On Sunday, September 23, the second round of governor elections will be held in Khakassia. In the first round, the current head of the region Viktor Zimin lost about 12%to the Communist Party candidate Valentin Konovalov. Political scientists believe that it is impossible to play such a gap if the situation with the election of the governor in the Primorsky Territory does not happen again. The media already write that they put pressure on the Communists so that the Communist Party to take off Konovalov from the elections. In case of refusal, they even threatened to publish a certain compromising evidence.
The correspondent "Siberia. Reali" found out why people were unhappy with Zimin, who spent almost 10 years in power.
"Zimin got old"
Sayanogorosk - the third largest city of Khakassia with a population of about 50 thousand. Here are the aluminum plants of the company Rusal and the Sayano-Shushenskaya hydroelectric power station-the most powerful hydroelectric power station in Russia.
After the accident at the 2009 hydroelectric power station, Zimin fled to Deripaska to greet the bent. But it should be the other way around
“It's a shame actually,” says a local resident Anatoly . -In Abakan, they are constantly doing something, build, and in winter we have nothing to sprinkle even the streets-there was no money. There was no light on the streets - there is also no money. What kind of garbage is this? Improvement ... Do you see him? Much, as it was 40 years ago, remained. It is a shame, two plants, two hydroelectric power stations (Mainsky hydroelectric power station - approx. SD), but we live like this. We live wrong! After the accident at the 2009 hydroelectric power station, I saw Zimin fled to Deripaska to greet the bent. But it should be the other way around ...
Three days in life come in one worker
Anatoly worked at the aluminum plant for 11 years. He led the young workers as a master, and a year and a half ago retired. He says that there were alarming rumors about mass reduction due to US sanctions against Oleg Deripaska’s enterprises, but so far everything remains still.
- No, there are no reductions at the factory. You can even get there to work there. Because they run from there, there is no one to work there. There, the salary does not correspond to the level of complexity of the work itself. What do they think, 30-40 thousand is a salary for such a plant? People work for 12 hours, and at night, and every way. I worked for 11 years in Sayanal ("Sayan aluminum." - approx. SD) . You come from the night - everything, this day no longer take into account, as it were, it is not. The second day you are still moving away from work, and only on the third day you rest. Three days in life come in one worker.

On September 9, a new mayor was chosen in Sayanogorsk. The television journalist Mikhail Valov won a convincing victory over the current head of the city Leonid Bykov. A little more than 20% of Sayanogorsk voters voted for the current governor Viktor Zimin - this is the worst indicator in the republic for a representative of United Russia. Valentin Konovalov from the Communist Party scored about 50%.
All year it was not heard, but here before the elections, he drives, he meets. You can’t spend us now!
- Well, what does a bad result mean? This is a pattern, ”says Anatoly. -Firstly, Zimin is already two deadlines. Why should they sit all for 20 years now? After 20 years in power, they light up. This is characteristic of a person. We have the most important 18 years already, I am talking about him - the same thing. When he started, he was not at all like that. And now he is different. You can’t give so much to power ... Zimin has struck. He came here to Sayanogorsk on a rally biker on a motorcycle, which costs a million or one and a half. In a biker costume. No need to dress up under the people. You do, and what you go there, we are not interested in. All year it was not heard, but here before the elections, he drives, he meets. You can’t spend us now!

“People work at the factory, everything is fine, but still there is a protest environment,” says the current employee of the Maxim plant. - Salaries are too low, 30 thousand are few, and now also pensions are in question. And if you want more, go to watch, you will no longer earn money in the city. In general, I believe that the vote was purely protest - for anyone, but not for Zimin. Well, he tired everyone ... And, of course, it affects the fact that Sayanogorsk at such enterprises is always forced to almost beg money from the republic.
In the spring of 2017 , street lighting was turned off in Sayanogorsk due to the debts of the administration to the power engineers. In February 2018, suppliers of products in kindergartens and schools of the city refused to work , because they could not pay for state contracts with them.

“Some federal money does not come to us,” says the pensioner Lyubov Vasilievna . -And if something is done in the city, then what happened. For example, here is a pedestrian path - 50 cm wide. Who will pass through it? And Zimin, I think, will lose. I constantly watch the TV, “time will tell” and other programs, and so, there Putin said that now it doesn’t matter from which party the governor will work with any. Yes, and Zimin managed the money incorrectly, I heard.
Our grandmothers gathered yesterday near garbage, discussed ... In general, we are for the young
In the fall of 2017, the Supreme Council of Khakassia appealed to the federal authorities demanding to allocate 28.2 billion rubles in connection with the "catastrophic financial situation." During the work of Viktor Zimin, public debt increased by about 40 times, and in 2017 exceeded 24 billion, which is 37% more than its own revenues of the republican budget. Moreover, about 17 billion the government borrowed from commercial banks. Back in 2016, Khakassia reached the first place in Russia in terms of debt of budgetary organizations to the Pension Fund. The amount of debt exceeded 1.9 billion rubles, and even the governor’s administration owed the pension contributions. At the end of 2017, the Federal Ministry of Finance for the first time in the country introduced external administration in Khakassia, that is, he actually forbade the republic to take loans and spend money without demand.
- Zimin is inexpensive to us, because he said: "There is nothing to live on? Then go collect berries and mushrooms." Grandmas will go to vote after this? My legs do not go, what berries, mockery ... He apologized, but this will not help. Our grandmothers gathered yesterday near the trash, discussed ... In general, we are for the young (Valentin Konovalov, 31 years old. - Approx. S.R.). Not versed in? And he will understand, learn. Young people study well, ”says Valentina Ivanovna from Sayanogorsk.

