"Why expel a normal family from the country?"

The Turukhansky court in the Krasnoyarsk Territory recently decided to expel from Russia the Old Believer Onufry Efimov. Hanofer Efimoff Di Keiros (such is his name according to documents) in the past - a resident of Brazil. For 20 years, he has been living in the Siberian village of Chulkovo in the north of the Krasnoyarsk Territory and considers Russia to be his homeland.

Late in the evening of October 9, Antonid Moskvicheva and three of her children - six -year -old Natasha, four -year -old Nikita and two -year -old Zoya - reached Krasnoyarsk on the ship Valery Chkalov. We were driving four days from the small northern village of Chulkovo, which is a thousand kilometers from Krasnoyarsk.

This flight was the last to navigate 2018. Now, by water, to get to the Krasnoyarsk North, to their native places, it will be possible only closer to June next year. The ship was filled with passengers, but the captain of Chkalov Alexei Boyarintsev entered the family position, asked the crew to squeeze-so Antonida and his children still managed to get to Krasnoyarsk.

We doom a large family to emigration - normal, working, independent, healthy, ineffective

A considerable money went to the road - almost 20 thousand rubles. Where the family will live in Krasnoyarsk, if you have to linger for a long time, it is not yet very clear. Antonida has no acquaintances and relatives in the city. The only native person - the husband of Onufry, the father of her children - is now in the Krasnoyarsk special -reception for people subject to deportation, that is, if simply, for illegal migrants. Antonid and children came to him.

"Not considered convincing"

According to the documents, the name Onufria is Hanofer Efimoff Di Careros. 20 years ago, in 1999-then Hanofer was 12-his mother brought him from Brazil, from the city of Canaran (Matu-Grosa), to the village of Sandakch, the Turukhansky district of the Krasnoyarsk Territory.

Such a solution only to an ignorant person may seem strange. The Old Believers were persecuted and destroyed in Russia since the church split. The Soviet government continued this tradition. Since the 1930s in the north of Siberia, on the Dubuchery River in the Turukhansky district, the Old Believers were saved from persecution. Now the Dubache monastery among the Old Believers-Bespopers of chapter consent are considered a spiritual center. And these places often return the descendants of those Old Believers who, with the advent of Soviet power, left, including to the countries of South America.

According to the recently created working group at the Archpriest Avvakum Cultural and Pulp Center, about 1,400 Old Believers live in Brazil-people with Russian roots, 1500 in Bolivia, about 300 in Uruguay. And, according to surveys, up to 20% of them would like to move to Russia. A lot in the Turukhansky district and immigrants from North America - the USA and Canada. So in the arrival of Siberia from Brazil Natalia Efimova (such is her surname for her parents) with her son was not surprising.

In 2008, Natalia died. Soon, Hanofeza from Sandakuchea moved to the Old Believer village of Chulkovo. In 2011, he married Antonida Moskvicheva. Three children were born one by one. The family lived like everyone else.

It must also be understood that the Old Believers have a special attitude towards documents: they live according to their own laws, for them these pieces of paper is nothing

- We have no stores - all of our own. We hold animals and cattle, we have a garden, a hunting, so we live and the whole village, and all this is for ourselves, we don’t send anything for sale, we feed ourselves, ”says Antonida Moskvicheva.

There are also no means of communication in Chulkovo either - there is neither TVs nor the Internet here, but whether the post is working - God news. Therefore, on the twentieth of September, the subpoena did not come to Chulkovo-law enforcement officers personally arrived and ordered the Hanofer to appear in Turukhansk-"to find out some formalities."

He chose a free day, in a boat from Chulkov reached Turukhansk (and this is 150 kilometers) - just find out what was the matter. I got dressed easily - I thought it would take a couple of hours. But it turned out that he was summoned to court. And the only judge is on vacation. For three days he waited for a trial in Turukhansk - he spent the night on the street, ate what he had to, froze. And then there was a court that recognized the Hanofer with an illegal migrant, fined 2000 rubles and decided to expel from the country. He was immediately taken to Krasnoyarsk, and from there - to a special receiver in the village of Berezovka, where he is still there: he is waiting for deportation.

- The law enforcement agencies managed to restore the Hanofer birth certificate, confirming that he was from Brazil. But to admit that Hanofer has a family and children, our judicial system no longer wished. The state does not recognize a crowned marriage. And although children in birth certificates are the patronymic "Onufrievich" or "Onufrievna", the children also seem to be like his. He is not indicated in their testimonies as a father: in 2006, his passport burned down in a fire, it has not yet been restored. But here we must also understand that the Old Believers have a special attitude towards documents: they live according to their own laws, for them these pieces of paper are nothing. And so it turned out that Hanofer, who has been living in Russia from childhood, who has acquired a family here, turned out to be an illegally staying foreigner in the country, says human rights activist Olga Suvorov , who helps the family.

I can't live without him, I want to be with him, no matter what happens

- On the day when he was supposed to return from Turukhansk, I felt that he would not come right in the morning - I don’t know why. And then they called me that he was already in Krasnoyarsk, in a special receiver, says Antonida. - Nobody advised me to go to Krasnoyarsk, I decided so. I can’t live without him, I want to be with him, no matter what happens.

Hanofer Di Keiros himself says: he cannot even imagine what to do now.

