Five of the Owing Orphans have been submitting to the state for more than a dozen years, trying to achieve housing due to them by law

The life of these sisters and brother is similar to the book “33 Misfortunes” by Daniel Handler, in which the three orphans move from one guardian to another and fight with different hardships. Only five -wires, and they have been shutting around the courts for not the first ten years to achieve housing that they have been laid by law. They also went through the orphanage, huddled with distant relatives and always kept together.

Stolen apartment

Diana, Andrei, Sveta, Valentina and Oksana were born in the house that their grandfather was still building, and lived there for many years without heating and water in two rooms in vivomer: grandparents, mother and children. The father left the family, no one remembered him and did not demand alimony, although there was always not enough money. Grandmother worked as a cook in kindergarten, grandfather at the factory, and mom - where she would have to. Despite the poverty, the Troubles recall childhood in Dorokhov with warmth. In the village, everyone lived approximately the same, because their family did not stand out. After school, the elders sat with the younger ones, went for a walk with them and visit the neighbors. Valya often visited her teacher at home, hid her toys, because there could be nothing of her at home.

As a large family, the apartment relied on the apartment, they stood in line for many years, but the administration was in no hurry to give out housing. In the early 2000s, they received an application for a three-room apartment in a new house. The wires were happy that their problems were finally resolved. But a month later they were informed that they would not receive housing. Another woman with her daughter settled in that very apartment. “Apparently officials decided to profit and sell apartments. We could not believe. We went into a two -story building, tore off the castle and occupied the old woman of that very woman arbitrarily - she had a kopeck piece. They began to live there, ”says Diana's older sister.

A few months later, the wires were evicted from there, and the apartment was sealed with all their furniture. The family wandered around the snow in the old house. “The house was unheated, there was no food, after some time my grandmother died ... And then we had to scatter, to whom,” Diana recalls.

Orphanage and Wandering

The guys began to drink the guys, stopped working, and there was no money at all. The sisters and brother of the Truden believe that it was from that moment that "everything rolled downhill." The average, Sveta, got into a boarding school for children with disabilities, and younger girls in an orphanage. Valentine was then 13 years old, and Oksana is nine.

Valya recalls time in a shelter with a smile, she said, thought that "got into heaven." “I myself abandoned my parents in court and do not regret. Parents did not want to engage in education, and there was studies and clothes, we went abroad, for the first time in my life I flew on an airplane then. Plus there was a prospect of getting an apartment. At least in this way, ”says Valentina.

When the mother of the guys died, Diana lived with her daughter and husband with her parents. Andrei lived with them, then huddled with friends. The elders went to visit the sisters every week. Diana even took custody of Oksana for several years, but then her daughter died, she and her husband were submitted for divorce, and she had to take off the guardianship - there was nowhere to live again. Diana herself moved to the cousin, then to the aunt, and after she began to live at work.

“We were never lost with my sisters and brother. We live far from each other, but we meet on weekends. On these, for example, we go to the cemetery to parents. This is important to us, ”adds Diana.

Seven years in court

Diana continued to seek recognition of their house unsuitable for living in order to get a new one. The family even wrote twice the president. In 2011, her appeal was received by Pavel Astakhov, who at that time was the Commissioner for the Rights of the Child. He redirected the history of the wires Svetlana Victorova, a lawyer of the children's human rights project “Patronus”. She immediately contacted Diana and forced the administration of the Dorokhov settlement to admit that the house is emergency. Then Svetlana began to seek housing for younger girls, who by that time left the orphanage and also were left without a roof over her head. In 2013, Oksana and Valentine presented the keys to new apartments - this was their first family victory. Since then, the wires have called for almost every week with the "patronus".

The middle sister, light, immediately after graduation from a boarding school for children with disabilities was sent to a neuropsychiatric boarding school. Now it is registered there. For the summer, sisters take her to them. “She was sent to this place for other purposes, she is a completely normal person. We learned how to get it out of there, but for this I need an apartment, but I don’t allow the area, it is not released to us, ”says Valentina. - Sveta came to my wedding this year and lived with us for a month. Over time, we want to take it forever. ”

Diana and Andrei, with the help of lawyers of Patronus, are still seeking legal housing for themselves. The court seizes orphans each time, but the administration does not execute a court decision, because in Dorokhov new housing is not built. Last year, their brother and sister offered an apartment without communications in an abandoned military town, they refused. “When we went into the bathroom, and there is a hole instead of a toilet, we just turned around and left. Unfortunately, many families, who also stood in line for 20 years, agreed to these terrible apartments from despair, ”says Diana.

In 2017, the rural settlement of Dorokhovskoye, in which there was a destroyed house of wires, was liquidated, it became part of the Ruzsky district. The bailiffs intended to stop enforcement proceedings, but Svetlana Viktorova helped to prove that the Ruzsky district is the successor of the Dorokhov settlement and is obliged to provide Diana and Andrei Housing. Now they should be given at least in a room with heating and toilet. Brother and sisters dream that they will finally finish the endless struggle in the courts and will gather together in the new apartment for the New Year.

The case of the family of the Svetorovs is the longest for all the years of the existence of the Patronus project. Lawyers of the charity project did not leave orphans for many years, passed through misfortunes with them, helped not to lose hope. “All these years I advised Diana, wrote procedural documents, even talked with the judge on the phone. We achieved what we wanted, in 2014 the court made an excellent decision, but for four years now we have been trying to force the bailiffs to fulfill it, ”Svetlana Viktorova is indignant.

If it weren’t for the “patronus”, the right days could not win the courts, they could not have received apartments for the younger sisters, could not fight off the pressure of the administration, which tried to scoop up the broken housing in the hut, so that they finally ceased to demand what they were supposed to be according to the law.
