Parnassus (deciphered as a party of folk freedom) was created on the basis of the Republican Party of Russia. In the 1990s, he had deputies in the State Duma, and in 2007 the party was deprived of registration: shortly before that, the legislation was tightened and the RPR ceased to meet the criterion of the minimum number of members. In 2011, the European Court admitted that the RPR was liquidated with gross violations of the law; A year later, the Russian Supreme Court restored the registration and the party began to be called RPR-Parnas. Its co -chairs were the Party -year -old party leader Vladimir Ryzhkov and former high -ranking officials - Mikhail Kasyanov and Boris Nemtsov, who went to the opposition.
In the early 2010s, the leaders and activists of Parnasa constantly participated in numerous protests in Moscow. In the spring of 2013, Parnas used the status of an officially registered party and nominated by a candidate for mayor of Moscow Alexei Navalny - thanks to this he did not have to collect 73 thousand signatures as an independent candidate. Navalny almost went to the second round, gaining more than 27% of the vote.
In the fall of 2013, Boris Nemtsov held an equally large -scale campaign in Yaroslavl and managed to become a deputy of the local regional Duma. This meant that according to the Parnas law, it became the only opposition party that could nominate candidates for State Duma deputies without collecting signatures.
In February 2014, Vladimir Ryzhkov left the party: he was sure that Nemtsov and Kasyanov were trying to remove him from the leadership. Many of his supporters left Ryzhkov from the party, for example, economist Sergei Aleksashenko and the chairman of the Russian soldiers' committee Valentina Melnikova.
On February 27, 2015, Boris Nemtsov was shot in the center of Moscow. After that, the situation in Parnassus (the prefix "RPR" disappeared with the departure of Ryzhkov) worsened significantly: Nemtsov knew how to force ambitious politicians in the leadership to come to compromises. The co -chair of Parnasa for a short time was the longtime associate of Nemtsov Ilya Yashin.
First, Yashin and Kasyanov quarreled. The first insisted on full -fledged intra -party primaries; Kasyanov as a whole was not opposed, but he demanded that the first place in the federal list still remains behind him. Yashin and his like -minded people left the party.
The primaries nevertheless carried out, but they were completely unexpectedly won by the Saratov nationalist and populist Vyacheslav Maltsev - this led to a new outflow of people from the party. In the elections in September 2016, the party gained 0.73% of the vote, all 112 single -mandate lost. A year later, in November 2017, Maltsev, who left Parnas, urged supporters to take to the streets and not leave until Vladimir Putin was overthrown. For him, this ended with a political refuge in Europe, for his supporters - criminal cases.
Since 2013, the party has not won a single victory in the election of any level.
In August 2018, the Yaroslavl branch of Parnasa tried to participate in the elections to the regional Duma. The LDPR and the Patriots of Russia filed a lawsuit against competitors, insisting that their election list was formed with violation of the law.
On August 28, the Yaroslavl Regional Court removed the Parnasa list from the election. The party appealed the decision, but on September 7, the Supreme Court of Russia upheld it. This means that the party is finally removed from the election. Since September - as soon as the duration of the mandate received by Nemtsov expires - to participate in the elections of any level, Parnasu will have to collect signatures.