- There is a family or not, how they will now live - no one thought about it. I was taken away in what was, even things were not allowed to collect with my wife and children to say goodbye. And we did not have time to prepare the house for winter, even the winter windows did not insert. It is incomprehensible who and how will do it now, ”he says.

To imagine that he will be expelled from the country, Hanofer cannot:

- In Brazil, no one is waiting for me. If relatives remained there somewhere, then only very distant ones. I forgot my tongue during this time. And I consider Russia my homeland.

Antonida says: at the house, when she left, she asked to see her parents. Her father is after a stroke, but she hopes, the neighbors will help. And when asked if she will go for her husband, if she had to, in another country, she answers briefly:

- I'll go anywhere.

True, if this happens, Antonida will move and transport children at their own expense - and we are talking about hundreds of thousands of rubles, which she does not have. For free, the state is ready to expel only her husband.

Antonida speaks cheerfully and even fun. Trying to hold on: three young children with her. But every now and then wipes tears.

"Why do we drive a normal family from the country?"

- What is happening seems absurd. On the one hand, Russia calls to move former compatriots from abroad, including the Old Believers, offers them free Far Eastern hectares-now, by law, they are allocated to foreigners and stateless persons. And demography is traditionally considered us one of the key problems, ”says Olga Suvorova. - On the other hand, we doom a large family to emigration - normal, working, independent, healthy, non -serial. People are far away, they feed themselves, no one requires anything. Where is the logic? Why do we drive a normal family from the country?

The Krasnoyarsk residents sympathize with the family and try to help her: the Happy Children Fund collected products, citizens help both money and things. Today Olga and Tonya went shopping - we dressed children who came dressed out of season and without calculation for a long winter.

At the expense of the funds raised by the Krasnoyarsk, a genetic examination will be carried out - only she can prove that Natasha, Nikita and Zoya are the children of the Hanofer. And Antonida has no money for such research.

The reaction of the official organs to what was happening was very different.

- I have already left the federal institution "to the Far East" - it is there that they are dealing with issues of allocating free hectares in the Far Eastern Federal District. They said that they were ready to help the Hanofer and that they already had the experience of restoring the documents of the “Russian American”, which ended up in a similar situation, ”says Olga Suvorova. - State Duma deputy Konstantin Zatulin, deputy chairman of the CIS committee, Eurasian integration and relations with compatriots, appealed to the Russian Ministry of Internal Affairs with a request to prevent the expulsion of the Hanofer. Many public organizations supported the family.

In the regional Department of Internal Affairs, the situation is commented on with restraint: Efimoff Di Keiros previously communicated with the Hanofer, employees of the Office for Migration issues, explained to him the procedure for confirming citizenship, recommended that they go to Moscow, to the Brazilian consulate, and resolve all issues there. But for some reason he did not take advantage of this opportunity ...

- Well, most of all I was shocked by the "participation" of the guardianship authorities - both local and federal. Excuse me, they fuck me for several days in a row - they demand to say where Antonida with the children is to seize them and put them in a shelter, ”says Olga Suvorova. - Their arguments: the mother of a permanent place of residence in Krasnoyarsk does not have constant earnings - too. Father - in places of isolation. Therefore, now I do not reveal to anyone where they are. They found them a temporary refuge. You can say we hide them there. And when everything suits, Antonida with the children will rent a house - there are already people who are ready to help them in this.

The history of the family is discussed in social networks. And no, no, and the comment will slip: they say, people are sorry, of course, but they themselves are to blame-they have not drawn up the documents as it should ...

Is it not better to just leave these people alone and let them live as they consider necessary?

“I would advise such people to get a history textbook for middle classes and read who the Old Believers are and why they do not want to communicate with the state,” says Olga Suvorova. - They do not need documents for their life, according to faith. And they do not expect anything from the state and do not require. Here Antonida has a large family - and she does not even know about the matkapaapa, nor about other benefits. Yes, and I would know - I didn’t. So is it not better to just leave these people alone and let them live as they consider necessary? Moreover, I repeat, the Old Believers from abroad to Russia are now being called. But they, obviously, will also live with us according to their beliefs ...

Now Olga Suvorova is preparing an application to the regional court. He says: it is important now not so much to cancel the decision on the deportation of the Hanofer (formally, in this case, the law is observed), how much to achieve a delay and, most importantly, to change the preventive measure. That is, release from the special receiver. After all, otherwise it will be impossible to conduct a genetic examination. So, it will not be possible to prove that Natasha, Nikita and Zoya are the children of Hanofer.

- Well, then ... Maybe the Hanofer and Antonida family will decide to take the Far Eastern hectare. Maybe go to Brazil. The main thing is that they will no longer be separated, ”says Olga Suvorova.

When this text has already been published, on October 12, the Krasnoyarsk Regional Court canceled the decision of the Turukhansky district court on the expulsion of Hanofer Efimoff Di Careros from Russia. His interests in court were represented by the Commissioner for Human Rights in the Krasnoyarsk Territory Mark Denisov. The court took into account his family and children, as well as the fact that Hanofer intends to stay in Russia.

- Russia is my homeland. Now the first step is taken to that. To stay in it forever, but there is still a long way to draw up citizenship, documents, everything is as it should. Well, what I experienced these days - I do not want to say now.

When the family settles all the formalities, they plan to return to Chulkovo. True, how to do this is the question: navigation in the Yenisei will open only in the late spring.
