LLC "Magnit" is registered in Novosibirsk, but is wholly owned by Sergey Shevchenko. He is the project manager for the construction of waste sorting plants of the VIS group. He, in particular, was engaged in this area in the Yamalo-Nenets Autonomous Okrug. Shevchenko, the ex-head of the Purovsky district of the YaNAO Evgeny Skryabin and Igor Snegurov were co-owners of Innovative Technologies LLC, which, as the Yamal Pro agency wrote with reference to documents from the prosecutor's office, received a contract from the authorities of Noyabrsk to rent landfills for storing solid waste "practically outside competition." This led to the fact that in the payments of the population for housing and communal services there appeared the line "MSW disposal".
According to the tender documentation, the maximum cost of reoperator services for 10 years will be 32.5 billion rubles. The rate of return by 2020 was adopted at the level of 13.21%.
Magnit is part of the St. Petersburg group VIS, which previously received contracts for the construction of a toll bridge in the center of Novosibirsk and two waste sorting plants with a guaranteed income at the expense of taxpayers. In addition, Ecology-Novosibirsk LLC, controlled by VIS, became a regional operator, despite the appeals of deputies and competitors to the FAS. They pointed out that the tender documentation was drawn up for Ecology-Novosibirsk.
In 2016, the Ministry of Housing and Public Utilities of the Novosibirsk Region entered into a concession agreement with Ecology-Novosibirsk LLC for the construction of waste sorting complexes and landfills in Razdolny and Verkh-Tula. The project worth 6.5 billion rubles was designed for 40 years, the investor's lost income is compensated by the regional budget - up to 2 billion rubles a year. Social activists and the regional legislature demanded to terminate the agreement, Acting Governor Andrey Travnikov promised to do this, but after almost a year the document is valid.
The company is owned by several individuals, including ex-State Duma deputy Valentin Bobyrev, and the VIS group , which also received a concession agreement for the construction of a fourth bridge across the Ob in Novosibirsk, was owned by Igor Snegurov and Dmitry Ryabov. The latter works as the general director of Igor Rotenberg, JSC Fuel and Energy Complex Mosenergo, however, representatives of this businessman declared no interest in the Novosibirsk region. Earlier it was reported that Dmitry Ryabov sold his stake in the company to Snegurov at the end of November 2018, but, according to Kontur-Focus, he is still listed as a co-owner of VIS Management Company JSC, which owns the main structure of the group - OOO " PF VIS.
