The suspect in the case of theft in the Novosibirsk PLP was detained

In Germany, the director of Sybregionstroy LLC Yuri Belorybets was detained. He passes a suspect in the theft of 152 million rubles during the construction of the Novosibirsk Industrial and Logistics Park.

The criminal case was opened under Part 4 of Art. 159 of the Criminal Code (fraud on an especially large scale). In 2008, the “Management Company of the Industrial and Logistics Park” (director Alexander Kotlyar) and the Office of the region’s capacity (chief Pavel Nefleodov) entered into contracts for the construction of non-public railways from Sybyrgytroy LLC for a total of more than 491 million rubles. Acts of the work accepted were later signed by the ex-director of the PLP Criminal Code Viktor Balala.

“To carry out work, including delivery for materials, [the director of Sybragionstroy LLC Yuri] Belorybets attracted the PSM Corporation and Diabaz LLC controlled by him,” the decision on the initiation of the case said . “It was established that the Sybruegionstroy constituted acts on the acceptance of the work performed, which indicated the facts and volumes of acquisition of inert materials used in the construction of the railway tracks that were not valid.”

The investigation believes that according to the acts signed by Balala and his predecessor in the UK PLP Alexander Kotlyar, the budget funds were allocated. Sybregionstroy received about 358.9 million rubles. The amount allegedly turned out to be overstated by 152.8 million rubles. The damage assessment was made on the basis of the examination of the Siberian State University of Railways at the end of 2014.

The investigation established that during the construction of the PLP infrastructure of the company Sybragionstroy, the PSM and Diabaz Corporation, controlled by the Belarusian, transferred budget funds to the Odnodnevok company accounts, LLC Transskiya, LLC Elitstroy, Alfa LLC, M-Trade LLC, LLC Sibagro and LLC Dionika. After that, the money was used at the discretion of "unidentified persons", the case file said.

The founders of the Sybrygionstroy company, according to the Kontur-Focus base, was the PSM Corporation LLC, which, in turn, had KhMK LLC, registered in Moscow. The main holder of the capital of this society was the famous Novosibirsk top manager Vladimir Kozhevnikov, who headed the Criminal Code of the Biotechnopark Koltsovo. In 2009-2010, he led the "Investment Development Agency" of the Novosibirsk Region, which was the founder of the management companies of the PLP and "Biotechnical Park".

The federal media previously associated the case with the ex-governor Vasily Yurchenko. They claimed that the case was brought against him against the backdrop of a court on a different charge. But in the decision to initiate the case, he did not appear.

The industrial and logistics park belongs to the Investment Development Agency of the Novosibirsk Region, established by the regional government. Air is headed by Alexander Zyryanov.
