The low-cost airline will no longer be able to prohibit passengers from taking backpacks and bags into the aircraft cabin.
The Supreme Court decided that in addition to carry-on luggage, passengers can take backpacks, handbags and other items specified in the Federal Aviation Regulations into the aircraft cabin. This was reported by RBC and Vedomosti .
Pobeda appealed to the Supreme Court to declare illegal the rules for the carriage of hand luggage for tickets without luggage, approved by the Ministry of Transport in 2017. According to the document, passengers with baggage-free tickets, in addition to hand luggage weighing up to 5 kilograms, can take with them a set of items from the list. However, airlines did not have to take into account the dimensions of things other than the backpack - they could set its permissible dimensions themselves.
According to Pobeda, the order of the Ministry of Transport imposed mutually exclusive requirements on carriers: to accept hand luggage, the weight and dimensions of which ensure its safe placement in the cabin and a set of things without taking into account their weight and dimensions, as well as the possibility of safe placement (paragraphs 133 and 135 of the FAP- 82 ).
According to RBC, the general director of Pobeda, Andrei Kalmykov, demonstrated in the courtroom things that are mandatory for transportation by the airline: a woman’s bag, a backpack, a bouquet of flowers and outerwear. He noted that they could "threaten flight safety" due to a lack of regulation.
We do not mind baby food, as well as social items such as crutches and the like, we will find room for this in the cabin. However, the law does not contain the concept of a “woman’s bag”. For some, a woman's bag is a huge checkered shuttle trunk.

Kalmykov explained that Pobeda turned to the aircraft manufacturer Boeing for consultation and from there came a response from which conclusions were drawn about the unsafety of the items on the list.
We contacted the manufacturer, and we received an answer that for 189 people [the number of passengers on Pobeda planes] it is possible to accommodate only carry-on luggage that corresponds to the calibrator.

The Ministry of Transport, which acted as a defendant in the case, suggested that the list of rules should not be “reduced to the point of absurdity.” However, representatives of the department promised to adjust the list to eliminate contradictions. The Ministry of Justice supported this decision.
On November 15, Pobeda lifted restrictions on the weight of hand luggage. The only remaining limitation: the size of the calibrator frame is 36 centimeters in length, 30 centimeters in width and 27 centimeters in height.
