
“After the sentence, we received a comedko’s appeal, in which he said that he had committed a crime, trying to draw attention to his housing problem,” the Novaya Gazeta told in the PMC of the Chelyabinsk region. - The fact is that in 2015 the administration of the Kusinsky district provided him with a two -room apartment in the village of Petropavlovka.
It is difficult to call this only an apartment: two rooms in a hut’s house, which used to be a boarding school. There is no bathroom in the hut, there is no hot water, the walls rotted and rats run in the basement.
The guy first signed the documents, because after the orphanage everything seems beautiful. But when he lived a little, he was horrified.
Comedko really asked officials to relocate him. On the network, a video message of Alexei from May 2017, made by activists of the Anti -Corruption Movement "Mountain Ural", has been preserved:
“At first, I did not live in this apartment. I drove only in January 2017. The apartment was more or less, there was cosmetic repairs. But over time, everything began to collapse. It turned out that the sewage system does not work: the neighbor washed off from above, and runs here, ”said Alexei. - In addition, housing and communal services in the amount of 10,000 rubles were revealed. I repeatedly turned to the Kusinsky administration: both to the department for social issues and to the head of the district. There was no help from them. Unless they bought a roll of wallpaper and a pack of glue. ”
The district administration has a different opinion on this score.
- We made a good repair in Alexei's apartment. He himself brought her to a deplorable state, ”says Viktor Penyagin, the head of the Kusinsky district. - Yes, there was a case that his neighbor flooded his apartment. But it happens. Otherwise, this is a normal house, normal people live there.
Alexey Comedko complained to the prosecutor's office. But the district prosecutor Dmitry Arishin turned out to be the same opinion as the head of the district:
“On the basis of a contract for hiring a specialized dwelling, you have been provided with an apartment in the village of Petropavlovka. According to the passport for the living room, it is in satisfactory condition. The transfer act of November 27, 2015 says that you had no complaints on the transferred apartment at that time. ”
- For some time, Alexei and his wife wandered around relatives, because it was simply impossible to live in a hut. And then, not being able to achieve relocation through correspondence, he decided to go to the crime, - they say in the PMC. - Moreover, Alexei directly indicated that he was inspired by the case that occurred in our Chelyabinsk region: last year it became known that another orphan - Sergey Antipin, joined the prison. He was not provided with housing for the release from the boarding school at all, allegedly, the turn did not fit.
And he [Antipin] also committed theft, also called the police and asked him to be condemned so as not to bomes on the street.
And then all the media wrote about this. As a result, the court decided that the apartment should be provided with Antipin. And when he leaves prison, he will have housing. Alexey Comedko considered, apparently, that this method is effective.
According to the head of the Kusinsky district, Viktor Penyagin, there can be no talk of providing a comedko of a new apartment: “For this, he must refuse the already provided apartment, but why does he need this? Again, stand up in line, and about 50 people are in line now, and this line is only growing every year, ”says the official.
The orphan line for housing is an insoluble problem not only in the Kusinsky district of the Chelyabinsk region, but throughout Russia. In July of this year, Deputy Minister of Education of the Russian Federation Pavel Zenkovich said that 258 thousand orphans are waiting for their turn to receive housing in the country. For their resettlement, about 200 billion rubles are needed, but in 2018 it is planned to spend only 7 billion for these purposes, and in 2019 and 2020-7.5 and 7.7 billion each, respectively.
The PMC of the Chelyabinsk region hopes to solve the housing issue of Alexei Comedko until he can go out on parole - within the next 6-7 months.
