They are kept so that they feed the chicks of more valuable breeds. These breeds are less resistant to nature, on the street they can die. They almost do not fly, these are rare elegant birds. True, here I contained pigeons, which were listed in the Red Book of the Graduate, Leningrad Bantists. They are preserved only in our region. This is an endangered breed, very pampered birds that require a lot of care. But as a result, on October 19, without warning, people came without presenting documents - and the neighbors called me that they were breaking the pigeon, these wooden nests with chicks and eggs were thrown out. It was at 13.30, just the children came from school, we were friends with many, I told them about pigeons, showed: here are eggs, here are the chicks. The pigeon has been standing since 1992, then the district architect took her a place, there I set the nursery, having agreed with a sanitary and epidemiological station, with veterinary control and housing, all the documents that everything considered an interagency planning meeting and issued me these rights. And in 2014, a government decree was issued, where the dovecess entered the list of objects that can be installed without ordinary documents. Unfortunately, no one reads laws. I am the honored dovecere of Russia, the only one in the northwest. Everyone knows me here - still, I have been living here for so long. When the pigeons were broken, people sympathized with me, the children cried, rushed to defense. One of the workers climbed up, cut the aviary mesh, pigeons - 54 pieces were adults - went into the aviary. The workers could not catch them, they began to knock them down with the board, whom they would be played - they would be thrown into the gap. So they run here - without tails, sagging wings, broken, there was a dove without an eye with a sagging wing, his man took to him. Children gathered chicks in boxes, gave it to a shelter, some immediately died, but we maintain a connection with everyone.

- Most likely, the property control committee gave the goat to its committee in the northern regions of the city. But who specifically, they do not say. They came twice, broke twice, asked: who are you? And they say: who are you? They did not introduce anyone and the documents were not shown. But on TV, on the fifth channel, their representative answered, said that six months could not find me. They themselves write that this is a dovecote, and then they say - an ownerless object. They write that they handed over pigeons to my representative, but in fact the pigeons are flying a week here, the hawk catches and eats them, has already eaten 4 pieces. We filed an application with the police, they immediately said that if it was the city administration, it is difficult for them to fight it. I say: do not fight, just tell me who did it, and then our lawyer will work. The Pillets Federation also prepares documents. It's not about money, but that there are no more pigeons. One was found in a shelter, and the most expensive ones - there were 6 of them - there are no at all. Maybe they stole them, there were hundreds of people right there. Some pigeons managed to catch, give to other pigeons. But in general, it is difficult to protect the pigeons from the hawk, you can’t shoot something. Unless the crows attack him, but the hawk defends himself and still eats a dove. Well, even larger seagulls see a weakened pigeon, persecute, and if it is possible to knock down, then they tear it up. Then a neighbor says to me: your dove ate on the roof of the school.

- And what will happen now, are you going to restore the pigeon?

- We need guarantees from the district administration, the city, that it will stand here. And so far only a lie on TV is going on that they could not find me, that all the pigeons were given to me. But they are actually doomed - those that fly here, not to mention those who disappeared. The chicks will definitely die: they are fed by a female, she produces specially goiter milk. As they grow up, the male begins to feed them, and if this priority is violated, if you leave them without food at least for a day, they simply will not survive. Now they called from the shelter - there two chicks immediately died, some were preserved, but that they will survive is not a fact.

We assume that this is the initiative of the Committee on the effective use of the Earth, we already know them, because they began their destructive activities with flower beds - destroyed a wonderful flower garden, broken by local residents. We ourselves have been living here since these houses were built, these trees themselves were planted, these flower beds themselves arranged, and now we are afraid that they will disgust our good deed. Because they strangle all initiative that people show themselves. There is no sense in this, all residents of the microdistrict do not understand how this could happen at all. Everyone is suitable and ask what happened, who was prevented by this dovecote, who has been standing here for so many years, next to which our children have grown.

The friend and neighbor of Alexander Tchaikovsky Yuri Chistyakov is extremely indignant, he is among the volunteers who guard the pigeons and trying to catch them all for days.

I do not understand this, but I'm all interesting to me. And everyone knows Uncle Sasha here, respect, no one said a bad word about him. And on September 1, on the line, the school principal always asked him to release pigeons. And the children liked it, and adults, and I liked it. Alexander is engaged in pigeons all his life, and his father, and his grandfather, too. I know that he constantly drove them to show them, you will meet him: Hello, Uncle Sasha, how are you? - Yes, he came from the exhibition, - life went on its own way, and suddenly everything turned over, broke, ruined everything, and he is already 64 years old, can you imagine what kind of stress he has? He just holds on to well done. The neighbors are on duty here, and I, too, do not work this week, and then I can’t imagine who will run here and catch the pigeons with a net.

