Lunin has the best conditions in the zone. He lives on the second floor, where the dining room and bakery. He has a separate room, several rooms, there are still secret rooms. On the street, prisoners are kept simply to suffer. All three months that I was in adaptation, I was on the street.

Lunin has a system detached in the colony: it can be sent for some nonsense to the hut for pumping. Or maybe beat. The prisoners are afraid of him. He has a retinue. Vanya Egorov is his right hand. He is young, 1994. He lives with him there, in the rooms. Then Balashov - the head of the bath. Together with Lunin, another “payer” from Chelyabinsk, who pays him for a good life.

By and large, it is Lunin who leads the colony.

Lunin has his own objects - a dining room, a bakery, a bathhouse, a sausage workshop on the industrial. He gradually puts his people there to the managers. And gradually crushes objects for himself. All this with the approval of Alekseev (chief of the colony) has been done.

The head of IK-6 considers it as his mentor to the former head of the Federal Penitentiary Service in the Omsk region Nikolai Papichev, whom the Omsk human rights activists call the founder of the torture system in Omsk colonies. A few years ago, shortly after retirement, Papichev was killed.

Lunin also has a detachment No. 3 under the authorities, in which prisoners working in the dining room, bakery, a bathhouse and a sausage workshop live. This is, so to speak, subordinate Lunin. Despite the fact that this is a working detachment, it exists according to the rules of the most brutal adaptation. In general, he is considered a press bar, where Lunin's minions are refueling, smaller bastards. When Lunin sends his employee to the hut for repression, the pressers meet him there, namely Dmitry Petrov (Bankhoz Barack) and the performers of the atrocities Nurlanov Alibek and Evgeny Seleznev. Before that, Nurlanov and Seleznev turn him into the section and force him to squat (about 800–1000 times) and push up, alternating with beating as a stimulus. The reasons why Lunin sends on repression are ridiculous. For example, he sent one prisoner to the torture for simply walking around the local area of ​​Khudvor, the other for stood in line to a street toilet. Peter Zharov: “In the dining room you can take normal food for cigarettes, that is, what is supposed to you by law - eggs, meat and the like. There, everything is mainly in the Bond cigarettes for sale. Because in the store, the colony is sold precisely these cigarettes. All cigarettes that you pay are collected and transported to the store to sell.

If ZEK wants to eat normally, then it costs 2-3 thousand a month. Either pay cigarettes for this, or in cash-a number is given to some left Sberbank card. And the money is transferred there from freedom. Then there will be a little better nutrition. And if you want to eat normal meat, it’s about 10-12 thousand a month to pay. Imagine how much money it is! It is impossible to eat what is prepared in the dining room on everyone. The food there is disgusting. Basically boiled lard, chicken peel with hairs, but cereal is incomprehensible.

I made mainly cereals: buckwheat, rice, peas. I did not import the meat, it can be purchased in a colony. This was not a problem. After all, a certain amount of food products, including meat, are allocated to each prisoner. But when the meat is boiled in the cauldron in the dining room, they write more on the bone than it really weighs. That is, 3-4 kilograms of meat is easy to write off on the bones. Nobody ever outweighed this.

The money that the convicts pay for the meat is transferred to the Sberbank card, or to the phone number. I called home and relatives transferred money. A kilogram of meat came out on average 200–240 rubles. Usually I took 5-10 kilograms of meat, but not immediately, but somewhere in a half-kilogram. I prepared myself right in the detachment. "

Peter Zharov: “IK-6 is a commercial zone. The manager makes an offer: pay so much a month, and no one touches you from the administration. If you refuse, then you are arranged not a very pleasant life. Pure water extortion. "