"Many understand that the power must be changed"
In 2008, President Dmitry Medvedev appointed Viktor Zimin the head of Khakassia. In 2013, Zimin won the election, gaining 63.41% of the vote. In the next five years, he went several times with Vladimir Putin and Sergey Shoigu for fishing , and also noted a number of bright quotes. For example, he called the neighboring Novosibirsk " collective farm and the village ."
In April 2015, the largest steppe fire occurred in Khakassia: the fire destroyed more than 1000 houses in 38 settlements. More than 30 people died. Viktor Zimin, who came to understand Putin, said: "Plant us a little later, let me work." Then the governor promised to build new houses by September 1, 2015. Subsequently, the fireworks repeatedly complained about the quality of buildings.
During the direct line in November 2017, Viktor Zimin, if there was a lack of money, advised me to cook stew and collect berries .

He turned to the former head of the Berengzak village council Andrei Golyshkin , but the population of the republic accepted the words at his own expense.
“I'm not vindictive,” says Golyshkin. -And if because of these words he loses, then I will not have any joy. I just think that we need to change the leadership. We need a person who hears problems. Viktor Mikhailovich, unfortunately, does not want to hear about problems.

At the end of 2017, Golyshkin and his subordinates quit the administration, because for 11 months they did not receive a salary . The head of the village council took bread in the store, and the accountant sold the cow to pay a loan. They delayed the salary to employees of cultural institutions and school teachers throughout Khakassia. Golyshkin repeatedly signaled the distress of the village, which caused the anger of the head of the region.
- Zimin remembered the problems of Khakassia six months before the elections. For four years he was not at all interested in what was happening here. I understand that cutting ribbons at presentations is much more pleasant than to do problems. Suppose we had money problems in the village council back in 2013. The then head of Egorov re -elected for a second term. He worked for two years, like me. Only he saw the budget of 2013, so instantly dumped. Since August 2013, we had a non -payment of wages. We could not stand it and wrote a statement to the prosecutor’s office, becoming the first village council to complain.
What is the point in the "most chic museum behind the Urals", if the light does not burn in the villages in the evenings, but people do not have enough money for bread?!
During the 2018 election, Shirinsky district, where Berenzhak is located, became a record holder for the percentage of votes for Zimin: 66% with 32.42% in the republic. According to Golyshkin, in recent months, all rural state employees have received salaries before the election.
- Do you think he began to pay salaries now, and people forgot everything? People remember that for four years they received a salary every six in months. Now they pay salaries to all village councils. But if Zimin had not found money for a salary now, he would not have gained 10%. He is already tired of everyone. Just five years ago, the Golden Mountains promised before the elections, and then we sat a paw sucked. Money disappeared at all. They came to us from the government, boasted, here he, then built it, built it. And what about all these loud programs? What is the point in the "most chic museum behind the Urals", if the light does not burn in the villages in the evenings, but people do not have enough money for bread?! You imagine: in the evening on the eve of the election, light in the villages turned on. My acquaintances called me from Shira, they say: "Something happened to us, they turned on the light." So tomorrow is the election! So nothing that he has not burned for six years?
"Science to leave in time"
The anti -rating of Victor Zimin is also explained by loud corruption scandals, political analyst Alexander Chernyavsky is sure. Over the years of the current governor, the former first deputy head of Khakassia, Alexander Golyshev, the head of the Goskomantergo, Oleg Baziev, as well as the ex-head of the governor Vladimir Byzov, who is accused of fraud, through the supply of public procurement and bribery, turned out to be the former first deputy head of Khakassia. For theft, they condemned the general contractor in the construction of houses for Pogorelsk in 2015 by Vasily Smolnikov.
“The point is not in one specific statement, but in the fact that the republic is generally quite alarming,” says Chernyavsky. - The fatigue affects the leader. In Rus', there is no science to leave on time. And ignorance of this science played a cruel joke with Zimin. Both criminal cases against the regional level leadership, and the well -known claims of the federal level regarding financial insolvency, affected. There is also a factor common to all representatives of the authorities. The context of pension reform, which certainly lowered the results of the chapters in many regions. For example, in the Krasnoyarsk Territory, the USS could gain 80 or more, and scored 60%. Zimin will have a very difficult situation in the second round, because experience shows that the current chapters, losing the first tour with such a margin, cannot play it. This is not that difficult, but almost impossible. Now the whole resource is abandoned to save the Zimina chair.
Viktor Zimin supported the pension reform, but ten days before the first round of elections he made a statement that in the event of his victory, 40 thousand of the most needy pensioners and “children of war” in Khakassia would receive a thousand rubles monthly.
The second round of the governor's elections in Khakassia is scheduled for September 23. In the elections to the Supreme Council of Khakassia on September 9, United Russia showed the worst result in Russia, having lost more than half of the mandates and the parliamentary majority.
