The fund, which was supposed to protect citizens participating in shared construction, turned out to be unprofitable. This means that he does not have money for completing housing for bankrupt companies.

• The Fund for the Protection of the Rights of Citizens - Participants of shared construction was created at the end of 2016. In order to protect the equity holders, the authorities then obliged the builders of the housing to transfer 1.2% of the amount of each shared participation agreement to the fund. In the case of bankruptcy of companies, the collected money was supposed to be allowed to complete housing.
• The first reporting of the fund showed all the failure of this idea, writes Kommersant. In 2017, a net loss of the fund exceeded 493 million rubles. At the end of the year, about 95 million rubles were mainly received from developers, while the estimated amount of the fund's obligations exceeded 550 million rubles. Based on this, the report reports that current receipts to the fund do not cover the risks of equity holders.
• In order to reach the break -by deductions to the fund, the fund should be increased from the current 1.2% to 6.7% of the amount of DDU, reports said. Otherwise, the Ministry of Finance actually assumes obligations to annual pre -capitalization of the fund, one of the federal officials told the publication.
• In general, this happens - the collapse of the largest Urban Group housing in the Moscow Region, which concluded DDU for 80 billion rubles, only in 2018 will cost the federal budget of 3 billion rubles. “In theory, the fund itself had to find these funds, but it has no such opportunity. Therefore, in the case of Urban Group, he has to engage in a transference of budget funds, ”says one of the interlocutors of the publication.
• But in Russia, Urban Group equity holders are problems. According to the Ministry of Construction, on April 1, 2018, the construction of 1.26 thousand houses was stopped, and the number of deceived equity holders throughout the country reaches 150-200 thousand people.
• But if developers are obliged to transfer even more to the fund, housing will rise in price by at least 3-4%, and some of the houses simply will not be delivered, they warn.
• And this despite the fact that housing has already risen in price due to new restrictions in the legislation on working with equity holders who partially entered into force on July 1 (we described them in detail here ).

In the first half of the year, the Moscow housing market survived a real boom - the number of real estate transactions increased by 25%. Sales in new buildings under shared participation agreements increased even more - by 42%, and the mortgage lending market - by 74%immediately. At the same time, there is still no effective mechanism for protecting equity holders, and all innovations in this market have yet to prove their viability.

The stadiums should be used for its intended purpose, the government recommends, but it will clearly not be enough income from football matches, so other events are recommended for them - concerts with choral performances and an orchestra and even quests.