Kirill Ivanov: “ How much should you pay a month so that a good life is? The price is contractual, from 5 to 30 thousand rubles. Someone on a card, who pays cigarettes. In all units, the managers have persons who live in a detachment and do not work. These are the so -called "payers". M. ), well, Alekseev, everyone runs out into the street and screaming: “Hello!” And payers may not run out into the street, they are sitting in barracks. Kirill Ivanov : “Lunin and Alekseev constantly have negotiations, they can sit in Lunin in the office for a couple of hours. Or the boss is going on bypassing the colony, Lunin necessarily goes with him, he opens all the doors to him. The boss is coming, says: “Here it is necessary to make repairs. Something I don’t like the walls in the dining room, and some kind of bricks are shabby. ” And Lunin only says: "Got it, understand." And he writes everything in the book. After that, the sections of the reserves get out and start repairs. If there are no reserves, the calls are called payrolls, they say: "Boys, you need to throw yourself." Speakcard or SIM card opens. Dmitry Biryukov: “In the colony, the entire colony is being repaired once or twice a year, that is, painting, whitewashing, detachment repair, etc. And usually employees say: you need to paint on a detachment, linoleum, tiles, taps, that is, building materials. So I bought it all. ”

Peter Zharov: “ Although funds from the federal and regional budgets are allocated for the repair of the colonies. If someone begins to say that they illegally collect money, the manager quickly stops, goes to the administration and says, and just an unbearable life is arranged for this displeased: explanatory, insulator, beating, etc. ”

Kirill Ivanov: “Then Alekseev can say at the round of Lunin:“ Something I was already tired of the kitchen in the country. ” - Lunin: "That's it, I understood." And the next day, a new kitchen set begins for the “owner” in the woodworking workshop. For Alekseev’s personal kitchen, furniture is made in the first place.

Dmitry Biryukov: “I was in the section of the SDIP ( sections of the discipline and order, which were formed from among the convicts, and became real repressive bodies in the hands of the colonies administrations, are prohibited throughout the country by order of the Ministry of Justice of the Russian Federation. Nevertheless, in many colonies of Russia, these illegal formations continue to operate. * - E.M. *). That is, I was among the convicts who work for the administration. My direct curator is the head of the safety department of Rybalko Mikhail Alekseevich. The administration like me covered small offenses without any penalties. I could not sleep, but go watch TV when I have free time in the evening. I could not spend the night in the detachment and stay at the workplace even without warning, at its discretion.

We knew that the SDIP is prohibited by law. Therefore, when the Office came, we were dispersed in the detachments. And so the members of this section are usually located next to the administration employee, for example, at the checkpoint. When the convicted person comes out of the Zhilzone to the industrial zone, there is a visual inspection, that is, the convicts undress to underwear, pass through the metal detector. A prisoner at the industrial zone can carry tea, cigarettes, matches and toilet paper. And if he carries something else, for example, food, and the employee passes him, then the prisoner from the SPIP notes this and then reports everything to the boss.

The system is this: convicts are controlled by employees, and employees - for convicts. Выявить таких осужденных очень легко. Когда приезжают с управления, такие зэки ходят свободно, не обращают внимания на администрацию. Я свободно передвигался и по промзоне, и по жилзоне. Единственное, что я не мог — это выйти из зоны.

Какую работу я выполнял для куратора? Моей обязанностью было смотреть за сотрудниками администрации, то есть выполнять функции младшего инспектора. Я сидел на пропускном пункте, пропускал осужденных из жилзоны в промзону. Я там был без сотрудника, то есть на свое усмотрение решал, кого можно, а кого нельзя пропускать.

Еще я должен был следить, что заносят в колонию и что выносят из колонии. На промзоне производится очень много разных изделий, которые идут на продажу: нарды, ножи сувенирные, огромные металлические рыцари, детали для производства двигателей. В основном сотрудники администрации выносят сувениры, то есть нарды, шахматы, изготовленные вручную. А они очень дорогие, в магазинах стоят по 100 тысяч. Например, заключенный Саша делал шашки из металла. Это единичные экземпляры. В основном на подарки он делал.

По заказу тюремщиков им делают очень качественные ножи, сабли, мечи, которых в магазине не купишь. Такие изделия участвуют в выставках. Они занимали вторые-третьи места по Омской области.

