It was qualified according to the same part 1 of Article 282 of the Code.
"Communities of the indigenous Russian people" are local and regional structures, some of which obey the "Russian Republic", and the other - the "Russian Republic of Rus'"; Both governing bodies compete with each other for these "communities". Initially, all the "communities" were branches of the "Russian Republic of Rus'", which was headed by the "Supreme Ruler" Vladimir Popov. However, then the "Chairman of the Executive Committee of the State Council" Viktor Krivov actually removed Popov from the leadership.
