
On September 20, deputies of the Legislative Assembly of the Kirov Region made amendments to several regional laws that established social support to certain categories of citizens when retiring. The essence of the laws remained the same-beneficiaries will continue to receive compensation, but now not because of retirement, but when a certain age and work experience occurred. This age coincides with the current pension legislation, according to which women retire at the age of 55, men at 60. Opposition deputies in parliament indicated a legal collision: the law on raising the retirement age in Russia has not yet been adopted, but President Vladimir Putin has already fulfilled the Kirov Parliament president. The bill was introduced by the governor Kirovka, Igor Vasiliev. The initiative was represented by Deputy Prime Minister Dmitry Kurdyumov, responsible for the social bloc. He recalled that in an appeal to the people of Russia, Vladimir Putin said that before the entry into force of “new pension provisions” in the regions, laws to preserve existing benefits should be adopted. This was the reason for amendments to regional laws:
- The Law on the provision of compensations for utility services and housing to doctors, teachers, social workers and specialists of the veterinary service in budget organizations in the village and in urban -type villages.
- Support Law Labor veterans, rear workers and victims of political repression.
- The Law on Payments to persons who have replaced the positions of heads of agricultural producers.
- The Law on Education in the Kirov Region, which establishes compensation for expenses for the payment of a dwelling, heating and lighting to former teachers.
In all these laws there was one and the same change: people will be able to receive benefits not upon retirement, but when reaching a certain age: for men - 60 years, for women - 55. It is this age that is established by applicable law for retirement.
Kurdyumov emphasized several times that the bill does not imply a change in the structure and number of recipients of benefits, and additional funds are not required. 114 thousand recipients of benefits live in the Kirov region, the total funding in the 2018 budget is 1 billion 598 million rubles.
The deputy from the LDPR faction Nikolai Kovryzhny said that the federal law on raising the retirement age has not yet been adopted.
- But we already propose to approve [him] at the subject level under the guise of social guarantees. What does it carry, in addition to changes in concepts, in case of non -rejection by the State Duma of the Law [on raising the retirement age]? He asked .
Kurdyumov said that editorial editing is made to the law and the formulations are changing. He once again said that the number of beneficiaries and the amount of payments will not change. The leader of the Communist Party faction Sergey Mamaev said that amendments are a legal conflict:
- I will probably ask the question to the prosecutor. These laws work for us, and we amend the age category. The federal law has not been adopted! And what the president asked was a fiction in order to calm the population. We drive the cart ahead of the horse. Let the horse run alone. We are categorically against raising retirement age. This attracts the negative consequences in the whole country and in the Kirov region.
Kurdyumov replied that the bill was agreed with the prosecutor's office and contradictions to the federal legislation in it.
Member of the LDPR faction Olga Sykchina noted that she did not know how to explain to people why this law is adopted if the federal has not yet been adopted:
- My assumption is that we, by the subject, are, as it were, say that yes, we agree, we accept it with these of your concessions.
The representative of the Fair Russia faction Fedor Suraev said that his party is opposed to raising the retirement age, but will support amendments to regional laws, because "the federal law will most likely accept in the second and third reading, because the majority [places in the state] are occupied by members of United Russia."
The relevant committee recommended that the bill in two readings adopt. 39 deputies voted, one person abstained, there was not a single voice against.
The government submitted the bill on pension reform to the State Duma on June 16, 2018. It involves a phased increase in retirement age-up to 65 years for men by 2028 and up to 63 years for women by 2034. The State Duma adopted this project in the first reading.
Only deputies of United Russia voted for him. Communist Party, LDPR and Fair Russia opposed the reform.
President Vladimir Putin on August 29 made an appeal to the nation in which he said that pension reform would be adjusted: men will retire at 65 years old, women at 60, large mothers can finish working from 50 to 57 years old, employers will be banned from leaving people five years before retirement, rural pensioners will be added to pensions, certain categories of pensioners. benefits.
