The commission on minors decided that Lev Gimmer should pay two fines for a total of 30 thousand rubles for organizing two rallies. 10 thousand rubles - for the organization of the rally "He is not the king" on May 5 and another 20 thousand - for organizing the action on September 9, when the coordinator of the "Protest Kuzbass" went to the balcony of his house and made a speech. About 50 people spontaneously gathered under the balcony.

From the resolution of the Novokuznetsk Commission for Minors: "09/09/2018, from 14-25 to 15-30 hours, Gimmer Evgenievich, being on the balcony of his apartment entering the main street of Kirov, actually held an inconsistent public event in the form of a rally."

In 2017, the 17-year-old Gimmer worked as an assistant coordinator of the local headquarters of Navalny-organized and took part in many protests. After the headquarters of Navalny closed in Novokuznetsk, Lev and activist Mila Zemtsova created the “Protest Kuzbass” movement. Gimmer was repeatedly arrested and summoned to the police. On September 27, a criminal case was opened against his mother Olga Gimmer under the article "Application of violence against a representative of the authorities." She is suspected that she allegedly hit the policeman during the detention of Zemtsova.

“Initially, the action against the retirement age on September 9 was planned as a march along Kirov Street, between the Museum and City Mall stops, this is a distance of about 500 meters,” Lev Gimmer told Siberia. Reali correspondent. - The organizer was the movement "Protest Kuzbass." The administration refused us to hold the action, referring to the regional law, which actually prohibits the holding of events in the city center, and the procession in principle.

- You were only 17 years old then, why did you suddenly decide to oppose pension reform? You are still very far from retirement.

- I have relatives and associates of pre -retirement age, this reform hit them, my mother. This is another act of arrogant theft among the people, which just infuriated me. People for the most part go not so much for pensions as from general hopelessness and anger. Pensions have become the last straw, or one of the penultimate ones.

- Going to the balcony is a rather unusual idea for a protest action ...

- The gathering was cordoned off by the police, Mila was harshly detained in my entrance. At about seven in the morning I went downstairs to open the door to her (since the intercom is disconnected in the apartment). Below was a car with two operas. One I knew, it was Vladislav Fedyaev. The sitting in the car did not introduce themselves, they only said: “Lev Evgenievich, we are behind you”, grabbed hands and dragged into the car. Fedyaev selected the phone, the second threatened me in a rough form: "You will growl, holey, I, b *** b, ugandy, will not wake up." They released three hours later. I was in pajamas, so I walked from the department home, since this department was not far. In fact, the police tore off the event. My house was cordoned off. If I went out, it would mean to give up the police. But I could not sit either. A spontaneous decision was born to go to the balcony. People gathered under him by themselves, someone moved from the museum-the "word of mouth" worked and, apparently, self-organization. It was a spontaneous action of hopelessness. My house is located near the venue, in two stops. The balcony goes to the main street of the city. Therefore, it was possible to attract the attention of many passers -by.

- Your opponents often say that for navalists this kind of action is just a self -rope ...

- The last thing I think is about self -patient. If you either happen to me either with my associates, or someone else happens, I will do everything to find out as many people as possible. Of course, I want my party and/or movement to enter and join our struggle as many people as possible. But they go to us because of affairs, and not because of PR.

- So what exactly did you do on the balcony?

- I spoke with the people below. On pension reform, Putin, the need for non -violent civil resistance, expressions of opinions. About the illegally ripped procession, the detention of activists in Novokuznetsk, a police arbitrariness. The poster "Follow your constitution" was fixed on the side, like flags. The action lasted about an hour, probably. In the end, the police arrived and began to drown me out. As in the cinema, or GTA. Only there they were called to give up so terrorists, and I am just a civil activist.

- What did you feel when you noticed that people below react to your performance?

- It was joyful that people were close to what I say. Among passers -by noted his former chemistry teacher, who taught me a few years ago. She heard, stopped, turned and listened with interest for about 10 minutes. In fact, it was a spontaneous rally-passwoman. Nobody has already carried out this, as far as I know.

