
The federal government is ready to pay for additional education and professional training of officials of some departments. It is planned to allocate 112.8 million rubles for the training of 15.7 thousand people, the document said, which was placed on the official portal of legal information.
According to the document, the greatest quota from the Federal Treasury: 3327 employees will be trained. 1,500 people will be held from Rospotrebnadzor, the Federal Bailiff Service (FSSP) - 1358, the Federal Tax Service (Federal Tax Service) - 1322, the Judicial Department at the Supreme Court - 1064 people.
Also, retraining will affect 105 employees of the presidential administration, 59 - the government apparatus, 85 - the apparatus of the Federation Council, 150 - the State Duma apparatus.

Employees of the Ministry of Labor are especially lucky: 28 officials from this department will receive additional education outside Russia.
If you subtract scientific and methodological work, it turns out that additional education and professional training in Russia will cost an average of 6.3 thousand rubles per person, and outside the country-475 thousand.
In the very appearance of a document of this kind, there is nothing surprising. The state, like any major employer, is profitable to invest in the development of its employees, it is often cheaper than looking for people with the necessary skills “outside”, outside the civil service. Moreover, given the number of officials ( according to Rosstat more than 750 thousand), it is quite difficult to find the necessary employee outside the civil service. The Law on the State Civil Service even has a special article on the professional development of officials, it writes that "the professional development of a civil servant is carried out throughout the entire period of the civil service."

Abroad, officials are sent not only by the federal government, but also by the regions. So, in June, the government of the Oryol region approved the procedure for financing and execution of an order for the professional development of public civil servants. The order provides for additional professional education of officials of the regional administration, including outside of Russia. Interestingly, according to the Regulation, an individual training plan is developed by a civil servant himself, that is, the official has the right to demand budget money for additional education, including abroad. For this, however, you will need to correctly draw up a plan and prove its usefulness. The regional government will allocate money in three areas, for professional retraining, advanced training and self -education.
