In early August, Andrei Babushkin received a letter from Mukhtar Aliyev:

Based on all this, I ask you to stop further investigations on this fact. ”

But when in September, Mukhtar Aliyeva visited the Moscow lawyer Vera Goncharov, he refused to write to Babushkin under the video (at the disposal of the editorial office), because the letter was allegedly written under torture: “They threatened me that I would not live here before the release.”

Moscow prosecutors who came to Omsk were supposed to check complaints about the torture of prisoners from IK-7, as well as from other colonies, including LIU-2 (medical and consecration for patients with drug addiction, alcoholism and open form of tuberculosis). Apparently, these checks did not end anything.

Omsk LIU-2 has long been known as a place of tough pressing of prisoners.

• In 2009, several prisoners opened their veins there because they were intimidated and beaten.

Omsk human rights defenders have repeatedly wrote to the Prosecutor General and the Investigative Committee of the Application for torture in LIU-2. In 2014, the Omsk Federal Penitentiary Service accused human rights activist Irina Zaitsev of slander and demanded the initiation of a criminal case. In addition, letters from 232 prisoners LIU-2 were received by the Investigative Committee, in which they asked to bring to criminal liability Irina Zaitsev for the distribution of false information. The Investigative Committee of the Omsk Region conducted an audit and refused to the jailers and concluded to initiate a criminal case against Irina Zaitseva due to the lack of corpus delicti. Investigators found confirmation that an organized group of prisoners mocked other prisoners. But for some reason, the investigation could not establish the names of the victims and torturers, although Irina Zaitseva and her colleague in the human rights of Lali Khvici provided the investigation with all the personal data they have.

In 2015, Deputy Director of the FSIN Major General of the Internal Service Valery Boyariev “conducted a target departure to check the main indicators of the Federal Penitentiary Service of Russia in the Omsk Region”.

As a result of the audit, the head of LIU-2, Colonel Yuri Kasyan, was awarded the medal "For zeal in the service" of the II degree,

And his deputy colonel Vasily Gordeev received the badge of the Best Security Service.

In the same 2015, Metropolitan of Omsk and Tauride Vladimir awarded Yuri Kasyan with a letter of thanks “For many years of help in organizing the processions“ Youth for traditional values ​​”.

But in 2017, a criminal case was opened against the head of LIU-2.

It turned out that from 2014 to 2017, that is, at the time when Yuri Kasyan was awarded medals and letters, he received bribes in the form of an lawn mower, a trimmer for grass and a welding machine, used prisoners to build his cottage near the village of Krutaya Gorka and, in addition, on the territory of Liu-2, prisoners forged summer cottages.

In exchange for this, the prisoners received additional parcels and programs, short -term and long dates, and were also transferred to milder conditions of detention.

In May of this year, Yuri Kasyan was condemned for two years conditionally. From the FSIN, he quit of his own free will. Now he receives an increased pension as a former security officer. His deputy Vasily Gordeev became the head of LIU-2.

When in June, Andrei Babushkin visited LIU-2, Vasily Gordeev seemed to us a man who is really proud that human rights are observed in the colony controlled by him. He said that after the appointment he immediately changed almost all employees, that he was conducting an individual conversation with each prisoner who arrives at the institution, tells them about the real opportunity to go out of parole.

Vasily Vasilievich Gordeev repeated several times to me: “Look at their (prisoners) faces. They are different! They are not the same as in IK-7! Really others? "

Indeed, the faces in LIU-2 were not so intimidated as in the torture colony No. 7, where we had visited before.

However, we were embarrassed by a completely new, obviously for the first day, the worn form on all prisoners. And the general silence of the prisoners in response to our questions. Absolute lack of complaints. And also books in the hands of all prisoners. Although it was evident that these books were not for reading, but rather for a propulsion.

But we really wanted to hope that in LIU-2 the worst is behind. Moreover, in a conversation with me, Gordeev actively condemned the former chef, saying that for what Kasyan did, he must be deprived of both titles and an increased pension.

However, the evidence of the former prisoners of LIU-2 (which, incidentally, hide either their names or persons) about the bullying and violence that they were subjected to in this colony, as well as about the personal role of Vasily Gordeev in the establishment of the torture system in LIU-2, make them look differently at this medical and consecration of the Omsk region.

