• The draft Dueling Code says that a duel can only take place between equals in official position, otherwise it is unacceptable. A state or municipal employee who has received a challenge to a duel from an ordinary citizen is obliged to reject the challenge, giving the latter the right to seek satisfaction in court. The civil servant himself, offended by a citizen, must apply to the same court. It is also specified that a duel between ordinary citizens is possible, "but is an anomaly, not meeting its purpose."
• “If, despite this, a state or municipal employee still wishes to fight, then he has the right to do so only with the formal written permission of his immediate supervisor, who considers whether the enemy is worthy of the honor shown to him,” the bill emphasizes.
• In accordance with the document, the offended person receives the right to choose weapons - swords, sabers or pistols. In particularly difficult cases, he can also choose the method of dueling (at what distance to shoot, etc.), as well as use his own weapon. “The inability to use weapons in no case can serve as a reason for replacing or refusing to duel,” the document emphasizes.
• The document also states that "a person who has committed a dishonorable act, on which there is actual discrediting evidence, is deprived not only of the right to challenge, but in general the right to participate in a duel."
• A separate article in the draft Duel Code is devoted to challenges to a duel of journalists who have written an "insulting article." In accordance with it, the author of the article or the person who signed it is considered an offender, but in some cases the editor of the media may also be called to a duel.
• Insulted disabled people, as well as persons over 60 years old and under 18 years old, can put another person in their place in a duel. In similar cases, the same right is given to those who have been challenged to a duel. Women do not participate in duels, they are necessarily replaced by men.
• The author of the bill does not believe that it will be adopted. “I assess the chances of its adoption as extremely pessimistic,” Ivanov said.
