
The Ministry of the Interior officially published an order N399 , which will enter into force on October 6. This document approves the rules of state registration of motor vehicles and trailers to them in the traffic police and replaces the current rules that were approved in 2008.

According to the newspaper Kommersant , in the published Ministry of Internal Affairs of the version of the Rules for the registration of the vehicle there are several significant innovations. The first applies to the so -called electronic passports of vehicles ( EPTS ), for the introduction of which the authorities have been preparing for several years - in June, the deadline for the full transition to the EPTS and the refusal of paper passports of the vehicle was postponed until November next year. Nevertheless, the new order of the Ministry of Internal Affairs contains a legal basis and describes the procedure for registering cars with electronic passports.
In addition, the order excludes the problem when installing a new engine in a car. If so far to the car owners who replaced the engine of their car were threatened to present an individual purchase and sale contract for the motor (in some cases, the case was wolved up by refusing to register a car), then after October 6 a new identical and legally clean engine can be installed without fearing the consequences. There should be no problems in the event of a car with a new engine: the inspector on the site, seeing that the engine is installed from another machine, will check if the marking has been changed, whether the engine is put on the wanted list, whether the design of the machine has changed (the installation of a more powerful engine is considered a change in the structure). If there are no questions, information about the new motor will be entered in the TCP during registration.

Another innovation of the order N399 is that, according to the new rules, it will be possible to register a car both according to the passport and by temporary identification, which is issued in return for the lost passport. In addition, the document prescribes the obligation of inspectors to enter all the data (including documents and photographs) about the changed car marking to the federal information system of the traffic police. Such a rule will exclude cases of the direction of car owners to the same examinations in different regions and unload forensic experts from unnecessary work in cases where one of the numbers on the body rustled and does not read, but the first examination found that there was no crime.
New rules also make it possible to register cars that belong to several owners, for example, to several children of the deceased, for whom the car is an inheritance. Now in such situations often there are problems with registration, since the heirs do not have registration documents for the car, but formally they are all the owners. The updated version of the Rules describes two scenarios of solving this problem. The first provides for the turnout in the traffic police of all owners and their presentation of written consents on the registration of the car for one of the heirs. If this option is unacceptable for one reason or another, then the heirs can issue a notarized consent to register a car for one of them, after which this person can independently come to the traffic police with a document and arrange the car for himself.
Finally, the order of the Ministry of Internal Affairs contains provisions regarding the storage of numbers. If the current rules allow drivers to retain the numbers when changing the car, leaving them for storage in the traffic police for up to 180 days, now the maximum shelf life of the number will be 360 days. For those car owners who keep the number in the traffic police now, it will be automatically extended.
As notes the publication, the published order is part of the reform in the field of car registration. So, last year, we will remind, the traffic police allowed to register non -criminal cars with rusty numbers, in August this year the State Duma adopted a law that allows you to register new cars with dealers. This law will enter into force in August 2019. Finally, the other day, Rosstandart accepted the order approving the new GOST on license plates.