I was also sent from IK-8 to LIU-2. Although I did not suffer from any alcoholism, drug addiction or tuberculosis. We were immediately told: "That's it, you arrived at LIU-2, now you will find out where you are, and now we will teach you to observe the regime."

We went into the premises of the Shiso PCT (chamber -type premises).

Towards us somewhere about six or seven people in camouflage form with wooden batons-these are prisoners in masks, only their leader was without a mask.

Then I was taken to the room with a bag on my head, where 10 employees gathered, one of them with a video camera, and the prisoners were in masks. The mattress was lying on the floor. I was naked, they tied my legs, elbows and brushes, put on a mattress on the stomach. First they kick, then I feel, with a shock to my buttocks. I feel that this is not a stun gun, this is something strong. And then, when they turned it over, I already saw everything: they have an ordinary extension cord in the 220 outlet, in this extension cord two ordinary wires and knots are tied to their ends. On LIU-2, the leader was Alexey Vasilievich Mirror, born in 1979. He used to be looking at the prison of Magnitogorsk. His nickname is "soldier." These convicts did all this by order of the administration. They put a towel on the face, tie the hands, and pour water on the face, lose consciousness, suffocate. They shackled the convict into the handcuffs, stripped naked and said: “Well, to rape you or not?” The administration wrote all this on camera. Still hung upside down. People came out of there with a broken psyche.

I had a friend there, the prisoners were urging him. Activists did everything on the team of employees.

Adaptation is even worse than quarantine. They keep 10 days in quarantine, and in adaptation at the discharge discretion. You can stay there for six months, you can do a month, but you can not go out of there at all.

In the adaptation, he was tough: he had breakfast, put a spoon in his pocket, went out into the yard and stand there all day and either read the PVR, or you sing songs. Lunch came up, went to the dining room, came - again you stand in the yard either marching or singing songs.

The adaptation detachment is always full, there are about a hundred people, of which 80 are coming, the rest are managers, daytime, capters.

Меня увели в санчасть и опять начали пытать. Это было в полдевятого вечера. Всю ночь меня пытали. Надели шапку-ушанку, чтобы я голову себе не разбил, и опять к ягодицам и гениталиям стали прикладывать ток. Когда меня пытали, били, я слышал, как Гордеев звонил по телефону (там был стационарный телефон, где голос в трубке очень хорошо слышно) и спрашивал их — как вы там — хорошо поработали? Они ему ответили «да», но он, мол, ничего не говорит, нету смысла его дальше пытать. И Гордеев сказал им отпустить меня. Ну и потом я там стоял как солдатик в квадрате несколько дней».

«Я отбывал наказание с 2004-го по 2013 год. Избиения на ЛИУ-2 были всегда. Начальник колонии Касьян и заместитель начальника по безопасности Гордеев Василий Васильевич — это два основных человека, от которых все исходило. Был там еще такой Остапенко, безопасник, цепной пес Гордеева, который и суставы выбивал и который все пытки устраивал в штрафных изоляторах.

Мне лично Гордеев Василий Васильевич отбивал пятки палками за то, что я не делал так, как он хочет. А кто-то страдал еще сильнее».

«Выбор за тобой: или на нас работаешь, будешь выполнять, или будешь в гареме». Ну, он соответственно, выбрал с ними быть.

Потом этого авторитета привезли на ИК-7 в Омск. Там он около года пробыл. Тюремщики ему дали выбрать авторитетных смотрящих из разных городов. И вот этих отобранных зэков, человек десять, привезли на ИК-7, и там их всех сломали, половину этот бывший авторитет сам лично обоссал. Они начали работать на сотрудников УФСИН.

В 2013 году на ИК-7 был бунт из-за того, что активисты по приказу администрации всех пытали. Арестанты не выдержали и хотели избить активистов. Но кто-то доложил администрации, завели ОМОН. Официально говорили, что погибло четыре человека. Но там на самом деле было не меньше 14 человек убито, много избитых.