-Have you caught a lot?

- How do you regard what happened, to whom the pigeons prevented?

- I think there is such a combination of circumstances: they simply did not think what they were doing. The order came to demolish - they demolished. They demolish the stalls, and other illegal buildings. And the legitimacy of the pigeons, they simply did not bother to check, did not look at the documents - I think this is more likely to be a omission than evil intent. Although they posed so merrily on the camera, one even raised one finger up. There are witnesses who heard how they said that they would not be anything for it, some woman was pushed away, a man too. And they behaved so boldly, because there was a support group with them-three or four men of the Slavic appearance, who made sure that no one would interfere with the workers, did not beat them. I myself saw them when they came to clean garbage. I wanted to drive them away, I say, leave, but they say: no, we have a task. I ask: where is the order-execution, and who are you at all? They also ask: who are you? I say: I live here. The workers could be expelled, but behind them the support group was observed from two cars.

- Of course, they assumed that there could be popular outrage. And when the police were called, those men from the support group showed some pieces of paper, and the police left.

Everything that remains of the dovecess

Both Alexander Tchaikovsky and his neighbors and friends could not understand for a long time who and on whose orders broke a dovecote. In the end, it was still possible to find out that this is the hand of employees of the Center for increasing the efficiency of the use of state property, subordinate to the property control committee of St. Petersburg. On the center’s website you can find an official answer to questions about the dovecess. Officials write that their examination revealed an unauthorized site on Asafiev Street. "In order to suppress the illegal use of the land plot and the establishment of a person who committed violation of land legislation, the committee on the Golubatnaya posted a notification of the voluntary liberation of the land plot, as well as the notice of the need to appear in the committee for the issuance of explanations and drawing up a protocol on an administrative offense." Further officials explain that since the owner of the dovecares did not appear anywhere and did not free the site, the "Committee by the forces of the subordinate to St. Petersburg" Center for increasing the efficiency of the use of state property "was released." In fact, residents of neighboring houses, seeing how unknown workers kill pigeons and throw chicks to the ground, called the police, but the committee officials write: "Police officers of the facts of abuse of animals, as well as violations of the current legislation, were not revealed during the work."

In Moscow, pigeons are ruining in dozens every year, just as accurately, without a owner and along with birds. For some reason, Muscovites turned out to be very passive, and we, as you see, the reaction is completely different. As a rule, they demolish the dovecerers under the guise of landscaping the territory where to put birds does not bother anyone. We have such a scandal for the first time, and maybe such a resonance went from the fact that Tchaikovsky is a well -deserved pigeon. To whom the dovecares prevented is a big question, it is also a tiny, 9 square meters. I regard this as a disaster: I also have a dovecote, and I do not want such landlords to come to me. I know that the plans of the administration of the Vyborg district are demolished by several more existing dovecots, addresses are indicated. Of course, we warned the owners. There are pigeons, where up to 150 birds, their owners are horrified, they do not know where to put them. So, if this is not stopped now, it will continue.

Lawyer Dmitry doubts the legality of the actions of employees of the Center for increasing the efficiency of the use of state property.

- By and large, they had no rights to this. The fact is that the Government of the Russian Federation issued Decree No. 1300 of December 3, 2014, where a list of types of objects was approved that can be placed on lands or land plots located in state or municipal property, without providing land, and the establishment of easements. According to paragraph 27 of this list to such objects that can be installed without permission, include platforms for training dogs, sites for walking dogs, and pmolor. This item was additionally included in this list on May 13, 2016 by Decree of the Government of the Russian Federation No. 385 of 04/13/2016. So, no additional permit for the installation of dovecerers was required. Moreover, the installation of pigeons in 1994 - then it was called a pigeon nursery - was agreed with the district administration. Permits were obtained from veterinary supervision, and from the sanitary and epidemiological supervision, then still existing. So since 1994, this dovecote had an official right to exist. Given these data and a number of documents, we can say that its demolition is not legitimate, and there are grounds for challenging the actions of employees of the Center, this demolition of the implemented. The owner of the pigeons caused serious damage, especially because the valuable pigeons of the breed of the Leningrad Bantist are lost. Incidentally, she was preserved in the blockade, and then for some reason they decided to kill, which in itself was wild.

- Dmitry, and what can be done now to protect Alexander Tchaikovsky’s rights and restore the dovecote?

