The government decided to stabilize wholesale prices by reducing excise taxes on fuel and increasing supplies to the domestic market, in late May, after a sharp jump in gasoline prices and diesel fuel - before that retail prices remained stable on the eve of the presidential election. The gas station, both network and independent, was ordered to freeze fuel prices in June.

In summer, wholesale prices were reduced, which improved the margin of independent gas stations. But now, a ton of summer diesel fuel costs 50.6 thousand rubles on the St. Petersburg Exchange, which is approximately 3% higher than in early June. The exchange price for winter diesel fuel is more than 5 thousand rubles per ton, the letter of the head of the RTS is noted.

Evgeny Arkush expects a seasonal transition to winter fuel can increase wholesale prices due to growth in production costs and a “chronic conditionally scarce” market. In the document, he clarifies that the refineries are forced to “balanced the volume of diesel fuel and kerosene” (the latter is an additive for winter diesel fuel). The head of the RTS also complains that from July to September the oil company did not fulfill the May order of Dmitry Kozak to increase sales in the domestic market by 3%, which became one of the reasons for the increase in prices in the wholesale.

As a result, Arkush fears, with a seasonal increase in wholesale prices for winter diesel fuel against a background of fixed retail prices, wholesale quotes will be higher than the prices of gas stations.

The government is already thinking about how to help the gas station. “Vedomosti” with reference to their sources on Friday write that in September, at a meeting of Deputy Prime Minister Dmitry Kozak, it was decided to resolve refueling to sell low-alcohol drinks, that is, beer and wine in his stores. Such a decision, according to the idea of ​​its authors, should increase the profitability of companies.
