The Volga-Vyatka company was a subcontractor "VIP-Stroyening", who won a competition for the construction of roads and society near the cosmodrome. The company spent an advance from the budget on paying off its own debts and illegal issuing loans. Sergei Degtyarev, according to the prosecution, issued large companies to other companies at interest. As a result, out of almost 2 billion rubles, the defendants stole more than 1.3 billion.

In criminal cases of theft during the construction of the Vostochny cosmodrome, the construction of which started in 2011, 13 sentences were already issued.
