The sixth convocation of the State Council of Udmurtia was elected in 2017. Then, the deputy of the fourth, fifth and sixth convocations, the head of the Belkamneft oil company Yuri Fedorov, was sent to Moscow to represent the State Council of the UR in the Council of the Federation of the Russian Federation, and his place was released. In May and June 2018, deputies Andrei Lamin and Vladimir Nelzin announced the addition of authority.
Now the campaign for elections to the State Council of the republic is in only two districts - the former Laminsky (district No. 12 Youth) and the former "Fedorovsky" (No. 28 Sarapul). The third deputy place was freed late when the election campaign has already begun.
Five people claim to Lyamin (it was six - one self -nominated one was refused), and among the registered ones, the former prosecutor of the Udmurt Republic Sergey Panov was resigned in the spring of 2018.

The missions of five of 42 city deputies were planned after the prosecutor’s office through the court demanded that the deputy powers from six deputies of the Izhevsk City Duma for incomplete or inaccurate information about property and income, through the court. According to media reports , the prosecutors had claims to 29 out of 42 deputies, but in the final version “with significant errors” there were six. One of them - Dmitry Chistyakov - for six months, when the prosecutor’s office “worked” with the Duma, left the deputies to the post of deputy head of Izhevsk.
Two of the remaining five - Sergey Shishkin and Sergey Ivanov - were “listers”, so their colleagues from the party lists of the “Patriots of Russia” and the Communist Party and the Communist Party took the vacant places. In the current campaign, Sergey Shishkin, who decided to return to the Duma, is already listed as a nominee of United Russia.
Three deputies - Denis Balakin, the son of the Izhevsk mayor from 2001 to 2010 Viktor Balakin, as well as Alexey Garipov and Dmitry Danilov, voluntarily abandoned the mandates in April. Of these, only Garipov is running now.
The main intrigue of the Izhevsk missions is an attempt by the former head of Izhevsk Yuri Tyurin to return to the city Duma of Izhevsk, where he was already a deputy of four convocations. After the election to the City Duma in 2015, deputies unanimously elected him the head of the city. The head of Udmurtia at that time, after the resignation of Alexander Volkov, who headed the republic from 1995 to 2014, was Alexander Solovyov. In April 2017, President Putin removed Alexander Solovyov from his post in connection with the loss of confidence, and he appointed the co -chair of the Central headquarters of the All -Russian Popular Front Alexander Brechalov, who was then elected the head of the republic. Alexander Brechalov criticized the work of the head of Izhevsk Yuri Tyurin many times. On May 3, 2018, Tyurin wrote a statement of care “of his own free will”.
On August 6, Yuri Tyurin was registered as a candidate for the City Duma of Izhevsk, and on August 8, the decision of the CEC of the UR on the registration of Tyurin was disputed in court by another candidate - Adharia Trifonov, which is advised by the PRs, who have been working with the administration of the head and government of the UR.
On August 13, the court made a dual decision - the cancellation of Tyurin’s registration is legal, but the signatures must be checked again (the dispute is about 11 or 18 signatures of 123 Tyurin’s “self -nominated” “self -nominated”). Thus, Tyurin can sue until the day of the election. While he has a candidate's status.
They refused to register two 19-year-old candidates-Dmitry Begishev and George Chukavin. Dmitry is a student of a technical university and a member of Parnassus, and George is an unemployed self -nominee. Both became known during the active work of the Izhevsk headquarters of the politician Alexei Navalny. They collected signatures exclusively in good faith.
A competition for each of five places in the Izhevsk City Duma is five people.
In the small village of New Chernushka, Yakshur-Bodinsky district, where less than two thousand inhabitants, and in the smallest city of Kambark (10477 residents), on the proposal of the head of the UR Brechalov and, by decision of the district courts, dismissed the advice of deputies and appointed early elections. The reason is “not holding the right to hold right -time meetings within three months in a row; The Council of Deputies of the Chernushinskoye MO did not hold a meeting since September 30, 2017, as a result, the rural settlement was left without a budget. Deputies of the Kambarskoye MO have not met since December 27, 2017. "
In the new Chernushka, members of United Russia claim to be 11 seats (one withdrew with the wording “lost the status of a candidate”), the same number of candidates go under the flag of the LDPR, plus 18 self -nominated. For each deputy place there are three and a half candidate.
On the website of the CEC UR, among 62 candidates for 15 deputy places in the Kambark, there are three namesakes - Alexander, Victor and Nikolai Klimovsky (Victor, however, refused registration). At the same time, the surname of the chairman of the disbanded Kambar Council of Deputies is also Klimovsky! But her name is Faina Dianovna, and this time she does not participate in the elections.
In the Kambarka, the United Russia party could not find 15 candidates to take all the places in the council, and put forward only four. But 15 people nominated a branch of the LDPR, among them 13 women. The rest of the self -nominates. In total, 62 statements were submitted, one applicant derived, three were refused. The contest in Kambarka - almost four people per place.
On other grounds, but also through the court, they were ahead of schedule, the Council of the district center Vavoz of 13 deputies formed in 2016 (5721 people lived in the district center). Immediately after the elections, three deputies resigned their powers, and a year later, three more followed their example. Moreover, they never waited for the session of their statements - there was no quorum! The current campaign is interesting in that among the candidates for the Council of this settlement there are two ex-heads of the settlement, the former head of the administration and three former deputy head of the administration.
Doginosov candidates in Vavozh exactly as much as deputy places (13), 12 candidates were nominated by local “Zhirinovites”. Seven self -nominates are also running here. Registered everyone. Competition - about three people in place.
Political scientist Mikhail Estrin appreciated the upcoming elections in Udmurtia:
-Despite the fact that there are many elections and they are diverse, in general, the situation can be called in one word-boring, because these are not the elections that can at least somehow affect the situation. Even in those areas where there are no local tips at all, this is just a formal procedure. As a chicken without a head can run for some time, so these elected mechanisms continue to work, despite the fact that their essence is emasculated.
The official parties are “half -dead”, they practically do not lead campaigns. Look what the topic is pension reform! At least the same Communist Party, well, fell into the Vavozhsky district, “take” it! There are no candidates from the Communist Party in early elections in Vavozh. In addition to United Russia, the rest of the parties do not actually exist outside of large -scale elections.
One plot is more or less cheerful - this is a circus around Yuri Tyurin: tolerance, a lack ofob. This is another example of the shame of the existing situation. Look around which there is a discussion around: maybe the former head of the city, with money, may it, albeit without the support of the party, but repeatedly elected before, can he collect 120 reliable signatures? And the circus begins around the correct design! Do we have a calligraphy competition and the correctness of forming forms?
And the second. There is now a battle around five or ten signatures. It would seem that it is not difficult if you are interested in truth, call these people. These are real people! Call them, let them say: no, this is not my signature! So, candidate is a villain. Or: Yes, this is my signature! Then there is no problem. Simply, in fact, the truth is not important to the court, the prosecutor's office, or the election commission. So then it’s surprised that your elections are not interested in anyone! By the way, when the pledge was canceled, they said that the candidate must show (collecting signatures) that he was supported by some part of the voters. And only!
This stage of current shame is just another bright stroke that the whole system is shameful and vicious. I believe that Tyurin will still be removed under some formal grounds, although they seemed to not want at first. But Brechalov [the head of Udmurtia], it seems to me, is a strategy of “stripping”, he does not need any strong figures here.
