The cost of work provided for the overhaul program of apartment buildings in the Novosibirsk Region exceeds the planned amount of contributions. It will turn out to pay for work only in half of the houses. Auditors have found violations in the regional program.

“The cost of work provided for in the regional program for 2014-2043 exceeds the scope of planned income for major repairs for the same period,” the document says. “The receipt of contributions will make it possible to carry out comprehensive overhaul in only 54.6% of the houses (in the program of 12772 houses - approx. The auditors found that the deficit of the program is 91.4 billion rubles. Moreover, they proceeded from the tariff of 7 rubles 5 kopecks, which is planned to be introduced from January 1, 2019. Now residents of the Novosibirsk region pay 6.8 rubles per square meter, collect money from those citizens whose houses have already been made overhaul.

By mid -July 2018, according to the Regional Fund for modernization of the housing and communal services, Novosibirsk must pay about 9 billion rubles. The authorities raised 7.47 billion. Residents of Novosibirsk are transferring money more actively than in the regions of the region.

“During the audit, it was found that in some cases, the actual cost of certain types of work performed and paid by the regional operator in 2017 at the expense of the general capital repairs fund exceeded the amount of the established maximum value,” the KSP said. - At the same time, according to Part 4 of Art. 190 of the RF Housing Code, the exceeding the maximum value should be carried out at the expense of the owners of the premises in an apartment building, paid as a contribution for major repairs in excess of the minimum contribution size. ”

The auditors found out that with the total average collection of contributions for overhaul more than 80%, only 51.7% of the accrued amounts paid for the houses that belong to the state. The Housing and Public Utilities Modernization Fund place fees on deposits, most of which are open in Sberbank - interest in 2014-2017 amounted to about 230 million rubles.

KSP employees checked 28 repaired houses. Of the 30 contracts for work, 28 were performed with violations. The Housing and Utilities Modernization Fund filed claims for 3.5 million rubles.

“The commission set a number of deviations from the project for: fastening the funnels of the storm system, fastening of the sheets of corrugated board on the roof, the device of the lobes of the auditory windows, filling the holes at the intersection of engineering networks of ceilings and partitions,” the report said. “A number of works are not fully performed (replacing the risers of engineering networks passing through the apartments, due to the refusal of the owners to admit them).”
