The Investigative Committee of the Moscow Region will undergo personnel changes after complaints from local residents

Chairman of the Investigative Committee Alexander Bastrykin received in the city of Khimki 36 residents of the Moscow region and other regions who approached him with complaints about the work of investigators. Based on the results of this work, the head of the department instructed the head of the personnel department to work on the issue of “significant updating” of the personnel of some investigative departments of the Moscow region. This is stated in a message published on the committee’s website .

As official representative of the department Svetlana Petrenko explained, the bulk of the complaints received during the reception concerned the actions of district-level investigators. The chairman of the Investigative Committee noted the low quality of the investigation in a number of districts of the Moscow region: inspections will be carried out in these districts, as a result of which both management representatives and ordinary employees of the committee may be removed from office.

A reception of citizens in the Moscow region took place on September 12; residents of Domodedovo, Balashikha, Khimki, Orekhovo-Zuevsky and Voskresensky districts, as well as the city of Rybinsk, Yaroslavl region, addressed the chairman of the department. The issues they raised concerned, among other things, the investigation of murders and road accidents, medical errors and medical negligence. In a number of cases, the head of the Investigative Committee identified a number of gross procedural violations, in others he ordered an internal investigation to be carried out against those who “clouded the preliminary investigation.”

In Domodedovo, near Moscow, the deputy head of the city investigation department was removed from his position due to violations. In Voskresensk, the head of the department lost his post. Inspections have been ordered against them.

Previously, members of an interdepartmental working group, which included employees of the Russian Investigative Committee and representatives of the National Medical Chamber, prepared initial draft proposals for the introduction of new articles in the Criminal Code of the Russian Federation dedicated to the responsibility of medical personnel .

The Chairman of the RF IC and the President of the Union of Medical Community "National Medical Chamber" Leonid Roshal came to a consensus that it is necessary to continue work on the legislative settlement of this issue, taking into account foreign experience in depriving a doctor of the opportunity to continue medical activities and ways for the injured party to receive fair financial compensation.

According to Roshal, the medical community in such cases should itself decide to exclude the doctor from the profession . “If criminal negligence on the part of a medical worker is proven, this should lead to criminal prosecution, including imprisonment,” the Investigative Committee added.

As for cases of red tape, in July of this year the Head of the Investigative Committee of the Russian Federation fired a Moscow investigator and his supervisor who committed red tape when initiating a criminal case of sexual assault against a 10-year-old girl.

The mother of a child who became a victim of a man who was harassing children at a public transport stop immediately contacted the police, but the investigator found no reason to check and returned the documents to the police. The girl’s mother wrote a second statement, but, according to her, after that the materials “disappeared.” The woman filed a complaint with the reception office of the head of the Investigative Committee and with the Gagarin Interdistrict Prosecutor's Office, after which the investigator of the Gagarin Interdistrict Investigation Department for the South-Western District and the head of the same department were fired. And last year, the deputy head of the Main Investigation Department of the Investigative Committee for Moscow, Sergei Yarosh, was removed from service due to red tape during the investigation of criminal cases. The reason for his removal was the appeal of a woman whose son died due to a medical error.
