The Ministry of Digital Development, Communications and Mass Communications of the Russian Federation intends to oblige operators to transfer Russian subscribers to new SIM cards to fulfill the requirements of the Yarova Package. The department offers to switch to new SIM cards to protect subscribers. Now mobile operators are purchasing a SIM card from two foreign companies, so there are fears that manufacturers can transfer the keys to their crypto protection systems to foreign special services.
Minzifra wants the operators to change the SIM card of subscribers as a means of crypto protection every 15 months, they told MTS. However, a one-time replacement of SIM cards, which are already with subscribers, is not provided.

The mincifers believe that operators will have to buy 80 units of equipment, the cost of each will be 3.2 million rubles. At the same time, Megafon is sure that one unit of equipment will be needed for 10 thousand subscribers.

There are no cryptographic protection systems on the Russian market, representatives of cellular operators add. According to various estimates, their development will take from 10-11 months to two years.
