Oyumaa Dongak is an independent journalist and human rights activist from Tuva, who headed the local headquarters of Ksenia Sobchak in the 2018 presidential election. This week, a policeman came to her and took her to the department, where she was informed that she was accused of demonstrating Nazi symbols, and promised to send to a special reception. The next day, the court issued her a fine of a thousand rubles. But ahead is a consideration of a criminal case of slander.

“Yesterday morning, an operative officer, a police officer, came to my house, he told me that a statement was received for you from Comrade Kamoev, the head of the Communist Party, and the local department,” says Oyumaa . - I say: what's the problem? I was told that I have a fake diploma, so I should follow them and give an explanation. In 2011, I graduated in absentia Tuvin State University. It later turned out that this Tamoev had long received a response from the prosecutor's office, that the diploma was valid. But for some reason yesterday they called me there, to the police, to the “crime”, as it was called here, about this ( in a statement by R. Tamoev, it was also said that Oyumaa Dongak was disseminating information about the “corruption of power in Russia and a wonderful life in Europe.”-approx. S.R) .

-You once intersected with him, conflict?

- During the presidential election, he represented the headquarters of Grudinin, and I - Ksenia Sobchak, we participated in the debate, the joint debates at the GTRK. I saw him only three times in my life. We fought for the second place after Putin, fought in Tuva. Naturally, we wanted our candidate Ksenia Sobchak to leave the second, he also fought for his candidate. There were probably some contradictions, criticisms against each other. There is nothing wrong with that.

- So, in the y went with the operative officer to this so -called "crime", and then what happened?

- I asked the employee in the office when he managed to write a denunciation, why right now? I wanted to see the whole picture completely. Then I look, the police officer is not at all interested in this topic, he simply showed that statement and even allowed me to photograph it. He said that the denunciation was written a month ago. This ended our conversation about the diploma. Then he pulled out the folder, posted the photos from it in front of me and said: "These photos were identified during the raid, checking to identify extremism on the Internet." There are dates of 2014, 2013, already 5 years ago. Why right now? I no longer remember these photos. I say, give me texts, posts, articles to these photos? I could not upload naked photos.

- And what happened in the photographs?

- In the first photo there were German, enthusiastic faces, flags with Nazi symbols. Someone is welcomed, Hitler, probably. In the second photo there was Hitler. And the third picture - you probably remember it, this is such a common photo where one is sitting, and everyone else stands and zig, apparently greeting Hitler. Then the fourth photograph of one German who was associated with the creation of an atomic bomb. Naturally, I have more than five thousand materials, posts on the social network, I could not immediately find texts for these photos.

Employees told me that I would spend this night in a special distributor

They also did not have texts. It turns out that they simply rumbled in the photographs, found these photos, pictures. I found only the first photo. This turned out to be an interview with Arthur Solomonov in the magazine "New Times", an interview with the German. Today we printed it and provided the court. I also found the rest of the publications, these were reposts of other people's article and records. In particular, the text of Peter Korolev, the author of the article about the creator of the nuclear bomb in Germany. I even wrote a motion to attract Arthur Solomonov as a witness, he agreed to testify through the online. The judge rejected our petition.

-But in AS, nevertheless, they found guilty of the spread of Nazi symbols?

- Yes. Not even in distribution, as it put it, but in the demonstration. When I was brought to the employee’s office, they first first issued a protocol on administrative detention, they delayed me all day there. After lunch, I was sent to court, first to the magistrate court, then from there to the Kyzyl city court. There we were told that today the court will not take place, transferred to tomorrow. The employees told me that I would spend this night in a special distributor.

“ Why do you think they did it, why did they put pressure on you?”

- You know, such moral pressure ... It is immediately clear that they are executing the order of our government, our officials. The fact is that this is not the first thing. Half a month ago, a criminal case was opened for my post of 2015 under the article "Slander".

- At whose address?

-To the deputy prime minister of our government Arthur Mongal. The fact is that, under the pretext of fighting the ownerless objects, the Deputy Prime Minister, who heads this program, bought himself state property. I received these documents at the ministry, I was provided to me by one of the employees of the ministry. I managed to get a contract of sale with my wife Arthur Mongal. I published all this on March 15. Then my post was seen by the shareholders of the "Real B." They did not know that Mongal had acquired their property. The shareholders quickly filed a lawsuit and won the court, challenged this deal. The Mongal spouse did not manage to register this purchase and sale agreement in the regpalat, so they, of course, managed to hide the whole deal, but I still had the documents. And now they now gave me to me that I allegedly slandered them, supposedly they did not have a contract of sale.

-This refers to the plot of the sale between whom?

-The buyer is the wife of the Deputy Prime Minister, and the seller is a state unitary enterprise, which was created just for this transaction. Imagine, they create a GUP, a month later they transfer all the property of the "realbouses" there, after 15 days they sell all this property to the spouse. And the GUP lasted only about six months and was eliminated.

- And when Mongall turned to the prosecutor with a statement that you slandered him?

