Enter registration of personal electric vehicles, such as Sigvei, gyro scooters, monocoles, was proposed in the State Duma. The author of the initiative also proposed supplementing the rules of the road with points on the behavior of the owner of the electric vehicle.

The proposal to register personal electric vehicles and supplement the SDA was nominated by the State Duma deputy from the LDPR faction Vasily Vlasov. He set out the idea in a letter to the head of the Main Directorate for the Safety of Road Safety of the Ministry of Internal Affairs of Russia Mikhail Chernikov, RIA Novosti news agency reports. According to the deputy, the authorities are time to learn to "respond as quickly as possible to new challenges of science and technology."

In November 2017, in the Moscow City Duma, in connection with this, amendments to the SDA were discussed, which equate gyro scooters with mopeds. As the Izvestia newspaper recalls, the authors of this initiative proposed, in particular, to introduce speed limit for personal electric vehicles and register where these vehicles can be used.

The traffic police previously adhered to the point of view that the owners of scooters, gyro -circuits, monocoles, electric scooters, sigwees, as well as those who use roller skates, are from a formal point of view and are obliged to observe the requirements related to pedestrians. So far, no statements that suggest that the position of the inspection has changed has not been made.

Meanwhile, the Ministry of Transport of the Russian Federation in June 2018 spoke about the advisability of considering the idea of ​​the allocation in a separate category of road users of those who move on gyro scooters, monocles, electric scooters and other similar vehicles. According to the representative of the department, it should be borne in mind that their course is almost noisan, and they can accelerate to high speeds, so that the question of the safety of other participants in the movement arises.

About whether the ideas expressed in the State Duma are relevant regarding gyro scooters, Sigveev and other private electric transport, from Polit.ru was talked by Sergey Kanaev, the head of the Federation of car owners of Russia. In his opinion, the issue should be resolved now, since these types of personal transport are really capable of developing significant speed and have already begun to be used not only for walking, but also directly as a vehicle that allows you to quickly get somewhere.

“This proposal is not just a concussion, this is an absolutely correct direction of thought and actions. Because personal electric vehicles accelerates to 100 kilometers per hour and, if he goes along the roadway, as a result, he really poses a threat to security. Not the safety of motorists, but the safety of the owners of electrical vehicles themselves. So you need to at least register how they should move.

If they travel on bicycle paths and they will be forced to travel to the roadway, this is one. Then they will not talk about any registration of gyro scooters and Sigveev, they will simply denote their place of movement. If the passing part of their movement will officially become an officially, then, probably, it will already be necessary to think how the owners of these vehicles are interpreted as participants in the road. Probably then they will be regarded as motorcyclists.

But about the same motorcycles-the M-1 categories-it has long been stated that they cannot be controlled in a state of intoxication. And relative to electric bicycles, gyro -scooters and other vehicles that can accelerate strongly, no restrictions are formally no. You can use it, even being drunk! Probably, this is wrong and you need to start dealing with questions about such vehicles. It is not necessary to register Sigwees, gyro scoots and other similar mechanisms, probably too much. But you need to designate them on the road without fail.

The rules on this subject are needed now, because this area is developing. See: there is already an electric transport with one wheel, there are other unusual models. Therefore, of course, it is time to make some kind of decision-after all, as the speed of the speed of their vehicles, the speed of their vehicles will only grow. You can’t think that this should not or do it early - in my opinion, it is time, the problem is already relevant now.

Moreover, not all such vehicles are transported only about the sidewalks - I have seen more than once how electric scooters are moving along the roadway, I saw how they travel for buses and trolleybuses. That is, they move along the highlighted lanes. Yes, while there are still few of them - and, I am afraid, only for this reason they still do not spoil the statistics in terms of the accident. Now gyro scooters, monocoles, electric scooters are bought by people not the poorest. But if the technique will develop further, then they will become the same general property as a bicycle, and there will be much more on the streets.

I think that in the next three to five years, an explosion of popularity can happen in this area. Why wait for the moment when the situation is sharply exacerbated, if you can take preventive measures? I believe that a deputy who made this initiative is right and thinks logically; I think he understands what it is about. And - no, all these electrical vehicles are used not just for entertainment, not for walking. People are already going to work - especially in this sense, electric scooters and gyro scooters are popular.

They are already - it is transport, which means that they can no longer be outside the rules of the road. And like a motorist, in fact, a license to drive a vehicle is needed here. And for starters, you need to at least include them in the traffic rules. It is necessary to somehow regulate these funds-where, with what restrictions, including high-speed ones, they can move. And you need to understand who they should be attributed to in accordance with this regulations - to motorists, motorcyclists or pedestrians, ”said Sergey Kanaev.
