In Yaroslavl, a picket against torture near the building of the regional FSIN was not approved

The administration of the Krasnoperekopsky district of Yaroslavl did not approve the picket, the purpose of which was to draw attention to torture in correctional colony No. 1. “7x7” writes about this.

The applicants for the event—Syktyvkar activist Daria Chernysheva and lawyer of the Public Verdict Foundation Ernest Mezak—planned to hold an action near the building of the regional department of the Federal Penitentiary Service.

In their refusal, officials cited the fact that they did not have the original application. Mezak told 7x7 that he and Chernysheva sent the notification via email on July 23. The lawyer noted that in the Yaroslavl region the authorities can be notified of the event either in person or by mail. He added that a regular letter would not have reached the addressee.

On July 20, Novaya Gazeta published a video recording of the torture of prisoner Yevgeny Makarov in Yaroslavl Colony No. 1. The recording, filmed on a video recorder in June 2017, was given to the newspaper by the lawyer of the Public Verdict Foundation, Irina Biryukova.
After the publication of the video, the Investigative Committee opened a criminal case for abuse of power with the use of violence (Article 286 of the Criminal Code). 17 colony employees were suspended from work. On July 23, the Investigative Committee reported that six of them were detained. After this, six employees of IK-1 were arrested, suspected of beating Makarov.
Lawyer Irina Biryukova, who gave Novaya Gazeta a video recording of torture in Yaroslavl correctional colony No. 1, left Russia due to threats against her. The Commissioner for Human Rights in the Yaroslavl Region, Sergei Baburkin, said that Makarov fears for his life and health.
In April 2017, Evgeny Makarov, Bolotnaya Case defendant Ivan Nepomnyashchikh, and another prisoner Ruslan Vakhapov reported mass beatings and torture in Penal Colony No. 1 in the Yaroslavl Region. In June 2017, Makarov was beaten again, after which he had difficulty moving. A similar situation repeated in December 2017.
The European Court of Human Rights twice took urgent measures against Makarov to ensure the safety of his life. The ECHR ordered the Russian government to freely allow defense lawyers to see Makarov.