- Three years later. Right now. What happens to this people? Tamoev right now he writes a denunciation of my fake diploma. The Deputy Prime Minister writes a statement right now for three years ago. Now with the swastika, too, five years ago, the post, for the photo.

She always lied, she lost now, and we have proved that she is wrong

- In your opinion, who and why did it all?

- They are now getting satisfaction. Of course, the press service of the authorities will begin to work: you see, she lost the court. All that she did is not true, we won this court. In this light they want to show me. Tomorrow you will see in all official publications. They want to cross out all my human rights activities: here she always lied, she lost now, and we proved that she is not right.

- What is it like to be an independent journalist or human rights activists in such a closed region as Tuva? Do you often get threats?

- This is very difficult. Threats? Naturally, how without threats! They write to social networks: you will end you, we will show you. Every threat I receive, I send to the personal of our head of government.

- Where?

- In PM in VKontakte, he is a very active user of social networks.

- Does he answer you with these messages?

-When I send him these threats, he naturally does not answer, and when I write any questions or problems of people, he sometimes answers me. And about the threats, I recently wrote an open letter to our Minister of Internal Affairs, we have a large group of Tuva News - there. By and large, my security is associated with publicity. After all, they enter, comment on my page, barking. Sometimes famous journalists, Oleg Kashin, for example. Human rights activists. Of course, power, law enforcement agencies monitor my personal pages, and they take into account all this. So, yes, I think that my fame in a sense guarantees my safety.

The authorities hold the state employees tightly through work, no one wants to lose it

It is almost impossible to be an independent journalist or human rights activist in Tuva. This is a very closed society. But now people are beginning to open eyes due to poverty, worsening economic position. At least, they began to actively express their discontent in social networks. All the passions of the Tuvan life - "VKontakte". Very dissatisfied with poverty. We have no business in the republic. Those enterprises that are available are all associated with tender bidding, state order, and power. All of us are civil servants, state employees. And the authorities hold the state employees tightly through work, no one wants to lose it. Therefore, they are afraid to express dissatisfaction out loud.

- Where then Putin’s support in the elections - 93.66 percent? This is the highest result in the Far East and one of the highest in the country. Higher even than in Chechnya.

- This is explained by falsifications. A few years ago I worked in the Ministry of Culture. I know how to organize a vote. Pyramid. For example, I am responsible for ten. And so on. God forbid, one of mine will vote against or will not vote, they will remove the annual prize from me. We have a election room - this is the department of the government office. There is no anonymity there, all voices are checked. In addition, stuffing and falsification. I recently passed a list of candidates from the "Party of Changes" in the city Khural. Only the election man knew about this. And the next day, the mother of one of the candidates with a scandal came running to me: why did you write my son to your party?! Although he himself came and wanted to advance. And his mother’s mother, the administration told her, calm down the son, if he is advanced, we will fire you. And she has four children, how will she live?! And so all - from the minister to the cleaning lady - depend on the top leadership.

- How ended the story of orphans that arranged protests against violation of their rights to free housing? Tuva then was scolded by the whole country.

If we had an Orthodox republic, Shoigu would be ranked to the face of saints

- They chose several orphans from this group, they began to bribe them. I was the main person in this movement, and now, a few orphans were given housing and knocked out so that they perform on local television, Tuva 24, criticized with me, made a whole film. Allegedly, I use them for my selfish political purposes. One orphan girl, with whom we talked perfectly, opposed me and received a room in an emergency house. The guy, a student who shot them in common, collective, a video message to Putin on a straight line, took these frames and did not send them, a very ugly story turned out. He also opposed me and the other orphans, he was given a house in the village near Kyzyl. And the rest, those who did not participate in this film, received nothing.

- What is the meaning for Tuva and Tuvans today, the personality of Sergei Shoigu has - is this, perhaps, the most successful and famous fellow countryman today?

- A huge role plays! Federal Minister! For so many years, the Tuvans have been deifying, heroizing, composing legends. I am sure that if we had an Orthodox republic, he would be ranked to the face of saints. People are sure that only an outstanding person, a hero, can become a federal minister. His name is a street in the city of Chadan. There is a house in which his parents lived, now it has a museum. In the Tanginsky district there is a former state farm, now it is called the GUP "Balgazin" named after Sergey Shoigu. And in Kyzyl, in the National Museum, there is a separate section in which all his works, drawings, books, personal belongings are collected. There is a beautiful embankment in the city center, which bears the name of Father Sergei Kuzhugetovich. The name of the deceased head of the ensemble Aleksandrov Valery Khalilov is named our Philharmonic. Precisely because he was close to Shoigu. Although he himself was only a couple of times in Tuva. At the same time, we have such outstanding figures of national culture as, for example, Maxim Munzuk, who played the main role in the Oscar -winning film "Dersu Uzala". His contribution to Tuvan culture and art is invaluable. But nothing is named in honor of him. We really hoped that at least the Philharmonic would be called. But the authorities decided, he will cost his own, and Khalilov is closer to Shoigu. The current head of the republic is his protege. He takes his post, thanks to Shoigu, the third term is already. And preparing for the fourth.
