In closed mode, two FSIN reform options are prepared. The first implies the abolition of the service of the prison department and the reduction of the operational component of its work. The regular rates of operatives must be transferred to the FSB and the Ministry of Internal Affairs. The special service will deal with the fight against the corruption of the jailers, and the police - the search for fugitives and other tasks that are now carried out by the FSINA operatives; For this, it is supposed to strengthen the division of the criminal investigation of the Ministry of Internal Affairs.
Medical services of prisoners will be transferred to the Ministry of Health. In the competence of the FSIN itself, the economic part will remain, issues of compliance with the regime and stage.
The second option, named in the publication more radical, suggests that the protection of places of imprisonment and escort will be entrusted to the Russian Guard; The same structure will be conveyed by the FSINSK special forces. The current Law on the Russian Guard already implies its involvement in the depression of unrest in the colonies.
As noted, such a scheme resembles Soviet - in the USSR, places of imprisonment were guarded by the internal troops of the Ministry of Internal Affairs, on the basis of which the current Rosguard was created.

Meanwhile, another interlocutor of the newspaper indicated that the adoption of this scheme is hindered by Russia's obligations in the Council of Europe, according to which the penitentiary service was transferred from the structure of the Ministry of Internal Affairs to the structure of the Ministry of Justice in the late 1990s.
