“Rosbalt”: the court canceled the search for an operative of Center “E” from Karachay-Cherkessia suspected of torture

The Circassian City Court declared illegal the decision of the Investigative Committee to put Rustam Zhiletezhev, deputy head of the second department of Center “E” for the North Caucasus District, on the wanted list, Rosbalt reports .

The suspect was put on the wanted list in September of this year. A case of abuse of power with the use of violence (clause “a” of Part 3 of Article 286 of the Criminal Code) was opened at the request of a 38-year-old local resident. The Investigative Committee did not specify his name, but, according to Rosbalt, the applicant is Guzer Khashukaev, an assistant to Senator Rauf Arashukov, accused of organizing contract killings.

According to Rosbalt, the court came to the conclusion that the department of the Investigative Committee for the Karachay-Cherkess Republic, by putting Zhiletezhev on the wanted list, committed violations of the Code of Criminal Procedure. In particular, Zhiletezhev allegedly did not hide from anyone. The publication’s unnamed interlocutor added that the fact of the use of violence against Khashukaev “has been cast into serious doubt” - his statement about torture could be regarded as an attempt to interfere with the investigation of murders in which his boss may be involved.

“Rosbalt” also emphasizes that after the initiation of a case against the policeman, announcements appeared on “Caucasian” pages on Instagram that unknown people were willing to pay 2 million rubles for information about the whereabouts of Zhiletezhev; in this case, it was suggested to contact not the Investigative Committee or the Ministry of Internal Affairs, but a private email address. After this, “when the operative’s life was in danger,” the materials about the abuse of power against him were taken by the central apparatus of the Investigative Committee.

Earlier, RBC reported that three people had already testified against Arashukov, calling him the mastermind of murders in 2010, 2012 and 2017. He himself still holds the position of member of the Federation Council.
