Khodorkovsky and Nevzlin allocated five million dollars for the work of the fund. The Foundation plans to organize and finance international investigations of crimes committed against journalists, regardless of where they were committed and motives. At the initial stage, according to the organizers, it will finance from five to ten international investigations per year.

The organization will be managed by a board of trustees and expert councils of experts in various fields. In addition to Khodorkovsky and Nevzlin, the council members have already agreed to include the publisher and chairman of the editorial board of Novaya Gazeta Dmitry Muratov, former president of Radio Liberty Jeff Gedmin, correspondent for the English newspaper The Guardian Luke Harding, and special correspondent for the Wall Street Journal in Russia David Setter.
