
Prisoner Evgeny Makarov, who last year in the Yaroslavl IK-1 torture, in the fact of which the criminal case has now been open, received state protection as a victim in this case. Such information is reported by the Public Verdict Foundation, whose lawyer Eldar Luzin the day before visited Makarov in IK-8 in Yaroslavl, where the convicted person is contained now.
As Lusin said, the decisions of the Investigative Committee on recognition by the victims in the case and the provision of state protection Makarov were awarded on Wednesday, August 8. The prisoner has not yet been questioned in the status of the victim.
What exactly measures should be taken under the state protection of Makarov, the TFR did not specify in his resolution. The document only says that his execution is entrusted to the head of IK-8 Alexei Tarazanov.
In the comments to the publication, it is noted that in practice, in places of imprisonment, state protection is reduced to sending a prisoner to the so -called safe place, that is, to the Schizov camera.
The case on the fact of the torture of Makarov is qualified according to paragraphs "A", "B" of part 3 of Article 286 of the Criminal Code (exceeding official powers using violence and special equipment). For such a crime, the Code provides for from 3 to 10 years in a colony.
Although Makarov was directly involved in the torture of Makarov or the 18 fsinites were present with them, only 12 became the defendants of the case. Of which 11 were sent to the pre -trial detention center. These are the operatives of the IK-1 security department, Sergei Drachev, Alexey Brovkov, Maxim Yablokov and Alexander Morozov, the deputy head of the operational department Sergey Efremov, the head of the 4th detachment Alexei Mikityuk, the deputy duty officer Igor Bogdanov and the younger inspectors Dmitry Solovyov, Ruslan Tsvetkov, Andrey Zybin and Alexey Andreev.
Meanwhile, the most senior defendant - the deputy chief of IK -1 for the educational work of Ivan Kalashnikov - was sent under house arrest. It was reported that Kalashnikov has an oncological disease. The “public verdict” initially appealed the measure of restraint to the FSINOVS as unreasonably soft, however, having familiarized himself with his medical documents, he withdrew the complaint from the regional court.
On Friday, it became known that Makarov was tortured at the direction of the then acting Head of IK-1 Dmitry Nikolaev. In the morning on the day of torture, the prisoner scolded the fsinovites, who during a search in his cell schizo dropped to the floor and trampled a letter from his mother. The conflict was recorded by the operative Morozov on the DVR.
As follows from the testimony of Yablokov, acting The head of the colony Nikolaev, having familiarized himself with the record in the presence of the head of the security department of Zagrebny and his deputy fleet, demanded to conduct "educational work" with the prisoner. Morozov, in turn, said that the bosses "gave a conscious order to provoke Makarov and use power against him."
The video torture of Makarov, after the publication of which in Novaya Gazeta a year later they opened the case, was transferred to the then deputy chief of the colony on security and operational work, Igit Mikhailov; The record in his office was also viewed by Nikolaev. Then the video was handed over to the first deputy chief of the Yaroslavl UFSIN Yuri Barinov and another deputy chief - Alexander Stepanishchev.
