And when in 2017 we carried this video to the head of the Federal Penitentiary Service in the Omsk region Sergey Koryuchin, he told us: “I watch these cartoons every day.” I say: “Good ...” and filed an application addressed to Bastrykin to an organized criminal community, consisting of security forces, which is also roofed by the Federal Penitentiary Service. I seek to be removed, because all this bacchanalia is happening thanks to him. ”

In recent months, not only local human rights defenders, but also members of the HRC, and the Moscow lawyer Vera Goncharov, several clients of whom are now serving sentences in Omsk colonies have been engaged in Omsk penitentiary institutions.

In June, the Federal Penitentiary Service allowed me and human rights activist Andrei Babushkin, as members of the HRC, to visit some correctional institutions of the Omsk region. Prisoners IK-7 in the presence of numerous accompanying from the local Federal Penitentiary Service, PMC, UPCh, etc. They confirmed to us that they were tortured in IK-7. At the same time, the Omsk Region in her official letter addressed to the chairman of the HRC Mikhail Fedotova reported that the Omsk Region, the Public Chamber of the Omsk Region, local law enforcement agencies and state authorities “developed a consolidated opinion that there have been not established mass violations of human rights” (.pdf 1.2 MB).
