
The protest against raising the retirement age began in the summer, but its climax was the All -Russian action on September 9. In 12 cities, the events were agreed with the local authorities, the rest of the processions and rallies took place without coordination. In St. Petersburg, the action was first agreed, but then the city authorities stated that the pipe broke through its place. In many regions, applicants of rallies and supporters of Navalny were detained preventively. Navalny was arrested for 30 days back in August.
When acceleration of inconsistent shares, police often acted harshly. It is known at least about 15 cases of the use of accented violence in relation to the participants in the demonstrations. According to the trade union of journalists, five media employees got from the police, another 16 were detained. Only on September 9, at least 1195 people were detained, the records of the number of detainees were updated by St. Petersburg (623 people) and Yekaterinburg (184).
As always, in several cities the All -Russian action of Navalny provoked criminal cases.

In anticipation of the action on September 9 in Chelyabinsk, a case of calls for riots was initiated (part 3 of Article 213 of the Criminal Code). On September 6, an activist of the local headquarters of Navalny Taras Lobachenko was a search. The decision on the search said that Lobochenko, as well as someone Igor Valeev “and other unidentified persons” “called for the riots, participation in them, and also called for the use of violence against law enforcement officials.” The reason for initiating the case was comments on the campaign page against pension reform on the VKontakte social network.

Lobochenko was interrogated as a witness and released. According to the coordinator of the Chelyabinsk headquarters of Navalny Boris Zolotarevsky, there were no calls for violence in Lobochenko’s commentary. The activist simply expressed his belief that the action should be carried out closer to the city center. Valeev answered Lobochenko in the spirit that illegal actions of riot police had to be resisted, Zolotarevsky said. In another commentary, the young man described “legal ways to arm the way” in response to the proposal to take “cold (and not so) weapons”.
Lobchenko’s legal assistance was provided by Lepakhin’s lawyer, but Valeev refused the help of Agora, he has a state defender.
Pensioner Olga Stepanova becamea suspect of insulting representatives of the authorities (Article 319 of the Criminal Code). The district police officer Vasily Kulakov wrote a statement to her in which he indicated that during the campaign Stepanov called him. According to the lawyer of the International Human Rights Group "Agora" Andrei Lepkhin, there is another offended representative of the authorities - an employee of the criminal investigation department. Stepanova herself states that the police provoked her, allowing himself disrespectful comments in her direction. Kulakov, for example, passing by a woman during the rally, said: "Wipe the drooling!" And when Stepanova’s detention, they twisted her hands so that she screamed in pain and she had bruises in her arms.

In addition to the testimonies of the police, the video from the registrar Kulakov appears in the case, where you can allegedly hear Stepanova insulting police officers. The lawyer Lepikhin, who came into the case after the interrogation of Stepanova as a suspect, was not allowed to get acquainted with the video. And the lawyer for appointment, present at the interrogation, offered the woman "to sign everything."
In Novokuznetsk, a criminal case was opened against the mother of the leader of the “Protest Kuzbass” movement Lev Gimmer Olga. On September 9, Olga, along with her friend, Son Mila Zemtsova, left the entrance of the house. At this moment, Zemtsov was tried to detain police officers in civilian clothes. Gimmer wanted to prevent this. According to the investigation, the woman hit two police officers, thereby causing harm to their health (part 1 of Article 318 of the Criminal Code). Gimmer and her lawyer Maxim Marinich say that the woman was provoked, and the criminal case was opened only because of her son's activities. According to the lawyer, the head of the department for combating economic crimes and anti -corruption (OEB and PC) of the Ministry of Internal Affairs of Novokuznetsk by the police officers and his deputy police major I. Kotov undergoes the victims of the case. On October 12, Gimmer was questioned as a suspect.

Krasnodar
In Krasnodar, the lawyer Mikhail Benyash, detained on September 9, opened two criminal cases at once. At first he was beaten during the detention and drawn up two administrative protocols for him under Article 19.3 of the Code of Administrative Offenses (disobedience to the legal order of the policeman) and part 2 of Article 20.2 of the Code of Administrative Offenses (organization of an inconsistent public event). According to two articles, Benyash was sentenced to 14 days of arrest and 40 hours of compulsory work, respectively. He was taken from the police department twice to the hospital, doctors recorded cities, bruises, hemorrhage in a drum membrane and traumatic otitis media. Benyash says that the police strangled him, threw him “throughout the car”, “threw his face on the asphalt,” and also inflicted several blows across the face.
The police claim that Benyash “for no reason” caused all the injuries to himself, bite one police officer, and inflicted several blows to the other with his elbow (part 1 of Article 318 of the Criminal Code). The victims are held by senior sergeant D. Yurchenko and Sergeant E. Dolgov - it was they who detained the lawyer. Reports on the commission of an offense under Art. 19.3 Administrative Code, compiled by Yurchenko and Dolgov, are identical to word for word, and there is nothing about the use of Benash violence in relation to them. Only that the man supposedly began to beat his head on the glass and injure himself, so handcuffs were put on him so that he would not harm himself.

The second criminal case was opened under Article 294 of the Criminal Code (obstruction of justice). According to the investigation, on May 5, 2018, during the court under Part 5 of Article 20.2 of the Code of Administrative Offenses (violation of the procedure for holding a public event), in which Benyash participated as a defender, he "repeatedly interrupted" the judge, "expressed requirements and objections."
According to lawyer Alexander Popkov, the initiation of criminal cases on Benyash is connected with the desire of the police to hide the fact of the beating of the detainee. In addition, Benyash is a well -known lawyer in the Krasnodar Territory, who defended a lot of participants in various political actions. According to Popkov, "they sharpened the tooth on him for a long time."
On September 11, the Khamovnican Court of Moscow sent for two months to the pre -trial detention center of participants in the action against the pension reform of Vasily Kostylev and Viktor Fedoseev. Both are accused of using force on the police (part 1 of Article 318 of the Criminal Code). There are very few information about the accused, it is only known that Fedoseev was born in Khabarovsk, and Kostylev - in the village of Yuktly, the Amur Region. None of them pleaded guilty.

According to law enforcement officers, Kostylev struck the sergeant of the 2nd operational regiment of the Main Directorate of the Ministry of Internal Affairs of Moscow A. Kryazhov, inflicting a traumatic brain injury to him, and also threw the lieutenant of the 2nd OPP of A. Pavlov to the ground, grabbing him by the neck. Fedoseyev, according to the prosecution, tried to counteract Kostylev’s detention and hit the National Guard of G. Kurbanov in his right ear.
On September 28, it became known that the accusation of violence against a police officer was also brought by the third participant in the action in Moscow - Ivan Belyakov. Belyakov pleaded guilty that he hit the policeman, “causing him a bruise of soft fabrics,” and the court did not elect a preventive measure against him.
On October 11, the Perm News website published a note that Natalya Vavilova, coordinator of the Perm headquarters of Navalny, could become a defendant in the case of violence against representatives of the authorities. The policeman wrote a statement in which he said that Vavilova allegedly kicked him with his foot during the detention. Vavilova herself also declared violence: police officers injured the girl's hand. According to the activist, there were no official evidence of information about the criminal case yet.