- What can you say now, how effective is the protesting rally conducted from the balcony of your own apartment?

- In the context of the situation that has developed then, I think that it is quite effective. For except for those who stood below, thousands of people heard my performance. The activist below led an online broadcast, the message about this event was published by local news groups. People periodically recognize me and still express gratitude for September 9th.

- Did you expect that after that the police would start an administrative case?

- I supposed. The authorities, and in particular the police, hate me and earn new stars on me for shoulder straps. Any of my civic activity is considered within the framework of the Code of Administrative Offenses. Like November 4, for example. I stood in a single picket, a journalist was shooting at a distance. Two cars of the "operas" gathered, then three police officers approached and stated that we had a mass picket. For there are two of us. I'm waiting for a new "administrative"!

- Previously, you have already been punished for civic activity?

- I have a whole daddy with administrative affairs. According to the first, I was justified, because the last KDN composition was adequate and the commission defended me. Then she became engaged, and the latest decisions made me against me. Now I am 18 years old, and now my cases will be considered by the valiant court, which has already been encountered. Our judges rivet political affairs, like seeds click. For example, when I was awarded a fine of 10 thousand for organizing a rally "He is not a king" on May 5. Then OMON detained more than 20 people for an attempt to go through a procession to the city administration. Both decisions - both on September 9 and on May 5 - I will appeal and go to the ECHR.

- You are 18 the other day. Do you understand that now there is a risk of being under criminal prosecution?

- Yes, I understand the risks. At such moments, I recall a quote that Edmund Burke is attributed: "Everything that is needed for the triumph of evil is so that good people do nothing." And I will continue my activities.

- Being a minor, you have become an assistant coordinator at the local headquarters of Navalny. How did you react to this in your educational institutions?

- At that moment I went to my last school. There, the leadership was quite "indifferent." However, before meeting Navalny, there was a small skirmish with the head teacher, which did not even oversee me. I wrote a statement that I would not be on Saturday due to the fact that I take part in the organization of a meeting with the candidate. She flared up a little at me. But she was quickly reassured by other school employees, realizing that I am stronger in this field, and this head teacher will only make myself worse. And mostly there were sharp comments on the part of the teacher of OBZh. He called me Navalny, remembered my rebellion about and without. Nothing serious. They rarely enter the debate with me, apparently, at some point, they realized that the matter was dumb.

-How much, in your opinion, is Navalny today popular among the inhabitants of Novokuznetsk?

- I have no statistics. But I think that support has become at least not less. Especially after pension reform. For example, about 3.7 thousand people came to a meeting with Navalny, this is the largest political event in the history of our city since the arrival of Yeltsin when he was in the opposition. Well, in principle, I communicate with different people, those who used to be far from politics, or were completely against him, begin to support it. Tired, apparently, what is happening now.

- Do you have the feeling that the protest movement gradually reduces momentum, including because the authorities for finals and administrative arrests force activists to be careful?

- Don't think. As Moscow showed on September 9, rather, a protest is looking for new ways of struggle. There is progress and changes. This time, people did not just stand and parted, they spontaneously rushed to the Kremlin. Only 20 meters to the Duma did not reach! Now a political winter respite will begin, there will be fewer stocks. But this is a temporary lull, then everything will resume again.

- If you still have to pay 30 thousand for two shares, how will this affect your further plans?

- These are fines to be issued for the participation/organization of the action in the framework of the All -Russian action of Navalny, they are compensated by its headquarters. And activists can repay other fines with the help of various public organizations that help fees. Various kinds of "administrative" practically do not affect my plans. It only shows how insignificant this power is and shy before its people.

- How do you see your future? Is it connected with Russia?

- At the moment - civilian resistance and social activity. Also now I am organizing the local branch of the Libertarian Party of Russia. In the future, it all depends on the success of our struggle. Ideally, of course, I see myself as a resident of the beautiful Russia of the future, without Putin and his gang.
