
The project developed within the framework of the national program “Digital Economy” should ensure the exchange of information between citizens, departments and organizations by 2023, including links to legally significant entries about a person in different electronic state regions.
As follows from the passport of the project of the National Program “Digital Economy”, by the end of December 2023, an infrastructure for the “digital profile” - a single platform that will ensure the exchange of information between the state, citizens, organizations (including commercial), RBC reports with reference to the document should appear in Russia. The Ministry of Communications, the Bank of Russia, PJSC Rostelecom and the analytical center under the Government of the Russian Federation are indicated as potential performers in the document.
In the "Digital Profile" Russians will be able to see complete information about themselves in a personal account on the public services portal. Departments will be able to offer through the system the state and sotswords suitable for a particular user. “For example, if a person has small children, then conditionally, after receiving a birth certificate in his profile on the portal, he will see a message about the possibility of writing them to kindergarten,” explains a source familiar with the course of work on the system.
“Digital Profile” is a human metaprofille that will include links to legally significant entries about him in other electronic state regions. “The introduction of a“ digital profile ”should take place in stages as all public services are transferred to a registry model with ensuring the legal significance of electronic state registers to replace paper certificates,” the interlocutor of the publication notes .
The system in automatic mode will offer a specific person the public services suitable for him. For example, after receiving a child’s birth certificate, a citizen will see a message in his profile about the possibility of an appointment with a kindergarten. “If now, to replace a passport or driver’s license, it is necessary to re -fill out the relevant profiles each time, then using the“ digital profile ”these data will be entered automatically,” said Ivan Burov, director of the Rostelecom PJSC.
In addition, access to the system will receive commercial organizations. Banks, for example, will be able to use the platform to obtain additional data about a person who wants to take a loan.
According to Dmitry Ter-Stepanov, director of the “Normative Regulation” direction of the ANO “Digital Economy”, the legal significance of state dates received from the “digital profile” will significantly reduce the time for the provision of services, reduce the percentage of refusals for the reasons for the incorrect paperwork, reduce the risks of providing fake paper documents, increase the volume of services rendered due to an increase in the number of operations.