Саблю не спрячешь, поэтому все идет с разрешения начальника. Кто самовольно выносит, тех наказывают. Поэтому мы и смотрели за сотрудниками, кто чего выносит. Просто составляли список — фамилия и что вынес. Список я непосредственно отдавал своему куратору.

Иногда начальник приходил и говорил — надо сделать столько-то нард, шахмат, сабель для управления ФСИН по Омской области, то есть на подарки. Они нигде не проходили, выносились без всяких накладных.

Управление иногда приезжало с проверкой в колонию, делали какие-то замечания несущественные, а в это время осужденные из промзоны бегут прямо с коробками нард и с саблями через мой пост, где я находился. Я их останавливал, говорю:

«Куда это выносите?» Они говорят: «Это надо для начальника. Начальник позвонил, сказал: «Срочно несите».

Потом замечания от управления быстро устранялись, либо они вообще не записывались в журнал».

Ничего не вижу, ничего не слышу

Петр Жаров: «Местные проверки приезжали и якобы они ничего не видели. И местная ОНК, и Мингалимов приезжали ( Раиф Мингалимов — председатель ОНК Омской области первых трех созывов, ныне — председатель наблюдательного Совета при УФСИН Омской области . — Е. М. ). И этот Мингалимов с такой ухмылочкой мне говорил: «Ну как, все ли тебя сейчас устраивает? Водичка есть, смотри, заметь, даже горячая». Ну, вот такой он, типа правозащитник.

Меня как-то вызвали к начальнику, я захожу, а там сидит какой-то мужик. Я знаю, что при общении с администрацией никто лишний не должен присутствовать. Он говорит: «Я прокурор». И у меня Алексеев, ну начальник, спрашивает: «Ты работать пойдешь?»

Я говорю: «За 500 рублей, которые мне будут платить? Я что, раб, что ли?» И прокурор этот говорит: «Я тебя заставлю работать». Я говорю: «Ну, попробуй».

Вот так я познакомился с Алексеевым и прокурором по надзору Мязиным ( вскоре Андрей Мязин приказом Генпрокурора Юрия Чайки был назначен прокурором Омского района . — Е. М. ). После этого я получил две пятнашки ( то есть два раза по пятнадцать суток . — Е. М. ) изолятора».

Кирилл Иванов : Пишет ли кто-нибудь жалобы в этой колонии? Да ну прям, нет. Единственные, кто там может написать жалобы, это пенсионеры. Там есть отряд дедов — инвалиды и пенсионеры. Дедам пофиг, они строчат. Но только когда «размороз» колонии, ну то есть послабления. А сейчас они в такой режим поставлены, что особо и не пишут. Сейчас колония «заморожена»: зэков прессуют, адаптация, наворачивают режим, ни телефонов нет, ничего».

Петр Жаров: «Там даже медицинской помощи реальной нет. Если у тебя температура 38–39, то постельный режим не дают. Медработник говорит: «Иди, с начальником отдела безопасности договаривайся, если он тебе разрешит присесть или прилечь, тогда только я дам тебе постельный режим». То же самое с лекарствами, всем заправляет начальник отдела безопасности — какие лекарства тебе разрешить, а какие не разрешить».

Кирилл Иванов: «Там на зоне сейчас игра идет за власть: между операми и безопасниками, между «хозяином» и БИОРом. Они завоевывают себе объекты в распоряжение, они завоевывают отряды себе во власть. Сегодня, допустим, у этого отряда куратор оперативный отдел, а завтра там все переменилось, и ОБшники захватили этот отряд. Как можно захватить отряд? Допустим, стоял завхоз в бараке от оперов. Сотрудники отдела безопасности копают постоянно под этот отряд, чтобы найти какие-нибудь нарушения и смещают завхоза. Там все завхозы чьи-то «друзья», ну в кавычках, просто работают на них. И они сливают информацию либо в отдел безопасности, либо в оперотдел».

