On September 23, the Central District Court of Voronezh fined Sergei Lugovsky, a participant in an "indefinite protest," 10,000 rubles. This was reported to the OVD-Info hotline by local activist Vladimir Toborovets.
Lugovskiy was found guilty under Part 2 of Article 20.2 of the Code of Administrative Offenses (organizing a public event without filing a notice) because of the September 15 rally. On that day, "indefinite protest" activists gathered in the local Hyde Park with posters against pension reform, and then "unfortunately moved" to the side. Two protesters were detained .
On September 22, Lugovskiy was taken to the department , where he was left for the night before the trial.
