Trump did not specify against whom the sanctions will be imposed. Apparently, they will be applied against Iran. Trump warned about this in May 2018, when he announced the exit of the United States from a nuclear transaction, which allowed to resolve the conflict around the Iranian nuclear program.
Earlier it was expected that in November the United States would impose new sanctions against Russia in connection with the case of the attempted former GRU officer Sergei Skripal and his daughter Julia in the UK.
