
The number of Russians who are ready to take part in protests against raising the retirement age has sharply decreased over the past month. This was written by the newspaper "Vedomosti" with reference to the data of the Levada Center survey. If in August 53% of the survey participants spoke about the desire to protest, then in September - 35%.
As the sociologist of the Levada Center said Denis Volkov, the number of respondents approved by the reform has grown a little. “That is, it generally became a little more acceptable. But if you look at the situation as a whole, then Putin’s proposals did not change anything, and the attitude of the thirds of the Russians to him after his television deteriorated. They expected more from the president - that he would cancel the reform or slow down, but this was not done,” the publication quoted the analyst. He also emphasized that the people had “humility” with inevitable changes.
The survey also showed that approximately 40% of respondents believe that the proposals of President Vladimir Putin to change the pension reform do not change its parameters. About 25% of citizens surveyed expressed the opinion that the president’s ideas only worsen the situation, and 29% agree that Putin's amendments are softening plans to increase the retirement age. The ratio of approximately 7% of respondents to the president improved after his speech on August 29, dedicated to pension reform, and 34% of respondents said they began to treat Putin worse.
The sociologist suggests that the authorities will no longer try to promote such "shock" reforms. At the same time, it is obvious that the population did not expect pension reform and was not ready for it, and the president’s promises were parted with reality before the election. “That is why pension reform affected his ratings - it was recorded by the president into minus,” Volkov concluded.
According to the head of the ISEPI Foundation Dmitry Badovsky, the negative attitude of Russians towards pension reform from the very beginning was almost total, and it is almost impossible to radically change this situation. “But no one set the task. Nevertheless, it is clear that the president’s appeal on pension reform was heard by society, the amendments are perceived,” he said.
According to the expert, this was also confirmed by the vote for the pension bill in the State Duma in the second reading: Putin's amendments were supported by all factions, and the very voting of the deputies present in the hall was unanimous. Those who believe that the situation worsened, initially hoped for the abolition of reform, and perceive its inevitability as a deterioration.
On Wednesday, September 26, the State Duma adopted in the second, mainly reading a resonant bill on a change in pension legislation. In support of the document, 326 parliamentarians voted, 59 were against, one deputy refrained.
The third, final reading of the bill is planned for Thursday, September 27. The deputies supported all the amendments of the President of the Russian Federation Vladimir Putin on pension reform, despite the protest of their voters, who on the eve of transferring a million signatures against the pension reform to the presidential administration.
All presidential amendments were made in the bill on pension reform. They relate, in particular, the age of retirement for women at 60 instead of the original 63: deputies of the lower house of parliament took this point unanimously. For men, the retirement age is set at 65 years.
Also, the President’s amendments, the president’s amendments, imply a retirement for many children and the introduction of measures to protect persons of pre -retirement age, including the increase in unemployment benefits for them and the introduction of responsibility for employers for dismissal before the pension.
Women with three children will be able to retire three years earlier, with four - to four. For large women raising more than five children, the age of retirement will remain the same - 50 years. Tax benefits, payment for housing and communal services and transport in the future will be provided to people of pre -retirement age. To implement the "presidential amendments" to the Pension Fund will additionally send one and a half trillion rubles .
In addition, in the second reading, a bill is adopted by which all Russians will be able to leave work once every day to undergo a medical examination. At the same time, according to approved amendments, the persons of pre -retirement age will receive the right to undergo a medical examination once a year within two days. In order to receive exemption from work on the day (or days), the employee will need to write a written application and agree with the employer.
On the eve of the second reading, activists of the “essence of time” by Sergei Kurginyan brought more than a million signatures against pension reform to the Presidential Administration building in Moscow, gathered in 60 regions of the country. The signing appeal require the abolition of pension reform and government resignation. In the appeal, the project for raising the retirement age is called "the threat of the existence of Russia and the gross violation of the social obligations of the state."
