In the Irkutsk region for several days, the Commission of the Prosecutor General’s Office has been checking the fulfillment by local authorities legislation on forest safety. Let me remind you: the Baikal region is two -thirds of the illegal logging of the forest all over Russia. This is shadow money comparable to the budget of the whole of Russia. On September 6, prosecutors, employees of the investigation committee and police came to the residence of the regional government for the seizure of documents. The day before, the regional prosecutor’s office said that during the audit, large-scale violations associated with illegal cutting and theft under the guise of sanitary measures were opened. And these violations are related to the actions of officials of the regional Ministry of the Forest Complex.
The most excellent news was that nine brigades formed from prosecutors, police, specialists of regulatory authorities, are saved by forest, already reserved for sanitary deforestation. The case of the Black Sanitar "New" has already written, after which serial detentions of the Irkutsk officials occurred; The investigation, as we see, continues. But the main thing is not landing (although where without them: plant a seedling - the tree will grow, plant the official - taiga), the main thing is thousands of hectares of forests appointed by the orderlies to cutting down, but saved.
Brigades under the control of employees of the Prosecutor General, the Irkutsk Regional Prosecutor's Office, the Baikal Interregional Environmental Prosecutor's Office are around the region of the region. And now the state bodies themselves are fixing, like other state bodies, specialized ones, sanitize the Baikal forests:
Continuous and selective sanitary cutting are unreasonably appointed in protective forests of the Nizhneilimsky forestry, Barluk and Balagansky district forestry located in the water protection zone;
illegal deforestation in Karakhun forestry were found;
In the Kachug district, illegal cutting in cedar forests was suppressed, information about which officials were removed in advance from the state forest register;
In Padunsky and Nizhneilimsky forestry, the volume of carriage of care in protective forests was illegally increased by more than 40 times.
“It was possible to prevent the loss of forest stands,” the regional prosecutor's office informs us. “One of the reasons for the appointment of illegal sanitary logging in the forests was the actions of officials of the Ministry of Forest Complex of the region.”
Criminal cases are multiplying. The first - about a continuous cut under the guise of a sanitary healthy forest in the state natural reserve of regional significance "Tukolon" - appeared in June thanks to the employees of the regional service of protection and use of the animal world. They could not stop the cutting and turned to the “New” for help, the case was aroused, the damage was already calculated: more than 880 million, and could reach 2 billion (116 hectares from the intended 500 managed to cut down). The Governor Levchenko abolished this service, which carried out the SRC from the hut.
Well, later the nuances of illegal schemes began to be clarified. For example, how could such acts of forest pathological examinations appear, where black was called white, a healthy forest - patients, on the basis of which the taiga is sanitized to hemp. In July, when interacting with the FSB, he initiated a case on the fact of excess of official powers by employees of the regional forest protection center (branch of the Federal Rosles Provice): the Taishetic forestry dependent on them forced to conclude services with the company that was indicated to him, “SybleesCentre”. She was transferred money for a job that was not. Later it turned out that this scheme was valid for years: the forestry entered into contracts for forest pathological examinations with certain commercial structures, they paid them.
The center of protection of the forest of the Irkutsk region is led by Vladimir Skoda, before that he was the main state forest inspector in the region and headed the forestry agency. Now it is renamed the Ministry of the Forest Complex, and is headed by Sergey Sheverd. His relatives registered many logging companies.
Governor Levchenko, apparently, fulfilling the president’s repeated instructions to protect Baikal, transferred the powers of the regional service and use of the animal world to Sheverd and his ministry, thus entrusting the protection of nature to those who mumble it. For many years, for many years, the protective status of reserves is indicatively ignored: in principle, there can be no cut -off here, however, the department of Sheverea stubbornly does not translate the forests of reserves from “operational” into “protective” ones. 95 thousand hectares of regional reserves are leased under the harvesting of wood.
Now the prosecutor’s office confirms what the “new” wrote about:
“It has been established that part of the forestry regulations contain inaccurate information about the boundaries of regional reserves, and all their forests are classified as operational. The Ministry of the Forest Complex of the region back in 2008-2011 concluded 9 lease agreements for forest plots, including the harvesting of wood within the borders of reserves. Measures to make amendments to these contracts by the Ministry have not yet been adopted. ”
Those who fought for reserves, I repeat, are dissolved and abolished. One of the former workers of the animal world security service said "new":
- From the moment of the liquidation of our service by the Ministry of Scle, a huge work has been carried out: two violations have been identified when about two hundred were identified by the service inspectors in one month. Probably, people became more conscious and ceased to violate the law ... I feel that they would bury the project of creating a new reserve “Kimiltheysky”.
However, it is necessary to place accents. Levchenko acts within the framework of his powers. It is not forbidden to consider nature, but the workshop is not forbidden, they do not keep others in our bosses. And all the outrages in the taiga are not so much due to the individual characteristics of Levchenko (although he is a communist, absolutely systemic), chevers, Skoda, as a forest code and other base, brought under this area of life. All this mountain of forest laws, rules, regulatory acts that have issued parliament and profile departments in recent years and continue to increase and update it at some record speeds and with equally incomprehensible meaninglessness.
It’s like a recent video of the Bear Bear Hunting Levchenko, who made so much noise. From the ethical side of the matter, everything is also clear and there is nothing to comment on. Another thing is indicative - the reaction of the head of the State Duma Committee on Natural Resources, Property and Land Relations of Nikolai Nikolaev, who requested Levchenko’s actions in the Prosecutor General and the Ministry of Internal Affairs. The deputy wrote on Facebook:
“The act, in my opinion, is unworthy of neither the governor, nor Siberian, nor a man. [...] We are preparing relevant legislative initiatives. But not in any bill, nor in any current law there is not a word about permission to kill a bear sleeping in the den. ”

This is me to the fact that Russia is not to blame for the fact that such a big and little -known Moscow. Well, can Moscow be guilty of this wild centralization with the establishment of hibernation of bears, spills of rivers, fire hazardous seasons, uniform rules for the forest complex of Kalmykia and the Irkutsk region? And suddenly the investigative activity in the forest complex of the Baikalia, and the current phenomenon in the regional government of the special brigade from Moscow, and the emergence of a video with hunting Levchenko (exactly from 1678, the Middle Ages), and the request of United Russia, on this occasion, many in Irkutsk associate with the elections of the regional Legislation of September 9 and the fall of the rating of the United Russia. For what security officials are fighting for the question - for the forest and Baikal or for United Russia: on Thursday, the regional prosecutor’s office distributed the release, which instructed the Irkutsk investigator to conduct a preliminary investigation against Kondrashov on the revealed facts of violations of anti -corruption legislation. A week before, the prosecutor accused the Deputy Prime Minister of providing false information about income, noting that such a violation entails dismissal from his post.
