winner.

It is interesting that the rest of the deputies from United Russia, who were not present on the first reading of the bill, did not attract such attention as Zheleznyak. Although, for example, Yuri Wrestlers, Viktor Ignatov, Oleg Kolesnikov - also officially fell ill.

The only person in the party, which publicly opposed, was Natalya Poklonskaya. She has already stated that she was preparing for the second reading a large package of amendments, that is, she plans to once again criticize the reform in its current form.

The leader of the United Russia faction, Sergei Nevorov, suggested that Poklonskaya herself pass his mandate for deviation from the party’s unified position, but the deputy had already responded to this proposal.

Neverov clearly hinted that the deputy Poklonskaya in any case would wait for serious disciplinary measures - she could lose one of her posts in the State Duma: “These positions are fractional. They were offered to her with a faction, ”Neverov said. Poklonskaya now holds the post of deputy chairman of the Committee on Security and Countering Corruption, as well as the chairman of the State Duma Commission for the reliability of the reliability of information on the income of deputies. On July 26, the meeting of the commission was disrupted - 15 out of 17 deputies did not appear on it.

Poklonskaya immediately hastened to dispel the rumors that it was a “boycott” because of her position on retirement age: “I prepared materials in relation to a number of deputies, who may have committed corruption violations under our legislation on this commission.” Nevertheless, the two who nevertheless came to the meeting were representatives of other parties, “fair Russia” and the Communist Party. In general, the attitude to Poklonskaya in the party after voting in the first reading has not changed, the deputy notes: "Absolutely working situation, but not 1937, in the end."

The punishment of deputies for their deviation from the party course will not affect the internal atmosphere and the morale of the party, says political scientist Gleb Pavlovsky:

-“United Russia” does not represent any cohesive ideological organism or organization united by a common position. In principle, it can unfold in any direction. For her, of course, a heavy blow is a plot with a “pension reform”. The party supports the appearance of constant populist contact with the population. And it suits hardware changes absolutely easily.

According to Pavlovsky, Zheleznyak wants to maintain his reputation, having retired on his own, so that in the future, it is possible to take a more promising situation:

- I think the iron -yard feels that the country enters according to all signs during the period of transit of power. He does not want to serve unpopular measures. The Kremlin is not considered a reputation of people. Therefore, if necessary, he easily burns them for some random occasions. Just as they burned up the intra-party reputation of Isaev, forcing him to play for the “reform” ( Andross Andrei Isaev may lose the post of deputy chairman of the Federation of Independent Trade Unions of Russia due to support for the reform. - Ed. ).
