
Internet companies and copyright holders are discussing the creation of a registry with pirate content, which will be filled out of a court, and search engines will be engaged in links.
Perhaps soon Russian Internet users will not be able to find pirate films and series through search engines. Internet companies, media holdings and officials are discussing the extrajudicial mechanism for removing from search results for links to sites with illegal content, two producers, three media companies and two officials told Vedomosti. According to them, on Wednesday, September 19, copyright holders and Internet companies discussed the draft agreement in the presidential administration. The meeting was attended by employees of Yandex, Google, Mail.ru Group, Gazprom-Media, National Media Group (NMG), Roskomnadzor and representative of the Association of Film and Television Producers (APKIT).
Apkit, NMG and Roskomnadzor confirmed the development of the agreement, but the details were not disclosed.
According to one of the participants in the meeting, Yandex is ready to sign an agreement only with Google and Mail.ru Group. The unnamed top manager of Yandex told the publication that not only search engines, but also social networks, as well as video services, should accept obligations to combat piracy.
He also said that Yandex does not plan to share legal and illegal content himself. The filtration of pirate content will be done by either the current or new association. Its moderators will check the links sent to pirate copies and check the rights to content through the base of the Moscow City Court, which considers the complaints of copyright holders. Later, such links will be entered in a special register, which will be followed by search engines. For the removal of pirate content, companies will be given several hours. Now for blocking pirate sites by law is given 3-5 days, notes the publication.
The meeting participants said that on it Yandex confirmed its consent to the mechanism of removing pirate links under discussion. Representatives of Mail.Ru Group asked for time to think about it. The memorandum that the companies should sign will be ready for a month, an unnamed official said.
Also, Internet search engines and copyright holders are discussing the creation of a special registry where, out of court, links to sites with illegal copies of films, games, programs and other pirate content will be made. Thiswas told by RBC by sources both from the copyright holders and from Internet companies.
After placing in this register, links to pirate resources will not be displayed in the search results. Reconciliation with the registry will be automated: search engines and video hosting who signed a memorandum with copyright holders, every five minutes will apply to the register for the list of links contained in it. On the exclusion of pirate resources from the search results, six hours will be allocated.
Now Roskomnadzor maintains a similar register with pirate resources, but not search engines, but telecom operators block access in it.
After the threat from Roskomnadzor (RKN), block Yandex.Video for refusing to remove links to pirate copies of Gazprom-Media television channels, the Internet company nevertheless went to this step, and also filed a complaint about the court decision that obliged it to delete these links.
The law now does not require the search engines of blocking the pirate content-this is exactly what Yandex is guided by, challenging the requirements of Gazprom-Media and the decision of the Moscow City Court to remove links. However, if the copyright holders manage to agree with Internet companies on the creation of an anti-pirate register, then they will include it out of court.
