The supervisory authority began to work out the reaction to emergency situations on the day of the September 9 elections, and earlier reminded the media of the rules for publication related to the electoral elections.
Before the elections that will be held in several regions of Russia on September 9, Roskomnadzor holds a number of events that should prevent possible emergency situations and violations.
The other day, the supervisory authority reminded the media about the rules for the publication of hundreds of elections. “In connection with publications in the media, public opinion polls on the topics of elections of authorities at various levels that will be held in the regions of Russia on September 9, Roskomnadzor considers it necessary to explain additionally,” the website of the department says .
When publishing (publication) of the results of public opinion polls related to the elections, the media, citizens and organizations publishing (unveiled) these results, RKN recalls, are obliged to indicate the list of specific data (clause 2 of article 46 of the Federal Law No. 67-ФЗ “On Basic Guarantees of Partural Rights and the Right to Participate in the Referendum of Citizens of the Russian Federation”):):
- the name of the organization to which the survey was conducted;
- the venue of the survey (city, region, etc.);
- survey time (date);
- the number of citizens surveyed (sample);
-in what way the information was collected (survey, interviewing, focus group, etc.);
- the exact wording of the issue used in the survey of citizens;
- statistical assessment of possible error;
- person (persons) who ordered (ordered) the survey;
- a person (persons) who paid (paid) the specified publication (publication).
For violation of these requirements, Roskomnadzor threatens with bringing to administrative responsibility under Art. 5.5 Administrative Code of the Russian Federation.
Also, on the eve of the Unified Voting Day, which will be held in Russia on September 9, RKN with election commissions and communication operators, in anticipation of the elections, work out possible emergency situations. Such situations can be considered a disconnection of power supply, telephone communications and channels of data from GAS “Elections” and others, according to a statement by Roskomnadzor sent by the Russian media. It is noted that during the preparation and conduct of a single voting day the department will ensure round -the -clock control of communication channels involved in the provision of services to the election commission of all levels, the functioning of GAS “Elections”, video broadcasts of voting procedures and counting votes in subjects where such broadcasts will be organized.
