The Ministry of Economic Development criticized the most stringent part of the Yarovaya Law on the storage of correspondence

The Ministry of Economic Development criticized the most discussed part of the Yarovaya Package - the obligation of operators and providers to store user correspondence and data. The Law of the Ministry of Communications entered into force on July 1, 2018, but the Internet companies have not yet begun to execute it, since they did not understand everything.

According to the commentary, the Ministry of Economic Development with displeased high financial costs necessary for the implementation of the law. In addition, the authors criticized the amendments for the fact that they contradict the current legislation and contain “impossible or difficult requirements”.

The Ministry of Economic Development appeals to Putin’s decree on the acceleration of the technological development of Russia until 2024. According to the editors, the “Yarovaya Law” will take the resources of companies and providers to fulfill the requirements, although they could go to technological innovations.

According to the ministry, data storage of 500 thousand users will cost about 20 million rubles. Based on this expenditure of companies will make up:

• Mail.Ru Group (130 million users) - 5.2 billion rubles;
• Yandex (90 million users) - 3.6 billion rubles;
• Rambler (does not own social networks) - 14.4 million rubles;
• The total depreciation and increase in traffic is another billion rubles.

The authors believe that the business will force to store overly many capacious and duplicate content. This will especially harm small companies, because they will be required to install the same expensive equipment as large holdings. The Ministry of Economic Development wants the Ministry of Communications to finalize the bill and, in particular, introduce several categories of Internet companies.