Рабсила из промзоны

Петр Жаров: В промзоне есть швейка (швейный участок). Когда приходит проверка, оттуда всех выгоняют, кто не стоит на ставке. Ставок там десять. Они раскидываются по 500, 600, 700 рублей на зэка и перечисляются на счет в магазине. То есть реально там работают человек 200, а когда проверка приходит, то оставляют десять человек. Там шьют берцы, прокурорским работникам ботинки, одежду сотрудникам администрации.

Там есть завхоз швейки, к нему подходит сотрудник администрации и говорит: «Надо сделать на управление три костюма. Вот размеры, вот материал». И взамен какие-то поблажки дает — или поспать можешь, или зайдешь в столовую и нормально поесть, либо сигареты. В основном в зоне в ходу сигареты, потому что за сигареты можно сделать все. Я себе там также пошил костюм зэковский. Костюмы же быстро изнашиваются. Если материал со швейки, то это стоит два-три-четыре блока «Бонда». Если свой материал приносишь, то примерно блок, а можно и за половину блока договориться».

Кирилл Иванов: На промке есть два гаража, большой и малый, большой — это типа СТО (станция техобслуживания), а малый — «хозяйский», это лично Алексеева.

У Алексеева там штук 12 автомобилей. Например, «Патриот» у него есть, он его загоняет постоянно. Он охотник лютый, заядлый, и он постоянно на охоту гоняет, и там ломается у него этот «Патриот», он его в зону загоняет, ему чинят».

Петр Жаров: «В гараже работают зэки. В «хозяйском» гараже делаются и тюнинги, и все самое крутое. Там не просто жестянка, покраска, там даже выливают из стеклопластика спортивные крылья… Простая машина загоняется, а на вид спортивная выгоняется. Или перевертыш загоняется, а спортивная выгоняется. Там даже кресла полностью все перешивали кожей. Зэкам за ремонт машин платят в пределах трех-четырех тысяч рублей в месяц».

Дмитрий Бирюков: «Хозяйский» гараж — это закрытая территория, туда простых осужденных не подпускают. Там находится бригадир гаража, который непосредственно ходит к начальнику, и начальник ему дает указания. То есть туда даже администрацию не подпускают. Зовут его Владислав. Он непосредственно общается с начальником колонии.

При мне пригоняли туда машины с воли на ремонт, но только с разрешения начальника. Чьи это машины были, я не могу сказать. Но это явно были не сотрудников, потому что сотрудники всегда жаловались: «Вот я не могу пригнать машину в «хозяйский» гараж, чтобы хорошо отремонтировали, только в общий. А там хуже машины ремонтируются. Зэки не так стараются».

Кирилл Иванов: «Еще у «хозяина» корабль есть. Не лодочка, а настоящая яхта. Прогулочный катер напоминает. Она белая, метров 25. Летом этого года на промке лежала. На починку или на покраску ее привозили. Как ее туда доставили, вообще непонятно. Она огромная нереально».

Петр Жаров: «На зоне строятся яхты для сотрудников. Сотрудник привозит материалы, а работа полностью зэков. Кто-то привозит свою яхту ремонтировать. Я две яхты видел на промзоне».

Дмитрий Бирюков: «На зоне есть катер, который, когда сезон открывается, вывозят на Иртыш. Опускают и по Иртышу ходят на нем, плавают, отдыхают. Я видел этот катер, он находится прямо на промзоне, на складе готовой продукции. Там и стоит всю зиму. По весне всю старую краску сдирают и начинают опять красить, перебирают двигатель. Этим занимаются осужденные, которые разбираются в таких вещах.

Катер этот белый, большой, метров восемь, если не больше, в длину. Он был сделан в колонии. Им пользуется администрация, начальник колонии любит на нем отдыхать…»

Нам удалось найти «кораблики», на которых любят отдыхать омские тюремщики. Пришвартованы они на причале водно-моторного клуба «Каучук».

По словам хозяев соседних судов, в теплый сезон вечеринки на этих кораблях проходят в ежедневном режиме.