Когда это все началось на ЛИУ-2, у нас на ИК-8 еще все было спокойно. Но потом неожиданно троих человек увезли на ИК-7. Они при мне вернулись обратно и рассказывали, как их там пытали. Им всем троим конкретно угрожали изнасилованием. Потом их без перерыва били трое суток и голыми подвешивали за наручники, водой поливали, ногти вырывали. Это делали сотрудники СИ-3, который находился на территории ИК-7. Руководителями СИ-3 были полковник Алексей Шмальц и его зам майор Александр Линник ( ныне Шмальц возглавляет учебный центр УФСИН по Омской области. СИ-3 был официально закрыт в 2013 году, но, по некоторым данным, туда по-прежнему привозят неугодных заключенных, в том числе и после октябрьского бунта из ИК-6. — Е.М .). Этих троих зэков на ИК-7 продержали месяц и привезли обратно на ИК-8. Всю колонию выгнали на плац, и эти трое прямо всем кричали: «Извините, мы будем слушаться начальника и заместителя, делать все, что они скажут, мы обратно не поедем. Мы будем работать на администрацию».

Бывших авторитетов, которых «опустили» на ИК-7, привезли в ЛИУ-2. Они должны были весь лагерь под себя подмять. Они этим и занялись: заходили в каждый барак, а там есть комната хранения личных вещей. Обычно в таких помещениях сидят завхозы, активисты. Они заводили туда мужиков и пытали. Такая сильная агрессия была, что все арестанты испугались. Вот и вставали они на сторону активистов. Так их собралась большая команда, человек сто из всего лагеря. Так они «порядок навели». А потом на ЛИУ-2 начали везти со всех колоний неугодных: кто-то когда-то не так посмотрел, кто-то не так ответил. Не авторитетов везли, обычных парней, но которые могут за себя постоять.

Если бывшие авторитеты так поступили, то с ними должны разобраться по понятиям. Но их же достать никто не может. Кто-то из них ночью освобождался, спрятался где-то, а половина из них еще сидит, но их развезли по зонам.

Из нашей колонии ИК-8 на ЛИУ-2 всего привезли человек 30, и половина из них стали активистами.

— Сексуальное насилие в тюрьмах и колониях было всегда. Сотрудники ФСИН — это особые люди, ведь не каждый пойдет работать в тюрьму, и это важный момент, который надо учитывать.

Например, и в советское время, и сейчас трудно найти санитаров и санитарок в психиатрические больницы. И часто санитарами и санитарками становятся бывшие сотрудники ФСИН, которые уже на пенсии или были уволены по каким-то статьям. Они очень жесткие к нашим психически больным, издеваются над душевно больными. Об этом уже все знают и стараются их не брать на работу. Но если нет выхода, нет других кандидатов, то берут. Например, у нас в Нижегородской области в поселке Чибирь есть психоневрологическая областная больница, и там рядом есть колония. В этой больнице работали такие санитары, приходилось брать таких негодяев.

Конечно, при приеме на работу кандидатов на работу в систему УИС (уголовно-исполнительная система) осматривают психиатры на предмет устойчивости их психики, но, видимо, не очень внимательно это делают.

Судя по всему, в этих колониях, о которых вы говорите, есть сотрудники, которые сами гомосексуалы и которым нравится такой секс.

Ведь многие педофилы становятся педагогами, тренерами, так и здесь. Можно предположить, что в среде сотрудников ФСИН больше активных гомосексуалов, чем в другой среде. Вполне возможно, что сотрудники УИС таким образом реализуют свои сексуальные желания, в том числе практику БДСМ (психосексуальная субкультура с ролевыми играми в господство и подчинение). Надо еще учитывать, что среди гомосексуалов и гетерексуалов есть психопаты, которые тоже, к сожалению, попадают на работу во ФСИН.

Ко мне на прием приходили заключенные, которые рассказывали о сексуальном насилии в колониях. Это несомненное унижение, это месть человеку. Например, сотрудник колонии, используя свое положение, заставляет одного заключенного проводить членом по губам другого заключенного. При этом чаще всего оба заключенных не гомосексуалы. Сотрудник колонии весь это процесс снимает на видео или фото. И даже может грозить обнародовать эти кадры. Как можно назвать такого сотрудника ФСИН? Визионистом можно назвать. Есть визионисты, которые наблюдают гетеросексуальные сцены, а есть визионисты, получающие сексуальное удовлетворение, наблюдая за гомосексуальными актами других или за имитированием таких актов.
