Former Omsk IK-6 prisoners spoke about the lawlessness that could cause mass riots

On the evening of October 6, a riot of prisoners broke out in the Omsk colony of maximum security colony for the first time. The local Federal Penitentiary Service tried to present this as a local conflict between “persons of a negative orientation” and “persons of a positive orientation”, that is, those who do not work for the colony administration, with those who cooperate with the jailers.

By order of the acting The head of the Federal Penitentiary Service in the Omsk Region by Petenev in the territory of IK-6 introduced a regime of special conditions, that is, for an indefinite period, the rights of prisoners to purchase products and essential items were suspended, a meeting with relatives, receipt of parcels, and money transfers were prohibited. Prisoners can not watch TV and listen to the radio, store books, paper and pens.

Below is the evidence of the former IK-6 prisoners, freed only a couple of months ago. Activists in the zone are now 600 people. And there are a little more than two thousand prisoners in the colony. Almost all activists have long time. These activists throughout the colony, even at the headquarters, there are managers. In quarantine, where at first they placed the newly arrived in the colony, 15 activists work - a manager, a capter, a cleaner T.D., and there should be one cleaner in general. And you have to ask each of these activists to ask: "Let me contact?" - "I allow." - "Let me go to the toilet?" - “I allow. Run ". That's it, you do the “Corps 90” ( bent at a right angle. - E. If they see that you are running to the toilet, it must be said: "Allow?" - Otherwise, be beaten off. That is, they behave in the same way as the colony officers.

And the activists of employees, of course, do not ask for any permission. And the prisoners of the activists should yell reports. That is, such and such, time, article. Everything is like employees. Activists create such unbearable conditions that people begin to pay money. In the quarantine, for example, there is a bosschoz of Baitasov Arman. I know that the money from 10 to 15 thousand paid the convicts of Abraev, Skorobatov, Kharlamov, Lisitsky, Vlasyan, Anisimov, and school. ”

Vladimir Evseev: “After quarantine, prisoners are transferred to adaptation. There used to be four detachments, now there are two. On the adaptation of 15 day, 10 nights, and simple prisoners are 20 people, and we, these 20 people, must do something with something: cleaning, feed the day, wash dishes behind them, stand in a small square and for hours to teach PVR (internal schedule rules). Activists make you squat, take the programs, that is, nothing comes to you when your relatives are conveyed.

In adaptation and in quarantine I was tortured. In quarantine, in the soul, there is a basin, so in this basin you will be dipped until you begin to choke. Then they threw it on the mattress, which was lying on the floor, twisted their hands, undressed, removed his pants, said that they would now be “lower” - they would stick a club in me.

They have two cleaners there, who, at the direction of the asset, can conduct a member of the lips, that is, “lower”.

And they try to adapt in capters. They are tortured in order for the convict either to pay or collaborate with them.

If you look that you have some money and you can buy something in the store, then they begin to torture you so that you give them money. 10-15 thousand a month should be paid. When the stages came from Moscow, they gave these activists and 70-100 thousand each. Employees, of course, are aware of all this.

The prisoners handed over money to transfer from adaptation to other detachments. Here the repair in adaptation was specifically made with the money of prisoners. Dmitry Bazhenov led all this. He is a bigger, that is, he has a long time. Tashmurozov, Eginberdiev, were delivered money, then they were taken to other colonies. There were convicted for crimes in other countries, that is, in fact, second-town: Isaev, Khalmurzaev, they left for IK-9. They also paid to transfer to other detachments. They paid from 15 thousand to 30 thousand rubles. ”

And Lunin went quietly and became the day to be an adaptation and directly pumped us so that we sang songs, marching ... Then the head of the colony, Alekseev, Nikolai Vasilievich, set him the head of the dining room. Before that, we were fed well. And then the food became disgusting. Lunev began to sell us food. The prisoner has so many grams of meat, so many cereals a day, etc., but in the end, they gave us almost nothing. It all went on sale. Sale was put on a stream. That is, convicts who have well -wealthy relatives bought food separately for money. Money was transferred to the card. It was also possible to calculate cigarettes. And in the end, we ate a common boiler - we have a liquid buckwheat, in fact, one water and no meat, they have dry buckwheat for money, with oil, and the meat lies there. Well, bread, sugar sold.

And the managers there are separately eat. They have a completely different food, they are not fed as ordinary convicts. The administration is favorable to them, encourages them everywhere, even when they commit any violations, they get away with everything. Of course, the asset has generally privileged conditions. For example, they have called relatives every day. ”

Ilnur Villisov: “The head of the dining room Lunin S.K. He takes the bets of convicts working in a bakery, or they go to the store and buy products to him. These prisoners are: Fatakhov N.P., Dyakov E.A., Sobolev S.A., Gavrilenko A.N., Sokolovsky O.A., Zhelinsky V.A. The head of the colony is favorably belonging to this manager Lunin. Together they go to administrative rounds. Lunin lives in a colony in a separate room. And, of course, he has his own separate nutrition. Vladimir Evseev : “There are a group of convicts on the industrial zone - activists who work on the security department who provoke and record any kind of violations, up to the not -button buttons, and pass this information to the security department. In addition, activists also perform the functions of younger inspectors, namely: they make a full inspection of the convicts that you are carrying, although you are naked. They can completely watch everything in the workplace without employees. They now have a section of discipline and order on the industrial zone, although they are prohibited.

