2008 Medvedev-Sarkozy plan

Ten years ago, on August 16, 2008, all parties to the South Ossetian conflict signed a plan agreed upon by Russian and French Presidents Dmitry Medvedev and Nicolas Sarkozy. It provided for the following obligations of the parties:

Do not resort to the use of force; finally stop all hostilities; free access to humanitarian aid; return of the armed forces of Georgia to their places of permanent deployment; the withdrawal of the armed forces of the Russian Federation to the line preceding the start of hostilities; creation of international guarantees to ensure stability and security in Abkhazia and South Ossetia.

However, this plan was never carried out by Russia, which left its troops in South Ossetia and recognized its independence, as well as the independence of Abkhazia.
