"From us, diamonds, but in us shit." In Severodvinsk, a rally was held against waste disposal in Pomoria

Activists of the public movement "Free North" held in Severodvinsk a rally against garbage training grounds in the Arkhangelsk region. More than 200 people came to the protest campaign on October 20. Instead of Victory Square in the city center, the protesters once again went to the outskirts - to the Youth Palace of Builder. The rally began with speeches against landfills, and ended with a discussion who is responsible for the decision to place them in the region - the governor, local deputies or residents who chose them. As in Severodvinsk they protested against the appearance of landfills with waste in the village of Rikasikha and at ShiES station, the 7x7 correspondent observed.

"Builder" instead of victory

The reason for the action on October 20 was the plans of the leadership of the Arkhangelsk region to place a regional garbage training ground (officially called ecotechnopark) in the village of Rikasikha. It is planned to process and store waste from Arkhangelsk, Novodvinsk, Severodvinsk and Primorsky district. Rikasikha is located on the shores of the North Dvina 27 km from Arkhangelsk and 20 km from Severodvinsk on the M8 Kholmogory highway between the two cities.

Although the organizers submitted the application for the action in advance, she coincided with the news about the approval by the regional authorities of the construction of another eco -technology park - at the ShiES station in the Lensky district. The Commission on Investment Policy and the Development of Competition of the Arkhangelsk Region supported the project of Technopark LLC, which plans to process solid waste from Moscow in the region.

According to the organizer of the rally, Alexander Peskov, the activists filed seven notifications at once on the action at different sites of Severodvinsk. However, the coordination was delayed. Due to confusion with the site of the action, many people began to gather for a rally on October 20 on Victory Square, where mass public events usually take place. But the square remained empty at 14:00, and at 14:05 - after the official time of the start of the rally.

- For four applications, we immediately received a refusal. The rest was a remark: the organizer should be present in all three places at the same time. Despite this, activists began agitation. The administration sent a warning about the inadmissibility of violation of the law. And on Friday morning, she unexpectedly agreed on two places out of three already declared. Victory Square was not included in this list, ”the organizer Alexander Peskov explained.

As a result, the organizers chose the site at the Palace of Youth "Stroitel" about a kilometer from Victory Square. The lost participants in the action - about 20 people - joined two hundred protesters who have already reached the site with the Builder.

Share, not rule

The first claims made by the rally participants to the situation around the landfill in Rikasikha concerned legal subtleties. According to Oleg Mandrykin, the director of the Option Option Agency, the regional authorities had the opportunity not to create a huge training ground in the village for several municipalities at once. The entrepreneur suggested that the authorities incorrectly interpret the new rules of waste management. The law only obliges them to conclude an agreement with the waste management operator and use a new scheme for their disposal, transportation and placement.

“But it is not written anywhere that regional operators are required to build large landfills in order to dump all the garbage there,” said Oleg Mandrykin.

He added that officials did not see alternatives in the processing and sorting of garbage, which would reduce the size of the garbage training grounds.

- Throughout the country, Russia processes only 3-4% of garbage today, and burns 90% into the ground, although it is not difficult to process most of this. The whole world goes the other way. Switzerland abandoned the training grounds in 2000. At the same time, they have more capacities in the processing of waste than garbage throughout the country, ”the businessman said.

He remembered the closest neighbors - Finland. According to Mandrykin, there each quarter is closed through the landfill due to the introduction of new technologies for recycling and processing waste. According to the entrepreneur, out of 400 Finland garbage training grounds 330 are no longer valid.

- A person will not produce more garbage. Just in his kitchen, instead of one large bucket, there will be five small ones, ”said Mandrykin.

He called the ugly garbage sorting system that operates in Russia. For example, containers for paper and cardboard, often stand open in raw weather - this is ineffective. Oleg Mandrykin recalled the experience of the USSR, where citizens were stimulated by the light bulbs, old batteries, glass containers and waste paper. This system was destroyed, although it is more profitable to invest in the development of processing centers, according to the rally participants, than invest in landfills.

“We were weaned to sort,” Oleg Mandrykin supported Elena Ipatova, a participant in the my Severodvinsk informal community.

"This is done for the benefit of the operator!"

A resident of Severodvinsk and a lawyer by education, introduced as Igor Vyacheslavovich, suggested that the construction of a large landfill in Rikasikha would only delay the prospect of introducing technologies for sorting garbage in the region. He admitted that in the current conditions it is impossible to sort all the garbage - this requires much more financial resources than on the landing landing ground. But its appearance will allow the operator to uncontrollably increase tariffs without investing money in processing, but only increasing his income.

-The authorities refer to the 89th law [Law "On Waste of Production and Consumption" of June 24, 1998]. I want to tell you: there is no talk about building inter -municipal landfills. This is done only for the benefits of the regional operator. We are misleading, ”Igor Vyacheslavovich summed up.

Another speaker suggested that in Rikasikha there are “direct violations” even existing standards and sanitary rules.

- Lying, brazenly lie! Television is lying too! - The next resident of Severodvinsk, who was released, accused the local media of distributing incomplete and inaccurate information, which is formed into a picture that is beneficial to the regional authorities.

