“The absolutely wild situation with the activist in Yekaterinburg, Irina Norman, obliges us to take exceptional measures and ask the European Court of Human Rights to take urgent measures under the“ rule 39 ”,” Zhdanov writes.

He explains that the ECHR rarely uses urgent measures, so the FBK almost never uses this opportunity. Zhdanov also reports that "Rule 39 applies when there is a threat of significant harm to the health of the client." The arrest of Norman, writes Zhdanov, is a threat of irreparable harm to health.

• Irina Norman was arrested for 15 days, having been found guilty under part 8 of article 20.2 of the Code of Administrative Offenses (repeated violation of the procedure for holding a public event).
