Candidates in the head of the region are withdrawn from the elections, and the Kremlin, meanwhile, picked up the acting governor

The President appointed the acting head of Khakassia Mikhail Razvozhaev - Krasnoyarsk, who has been the deputy minister of the North Caucasus for the last four years, and before that, the deputy head of the administration of the Governor of the Krasnoyarsk Territory. At a meeting in the Kremlin, Vladimir Putin asked Razvozheev to "go to Khakassia, work there within a month, take control of the situation and help to carry out clean, open and in the full sense of the elections that answer our laws." Then the president promised to return Razvozhaev to Moscow, to the federal authorities.

Meanwhile, the second round of election of the head of Khakassia, previously transferred to October 7 from September 23 (due to the fact that the current Governor of United Russia Viktor Zimin, will not take place again. This time, Socialist -Revolutionary Andrei Filyagin refused to participate in the elections, as the New ”was predicted. Now the second round will be reassembled on October 21, but judging by the mood of the next in the line of Alexander Myakhar (Growth Party), he will also withdraw, and the final vote will take place on November 11 with one surname in the ballot - communist Valentin Konovalov.

Unless, of course, he, in the end, will not abandon these elections, remembering the immortal phrase of the leader and teacher on the expense of them: "formally correct, but essentially mockery." So far, Konovalov states that he intends to fight to the end.

Fortunately, there were only four candidates after the first round, and not nine, as it was before him. So the holiday would have remained with Khakassia forever: the procedure is an integral element of democracy. If it is sovereign (managed), then it looks like this: going to the governor’s elections, Zimin agreed on all technical candidates who were supposed to compose a “dance”, and helped them the passage of the municipal filter. Instead of an authoritative business executive and communist Alexander Semenov, who would take Zimina into one gate, the Communist Party moved Zimina a young man to spoilers and so far nothing is Konovalov.

The governor approved and helped. September 9, the first tour, results: Konovalov - 44.8%, Zimin - 32.4, Filyagin - 11.2, Masikar - 6.6.

The spoiler does not just win, but with a giant margin (the Communists told me that they scored more than 50%in the first round). Political outsiders who did not see the point of going to these elections bit their elbows: was it possible? But further, after shock, everything developed under the control of the Kremlin. Konovalov and Zimin entered the second round. Since the latter had no chance, the presidential administration insisted that Zimin removed from the elections, which he did. It looked quite logical from all sides: the voting is protested, Zimin did not want to vote, Zimin refuses further struggle. Instead of Zimin (according to the law) to the rivals of Konovalov, controlled by power, Filyagin came out, even more controlled by it.

And now he is being removed (“for forceful circumstances” - so in the statement), the second round is transferred again. Steam is released in a whistle. This should be written: “As expected,” since few people believe that they would allow them to choose from the remaining candidates, and the local administration introduced the presidential administration just such a script as a key one. Konovalov said: “I suppose there is no need to turn the elections into a circus. <...> I would like to say that in our republic and in Moscow everyone understands perfectly what the choice of the people was. But today, the authorities are trying to prevent the implementation of this choice, carrying out such subcover political games. I urge power to stop them: you are not playing with candidates, you play with the people of the republic. ” Deputy Chairman of the Central Committee of the Communist Party Yuri Afonin: “... Is it a spit to the people in the face, and if not, then what a spit should look like - there are different opinions. Ordinary voters in a petition from Khakassia to the president demanded simply "replacing all the candidates."

Now about those elections that are real and matter: about the elections of the Kremlin of the head of the region. On the eve of the appointment of Razvozhaev, the mayor of Abakan Nikolai Bulakin refused to lead the region from the Kremlin’s offer. Bulakin spoke about the emergency call to Sergey Kiriyenko, the first deputy head of the presidential administration: in the program “Hour of the mayor” of Abakan TV:

Bulakin does not want (in any case, for now) to be a cleaner, and about this (that the overgrown regional government has a serious cleaning), he also said frankly.

Bulakin elections would have passed, of course. Not because the outstanding leader, but in the Khakass situation ("bezbia") this is almost the best, if not the only option. 65-year-old technocrat, a graduate of the MECHMATE of Moscow State University, the head of the audience of computer science and computer technology in the Abakan Peda; He went into politics in the late 80s as a democrat (now a member of the “EP”, always followed the line that the Party of Power led, whatever it was called), in 1992 he was elected the first vice speaker of the Supreme Council of Khakassia. And now for 23 and a half years - the permanent mayor of Abakan (since 1995), he was chosen for this post six times.

This is an act. Not that Bulakin refused, but that he openly told the people about everything. Including about scenarios painted outside the folk will.

So everyone lies to us that there is no life on Mars. She is warming both in bureaucratic offices and in a folk thickness in the outback. Does today's protest that take up random people look like a rebellion against the nomenclature in the first free elections in the USSR? Similar, but not so. Does it look like the voting of the 90s, when against the bureaucratic sleek, rudds came out (in the Krasnoyarsk Territory, Primorsky, in Kuzbass, etc.) bandits, and the people chose them? Also not quite that. (And then, by the way, the Kremlin could not do anything with this inconvenience or did not want to do.) The silence always ends differently. But the request for changes and increasing activity is already obvious.

The system demonstrates stability, so far everything goes according to plan: after local failures, it has wide possibilities for maneuvering. And while all the candidates admitted to the elections, no matter what they talk about or imagine about themselves, are controlled by it. It’s just that not everyone can entrust the region, not everyone, in her opinion, is ready for this.

But the people in Khakassia, in general, have already won. He did not want Zimin. And Zimin left.