- There are some procedures, the regulation of relations between the structural units of the Committee for Property Monitoring of St. Petersburg, which also includes this wonderful center for increasing the efficiency of the use of state property. According to these procedures, requests will be sent to different instances. Some of the requests have already been written on behalf of the public - to the prosecutor’s office, to the city administration, to the government of St. Petersburg and personally to the governor, to the police department, from where the answer is also expected. Special requests will be sent according to the regulations. When the answers come, it will be possible to say what actions must be taken. Here, after all, the matter is still complicated by the fact that the pigeons of this very breed of the Leningrad Bantist were transferred to Alexander Tchaikovsky by the non-profit partnership of the Neva amateur pigeons for breeding work. And these pigeons were not caught just, so the destruction of the dovecote was damaged by the non -profit organization itself. Some of these pigeons were purchased abroad for currency. So their destruction raises questions. Indeed, on the website of the Center for increasing efficiency it is written: “If the property of third parties, the employees of the institution discovered property are described and transferred to the responsible storage of an authorized organization for subsequent return to the property to the property to the property of the property after its establishment or circulation. Information about the place of storage of property is sent to the district agencies and law enforcement agencies of the district, on the territory of which was exempted by the institution. objects ". - And how can one regard the fact that these people crippled and killed pigeons, trampled the chicks and eggs?

- These pigeons are manual, in nature they do not mix with wild birds. Here we can talk about cruelty to animals, and even in front of children. Можно вспомнить, как у нас возмущались публичной разделкой жирафа Мариуса или льва в западном зоопарке, а тут прилюдно убивали птиц, и что – разве это не вызывает вопросы? Тем более что, повторяю, есть четкие правила: они должны были до демонтажа голубятни аккуратно собрать птиц, птенцов и яйца и передать на ответственное хранение другим голубеводом или в соответствующую организацию. А вместо этого вся эта безобразная картина происходила на глазах у детей.

– Голубеводы говорят, что в городе собираются разломать еще несколько голубятен, почему вдруг принимаются такие решения? Кому помешали голуби?

– Скорее всего, это идет от незнания положений действующего законодательства, в частности, постановления правительства, исполнение которого является обязательным, в том числе на территории такого субъекта федерации, как Петербург. О причинах остается только гадать, но о неправомерности таких действий уже можно говорить. И о причинении как материального ущерба голубеводам, там и довольно жесткого морального ущерба жителям микрорайона. Насколько я знаю, уже есть одно обращение в местное отделение психологической помощи детям.

Разрушение голубятни – показатель того, как в России обесценена жизнь любых живых существ, считает руководитель петербургского отделения Центра защиты прав животных "Вита" Динара Агеева .

– С другой стороны, радует реакция общества: люди возмутились, бросились спасать голубей. На самом деле это продолжение все той же проблемы, о которой мы не устаем говорить, – отсутствия в нашей стране полноценного федерального закона о защите животных. Существовал бы закон, регламентирующий любые стороны отношения к животным, этого бы не произошло. Многие ужасающие факты у нас происходят именно из-за отсутствия этого закона. Принять этот закон мешают как охотники во власти, так и охотничье сообщество, владельцы контактных зоопарков и передвижных цирков-шапито.

Красимир Врански , координатор движения "Красивый Петербург" , говорит, что узнает почерк Центра повышения эффективности использования государственного имущества.

– Это варварские действия, причем без опознавательных знаков, чтобы окружающие не понимали, какая организация занимается сносом. У нас есть своя версия происшедшего. Мы их целый год критиковали за крышевание объектов незаконной торговли, а теперь сменился губернатор, и они решили симулировать деятельность. И начали с самых слабых, незащищенных владельцев разных объектов. Они же ежемесячно отчитываются, что проводят сотни рейдов вместе с районной администрацией. На самом деле, когда они во дворах домов проводят какие-то работы, они должны заранее уведомлять об этом жителей, что будут рубить деревья, например. На этом они, кстати, неплохо зарабатывают: обрубают все ветки, дерево умирает, а потом они его срубают и привозят тоненькие саженцы. Мы проводили расследование и выяснили, что питомник этих саженцев – у жены бывшего главы Комитета по благоустройству, отвечающего за озеленение города, так что это чистая коррупция. А разведение голубей – это древняя культура, слава богу, что она у нас сохраняется, и вот какой-то комитет решил все это убрать – просто уму непостижимо!

Красимир Врански предполагает, что схема тут очень примитивная: чем больше снесут, тем больше получат денег, поэтому чиновники думают не о голубях и их владельцах, не о том, законны ли их действия, а просто об освоении бюджета.