The employee on the industrial zone always goes to the DPD - the voluntary assistant to the duty officer is called. He looks everything, writes.

It can go through the detachments himself, see what is happening. Watch what is happening in the locals. On the industrial zone, they sit in every site.

And the working conditions on the industrial zone are unbearable. The roofs flow, cold, no heating. Many convicted people, sick with tuberculosis, went to the hospital, and then in Liu-10.

Even in the detachments, they make songs, march on the parade ground. It begins like this: “Today he did not wash the floors well. Everything, we are going to march. ” Although the floors are actually washed normally. And those who pay the manager do not march. They say: "Ivanov, Petrov, to fail." All, they do not march. 3, 5 thousand per month had to be paid so that there was normal residence. Even for a bed, they pay there to lie normally. Who is 3 thousand, who pays 2 thousand to the manager per month.

And with clothes for convicts a problem. They make our parents buy us fabrics, and we ourselves sew our clothes, or bought here in the stores that we sew on the industrial zone. And also about shoes. They say that we must provide ourselves. ”

Ivan Svatov: “Not only activists, but also colony officers are mocking the prisoners. Here the employee has a bad mood, and you go, for example, in the dining room, and he begins to be interested in, and why do you have such an appearance, why the boots are uncleaned, or incorrectly laced, or not to shave, although every day you shave there in the morning. And that’s all, he begins to start with half a pipe. Either the manager did not like you, or you must give him the money for repairs, or must do something to him ... or some explanatory will make you write so that you come to him and said: “Help”-and he begins to set prices for you. For example, receive money for repairs. After all, repairs in the colony are mainly carried out not at the expense of the colony, but at the expense of the money of convicts. ”

Vadim Frezov : “For the fact that, for example, the boot was not rained so, they brought them to the duty unit, put on stretching, and the employees beat us with a special club on the chest.

They have such wooden pipes, the “oar” is called. Moreover, they beat depending on the day of the week: if Monday - 7 times, Tuesday - 2 times, Wednesday - 3 times, Thursday - 4, and so on. On Monday, their working week begins, so the most strokes.

In a schizo they hung in a cage, put on bags on the head. Both in adaptations and in quarantines, they also put bags on their heads. This does an “asset”. Employees do this with the hands of the Asset. And it happens that this is in its purest form the initiative of "activists". In 2014-2015, there were activists of Rivne, Goncharov, so they broke their hands to the convict. To those to whom they broke their hands, employees came to the medical unit and said not to write a statement, to their relatives not to complain. ”

Ivan Svatov: “An employee who, for example, beat me in the chest, is Eremenko, he was deputy post. When I worked on a sewing site, an employee who acts on duty on the industrial zone (he checks the convicts every two hours), found a phone somewhere. They decided that it was my phone. I took me to the headquarters of the residential area. And employees of the security department (Petukhov, Byrda, Ushakov) beat me, tore the whole costume of the X/B on me, which is issued in the colony. They beat with a club, arms, legs. They beat mainly on the buttocks and the ribs. Then Klablev came, the deputy head of the Operadel and said that I was not related to this phone. Nobody apologized before me that they beat me. ”

Vladimir Evseev: “Employees applied force for the fact that the button is not fastened, you are not marching, not in the leg, you sing the songs wrong ... Well, such trifles. They have a wooden shovel, they hit the ass. They are not for everyone. Bring you into the office where the opera is sitting at the headquarters. There, four employees put you up and beat you.

And there it is still constantly noted. At 8 o’clock recalculation, at 11 recalculation and so all day. And each time they take it out into the street, you are standing there, the cold is not cold, but should stand and cross.

Before the human rights activists came to the colony, we were warned: not to talk with them, not to complain. Health is more important, so everyone was silent. ”

Ilnur Villisov: “It is dangerous to say something there, there is constantly torture, I was beaten several times so that the whole ass was blue. They beat with some flat batteries, they beat with such force that everything is blue. I stood from morning to night on one small square, if I could no longer stand and fell, then they beat me very much. Prisoners are afraid to tell relatives that they are beaten, afraid that they will kill them at all. There the system is terrible: there are goats, well, activists, they create what they want under the guise of the administration.

And apparently, now they began to beat these goats, they could no longer stand it.

I turned to all instances when I was in this colony, my relatives wrote complaints what happened to me there. I was kept in adaptation for about a year and a half, I ran the “Corps 90”, all these executions passed. On a long date, he transmitted complaints, asked to help. And nothing. And now there is a rebellion. ”