After her performance at the rally, a discussion began about who is responsible for decisions on the placement of new garbage training grounds.

"We have a complete vacuum for this project"

The deputy of the regional assembly from the Communist Party Mikhail Tokmakov said that he and his colleagues in the opposition parties opposed the import and burial of waste in the territories of the Arkhangelsk region. He connected the situation with the landfill in Rikasikha with a conflict around the construction of a waste recycling complex for Moscow waste at Shies station.

“Raise the question of the resignation of the governor in the regional assembly,” a woman of about 4 years old advised the parliamentarian.

Mikhail Tokmakov refused a radical sentence. According to him, he himself does not understand what is happening, because the investment project on the object in Shies was introduced only on October 18. But it was no more understandable from this.

In the ranks of the rally participants near the stage, a loud discussion of officials and deputies began.

- We must remove those and new assignment. Who did I vote for? I don’t know them, ”one of those who came to the action was indignant.

“So why did you vote then?”

- If you do not know, delete the best!

In order to streamline such discussions, the rally coordinators suggested that they want to ask the second microphone to those who wanted to ask questions.

- Who decided that the investment project is a priority for the region? Deputies participated in the vote or Orlov [Governor of the Arkhangelsk Region Igor Orlov] himself decided? - the woman asked deputy Tokmakov.

- Deputies did not make such decisions.

Another deputy of the regional assembly - a single -mandate from Severodvinsk from the Yabloko party, Yuri Chesnokov - called a public hearing about the Rikasikha landfill, which took place in the city on October 14. 1138 out of 1184 of their participants voted against the construction of Ecotechnocar Park, the website “29.ru” said.

The parliamentarian promised to initiate a referendum on garbage training grounds in the Arkhangelsk region.

- Remember the constitution. The highest and only source of power is the people. Do not forget this. I warned Governor Orlov so that he would not intervene in the activities of supervisory and judicial authorities during the organization of a referendum, ”the deputy told about his conversation with the governor.

According to the chairman of the Arkhangelsk regional branch of Parnas, Yuri Shcherbachev, the creation of two groups for regional referenda is already being conducted. The first group will deal with the issue of garbage dumps, the second - about the return of direct elections of the heads of cities and settlements.

- Who is responsible? Our power? I don't think so. First of all, we are responsible for everything, the population of the Arkhangelsk region. But garbage training grounds are not our initiative. And we did not choose this power. The struggle will need to continue. It can be long, ”the representative of Parnassus addressed the audience.

He urged them to collect signatures for referenda, participate in hearings and go to rallies.

A woman, who introduced himself as Olga Mikhailovna, urged everyone to follow her example - she already began to collect signatures:

- I was born and grew up in the north and I want to say in public: Moscow was baked! The power was burned. The governor brought the region to a deplorable state. From us, diamonds, and in us shit, ”she said, causing universal approval.

A lively discussion began around. Residents of Severodvinsk remembered another deputy of the regional assembly of the United Assistance of the One-Mandate Alexander Dyatlov. According to the audience, he was supposed to vote against the import of garbage. “And if he doesn’t fulfill, let him leave the post,” some protesters said. The inhabitants of Arkhangelsk, who came to the action, called another parliamentarian, which could oppose the garbage training grounds - Alexei Kuvakin from Fair Russia. On October 18, he was not allowed to present an investment project at an object at Shies station.

- We are not worried about Kuvakin.

There were no mentioned deputies at the rally.

"This is only the beginning"

In the final word, the organizer of the rally Alexander Peskov said that activists will continue to arrange promotions against garbage training grounds in the Arkhangelsk region. A series of pickets and rallies will be held in Arkhangelsk on October 21. All events, according to the organizer, are agreed with the city administration.

- This is only the beginning. All that you did before and continue to do: participation in public hearings, collection of signatures, rallies are small steps to a big victory, ”Peskov finished.

The project of the landfill for waste from Arkhangelsk, Novodvinsk, Severodvinsk and Primorsky district near the village of Rikasikha near Severodvinsky became known in 2017. The authorities plan to build a waste recycling complex with an area of ​​about 470 thousand m2 less than 1.5 km from the nearest summer cottages and 3 km from Lake Korodskoye. The Severodvans began to arrange protest promotions and collect signatures against construction.

A landfill for municipal solid waste from Moscow with an area of ​​5 thousand hectares is built near the ShiES station in the Lensky district of the Arkhangelsk region. The project of the capital company Technopark LLC provides for round -the -clock acceptance and unloading of compositions from 55 to 90 wagons, daily volume - up to five wagon compositions. Residents of Urdom, Yarensk, Koryazhm and other local towns and villages arrange protest promotions and require a clear response of the authorities. They rally against the construction of the training ground in Shies, even in the capital of the neighboring Komi - Syktyvkar. In response to the requirements to stop the construction, activists receive unsubscribing statements that often contradict each other. On October 18, a meeting of the Commission on Investment Policy and the Development of Competition was held . It introduced an investment project for the construction at the ShiES district of the Lensky district of the waste processing and burial. After listening to the opinions, all the members of the commission supported the project, the head of the regional branch of the Russian Federation, Sergei Antufiev, was against it. The investment project has become a priority in the region.
