The directors of the Yekaterinburg circus were suspected of fraud, negligence and abuse

ROSGOSKIRK appealed to the Department of Economic Security and Countering of Corruption of the Main Directorate of the Ministry of Internal Affairs of the Sverdlovsk Region with a statement regarding the director of the Yekaterinburg State Circus Anatoly Marchevsky. Law enforcement officers are asked to verify the legality of spending by the famous clown and deputy of the City Duma of Yekaterinburg of budget funds.

“We believe that the Russian State Circus did not receive profit from the work of the Yekaterinburg circus, and also have a property issues for Marchevsky,” Vasily Bratash, adviser to the general director of Rosgoszirka, told Novaya Gazeta. - In addition, a number of transactions concluded by Anatoly Marchevsky have the character of “interest transactions” - that is, the parties to the contract in them had a connection among themselves.

In addition to the statement to the police, ROSGOSCIRK decided to completely reduce the position of director of the Yekaterinburg circus.

Property claims against Anatoly Marchevsky, according to Vasily Bratash, are associated with the loss of the Yekaterinburg circus of its own boiler room and 2.3 hectares of land in the city center.

“Ten years ago, the circus had 5.9 hectares of land, and now - 3.6 hectares,” he notes.

According to Novaya Gazeta, the Earth torn at the Circus is located in the very center of the city - on the street of March 8, 43a. Now part of the land is occupied by the pizzeria, and the plot itself by 81% belongs to businessman Vladimir Nemetov and by 19% - the Center for the Development of Circus Art. The founders of the LLC are directly Anatoly Marchevsky and his son Ruslan - the director of the circus in Nizhny Tagil.

As for Vladimir Nemetov, a dozen already liquidated companies are registered for him. Among them, we managed to find the same name - the "Center for the development of circus art." It was liquidated in 2015, and Anatoly Marchevsky was also its founder.

The Boel of the Yekaterinburg circus, according to representatives of Rosgoszirka, passed Marus, the founder of which is Ruslan Marchevsky. In 2017, Marus LLC won a circus heating competition in Yekaterinburg, receiving 14.7 million rubles from the budget. For this money, the company Marchevsky Jr. must heat the circus until 2019.

However, the march's family business was not limited to the above.

The already mentioned LLC “Center for the Development of circus art” in 2016 was the distributor of the New Year's program of the Yekaterinburg circus, receiving 24 million rubles for this.

- Since the “Center for the Development of Circus Art” is a company of the Marchevsky family, the director of the Yekaterinburg circus was to notify the Russian State Circus about the conflict of interests and explain why he had to conclude a contract with himself. But he did not do this, - notes Vasily Bratash. According to him, Rosgoscirk has no questions for Ruslan Marchevsky. “But these issues may arise in law enforcement agencies,” Bratash emphasizes.

Anatoly Marchevsky himself, after submitting an application to the police, urgently lay down in the hospital. He rejects accusations against him.

“The boiler room is not built on circus ground and not at the expense of the circus,” he said. - It is built so that the circus and a hotel for actors are not dependent on the heat supply schedule in the city. The conclusion of the contract with this boiler room was advisable from an economic point of view: heating through it is two times cheaper than ordering heating from the city.

According to Marchevsky, the Yekaterinburg State Circus since 1994 has not received any money from the federal budget, and therefore there is no need to talk about fraud with state money.

- As for the activities of the “Center for the Development of Circus Art”, the claims of the Russian State Circus show the fact of disagreement of the parties. And this issue may be discussed in court.

Anatoly Marchevsky says about the missing 2.3 hectares of circus land: “We had six checks in three years, and not one found violations. If we once had a temporary land for parking, now the city has taken it. But this land was precisely temporary. ”

Anatoly Marchevsky is supported by artists. They launched on social networks the hashtag #Yazamarchevsky, under which they tell why, in the conflict between Rosgoscirk and the director of the Yekaterinburg circus, they support the latter. Marchevsky merit is a good attitude towards artists and the production of interesting numbers.
